Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers. Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors. The organization invites applications from interested candidates for the position of ‘Manager Programs’ at its satellite office Karachi. It is a full time position and report to Country Representative. JOB DESCRIPTION Position Purpose The Manager Programs Coordination will serve as supportive arm to the country representative in the planning, implementation, coordinating and monitoring of programmatic activities of Pathfinder in Pakistan, at the country office and outstation satellite offices particularly that of Karachi-based setup. S/he will coordinate and guide the organization and maintain smooth linkages with partners, public sector organizations and HQ in all program related interventions and progress of efforts. S/he will specifically coordinate program activities and provide directions, guidance and supportive supervision to ensure timely and coordinated action by all program staff to achieve the specified results. S/he will take measures to equip staff with knowledge and skill for carrying out the activities and play decisive role in maintain of discipline, conflict resolution and usher team spirit for discharge of collective responsibilities covering all operational aspect for program and projects. S/he will oversee the implementation of all enlisted projects supported through various funding sources in all regions of country to ensure high standards in the provision and delivery of services and all project related activities. The Programs Advisor will represent Pathfinder at donor, government and other stakeholder meetings and be responsible for identifying funding opportunities for Pathfinder Pakistan. S/he will work in close collaboration with all field staff and ensure the activities are carried out in accordance with the approved work plans, as well as work in close collaboration with the Country Representative and HQ staff to expand the Pakistan program portfolio. Key Responsibilities Coordinate execution of all Pathfinder programs/projects and report implementation progress regularly. Coordinate and work closely with the Departments of Population Welfare, Health, Planning and Development, and development partners for effective implementation of on-going projects and rapport for future projects; Coordinate with all units of Country Office and based field set-up particularly the finance, administration/HR and operations for smooth and timely action of agreed activities; Conduct close and effective management of program implementation through the development of structured work plans, indicator tracking system and monitoring plans; Forecast and monitor spending of different programs/projects in hand against timeframe under guidance of Country Representative and HQ; Participate and represent Pathfinder in government, donor and stakeholder meetings; Prepare annual work-plans and budgets, supervise program staff and monitor progress of performance; Prepare quarterly monitoring report(s) about project progress against targets and objectives as well as analysis, and submit the same to Country Representative as per time schedule for review and transmission to HQ; Forecast technical and programmatic assistance needs from external sources including from Headquarters in close liaison with the Country Representative; Initiate, and facilitate in preparation of project proposals, reports and plans for submission to the donor; Identify local resources and consultants needed for potential projects. Closely supervise work of local consultants and liaise with concerned stakeholders; Identify local sources of technical assistance/other support and manage the timely procurement and delivery thereof; Identify needs for specialized services, select as per procedures spell out term of reference/ scope of work of individual(s)/ subcontractor(s); assign roles and responsibilities, and monitor performance; Undertake regular field visits to monitor project activities and report on progress and performance. Perform any other duties as required by the Country Representative Basic Requirements Master’s degree in public health, social sciences or related field. Minimum of 8 years of experience managing and implementing donor funded institutional capacity building projects and programs in developing countries including Pakistan. Hands-on experience working effectively with district and provincial-level government authorities. Demonstrated experience of successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities. Significant operations and financial management experience. Thorough understanding of and ability to analyze finanical documents, projections, expenditures and accruals. Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with USAID, UNFPA, or other donor organizations working in the health sector. Demonstrated management skills working with complex programs involving short deadlines, multiple tasks, intense pressure to perform, and coordination with multiple partners. Full understanding of workings and operations of Departments of Population Welfare, Health and Planning. Excellent diplomatic, interpersonal and communication (written and verbal) skills. Demonstrated capabilities in institutional capacity building, and high-level strategic visioning and leadership. Proven ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, and USAID Projects and Agencies. Demonstrated ability to manage, motivate, mentor and direct all levels of staff while creating a positive team environment. Excellent knowledge of the political, social, economic, and cultural context of working in Pakistan and thorough understanding of applicable Government regulations and administrative procedures. Strong presentation skills including the ability to present results and products to USAID and other key stakeholders such as the Departments of Population Welfare and Health. Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook. Must be fluent in English language – writing, understanding and speaking. Position requires up to 30% of travel in-county travel depending upon program needs. Occasional travel abroad as may be required. Preferred Qualifications Experience managing donor funded activities desirable. Particular experience in managing Reproductive Health / Family Planning programs/projects at provincial or national level. Good understanding of provincial level FP/RH status as reflected by recent surveys like PDHS, PLSMS, MICS.
