Date: 27 March 2015 Announcement No. KABUL/GS/09(2015) E VACANCY ANNOUNCEMENT Post Title: Department/Unit Local Security Assistant Road to Jobs: Bringing Decent Work to Rural Households of the Northern Provinces in Afghanistan Post Level: GS-5 Duration: One-year fixed-term contract (with possibility of renewal) Duty Station: Mazar-e-Sharif, Afghanistan ________________________________________________________________________________ Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General. In order to support the best informed process in the filling of the following vacancy by direct selection, the ILO invites interested candidates to submit their applications by the above date. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. The following are eligible to apply: - ILO Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. - External candidates. Introduction The project “Road to Jobs” aims to unleash the economic potential of the expanding rural road network in Afghanistan, The new roads provide rural communities with the opportunity for better connectivity to product/labour markets. Road to Jobs will help turn that opportunity into reality in selected Northern Provinces: Samangan and Balkh. The project will enhance competitive agro value chains and urban labour market connected by the road network through multi-faceted interventions that respond to the underlying constraints inhibiting pro-poor sector growth. Giving special attention to vulnerable and marginalized groups, including women, the project will build on knowledge from the recent JICA-ILO study on cross-country agriculture value chains. It will draw on lessons from the successful model of a market development approach, as deployed with success elsewhere by SIDA-ILO, to promote market-driven, locally-owned strategies that build on the incentives and capacities of various public and private actors to change and hence increase prospects for more and better jobs to be created and sustained - based on social dialogue at the local level. There will be 12 project staff led by a Chief Technical Advisor (CTA). The incumbent will report to the project's CTA and will receive overall supervision of Senior Coordinator of the ILO Office for Afghanistan (ILO-Kabul) and technical safety & security-related guidance from the relevant security officer of ILO-Kabul and the FIELDSECURITY unit of ILO headquarters. The project will further be supported by other relevant technical specialists at the HQ (among others of the Enterprises Department and its small enterprise programme – SME/ENT – as well as The Lab project on value chain development) and in the region as well as selected international senior advisors appointed by ILO/CTA. The successful candidate will assist in the planning, implementation, and monitoring of all appropriate security management procedures related to the safety and security of ILO staff as well as consultants/contractors related to this project, and the protection of project-related assets/facilities. The duty station for this position is Mazar-e-Sharif. Duties and Responsibilities: Liaison with Security Personnel and Guard Forces: • • Develop a close working relationship and regularly liaise with relevant security personnel as follows: - Guard forces at project premises in Mazar-e-Sharif and elsewhere; - DPS personnel; - ANP and other ANSF personnel in areas with premises and operational areas in the Northern provinces; - Security Focal Points at relevant government ministries and project sites; - Security personnel, including other UN Agencies, of compounds in Mazar-eSharif; and - UN DSS and other UN Security personnel in the Northern provinces and in Kabul. In coordination with the Local Security Assistant at ILO-Kabul, liaise with with FIELDSECURITY unit at ILO HQ in Geneva, and relevant individuals at ILO regional office in Bangkok (ROAP) and Decent Work Technical Support Team for South Asia in Delhi (DWT-New Delhi). Security Reporting: • • • Perform routine monitoring of the security environment in Mazar-e-Sharif, the provinces covered by ILO project and Afghanistan.. Monitor daily threat reporting from UN and other sources. Ensure that any relevant security information is disseminated in a timely manner to project staff and consultants/contractors in Afghanistan, the LSA in Kabul, as well as relevant staff in Geneva, Bangkok and Delhi if needed. Prepare and send daily staff tracking and weekly reporting documents to UN DSS. Prepare security incident reports as required. • • • Assist in the briefing of new staff, consultants/contractors, and visiting ILO staff. Assist in the development and maintenance of security policies and procedures, including emergency and contingency plans for the project. Assist in the maintenance of security-related databases and documents, including training matrices, ID card databases, communications lists (including emergency contact numbers), and other relevant documents. MOSS Compliance and Accountability and Maintenance of Security Equipment: • • • • • Check and maintain all emergency and security equipment to ensure proper location, condition, serviceability, and compliance with MOSS standards. Maintain records of purchase, handover, and inspection of all safety and security equipment. Arrange for the repair or replacement of unserviceable safety and security equipment. Assist in the development, implementation, and supervision of a radio communication monitoring mechanism. Compile information from security surveys and assessments and highlight areas of concern to the relevant security officer of the Office. Operations Management and Administration: • • • • • • Assist with vehicle fleet management and assignment of drivers. Monitor staff and vehicle movements within Mazar-e-Sharif as well as in districts and ensure staff reporting in compliance with ILO-Kabul policies. Facilitate visitor entry into the project office premises. Provide security-related administrative support for the project, including supply, communications, logistics, and travel. Undertake field security missions as required, typically in conjunction with the planned technical or managerial missions. Perform any other job-related duties as may be required by the Office/project and requested by the CTA of the project, Senior Coordinator of ILO-Kabul or the relevant ILO security officer. Qualifications requirements: Education • Completion of secondary school education, supplemented by technical or university level courses in security management or equivalent practical experience. • Formal training in security management is required, preferably in a diverse range of skills (such as principles of security management, fire training, first aid, etc.). Certified UN training such as LSA, ETB, etc. will be desirable. Experience • At least 5 years of experience in security management. Security experience within the UN system, donor-funded projects or international NGOs would be an advantage. • Previous work experience in the Northern provinces or military or police service would be an asset. Languages - Excellent command of English, Dari and Pashto. Competencies - Knowledge and understanding of concepts and approaches relevant to safety and security management, with particular relevance to the ILO mandate and affiliated projects; - Ability to clearly formulate positions on security-related issues, to articulate options and potential solutions that convey the maximum amount of necessary information, and to offer defendable recommendations based on sound security management principles and ILO or UN policies; - Good research, analytical, and problem-solving skills; - Proven ability to use information technology (Microsoft Word, PowerPoint, Excel, Internet browsers, email, Skype); - Ability to assist in preparing reports and conduct presentations; - Ability to organize own work; - Excellent inter-personal skills; - Demonstrated ability to work and communicate with people in a polite, courteous and cooperative manner; - Ability to liaise with senior UN or government officials; - Ability to apply diplomacy and tact to convey difficult and complex issues or positions; - High standards of ethical conduct; - Ability to establish and maintain effective working relationships with people in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity; - Must demonstrate a high level of commitment and responsibility towards completing assignments efficiently, accurately and in a timely manner; - Ability to take initiatives. Discretion. - Understanding of the mission and work of the ILO and the UN system.
