Page 1 Version 1.2_10/01/14 Commercial in Confidence © Abt JTA Information for Applicants – Long Term Adviser KOMPAK The overarching purpose of this work will be to support the GOI to strengthen the capacity of all levels of Indonesian government and communities for improved services and economic growth. It will support GOI’s long-term goal to be a prosperous and stable Indonesia, in part brought about because communities are active and inclusive, and because the state is capable and responsive to the needs of its citizens. It is planned that the Program will have several substantive Components to support this long-term goal by contributing to the development of active, inclusive communities and of a capable, responsive state as summarised below, interacting as necessary with sectoral investments under the frontline framework: (a) Work under Component One 1 will foster active, inclusive communities to support community development in Indonesia; (b) If implemented under Component Two, AIPD2 would foster a capable, responsive Indonesian state by supporting central and subnational governments for improved public service delivery; and KOMPAK consolidates and builds on DFAT investments in village empowerment, service delivery governance and civil society strengthening by integrating them into a single structure. It also recognises the importance of local economic growth to poverty reduction. This integrated structure will: enhance coordination with stakeholders and across the aid program; minimise duplication; maximise value-for-money; and deliver flexible, adaptive and effective activities for strong results. It recognises the value of partnership between DFAT and the private sector to design and implement innovative development solutions. Australian Aid Remuneration Framework On the 15th of February 2011 Australian Aid released the Adviser Remuneration Framework (ARF). The ARF is a set of market-based, long and short term remuneration rates and entitlements which apply to Australian Aid-funded positions that are commercially contracted by Australian Aid directly, or through a managing contractor such as Abt JTA. Page 3 Version 1.2_10/01/14 Commercial in Confidence © Abt JTA Information for Applicants – Long Term Adviser A Long Term Adviser (LTA) role is considered any appointment that is six (6) consecutive months or longer in duration. Compensation & Benefits – Long Term Adviser In accordance with the ARF, the compensation and benefits associated with this Long Term Adviser position are outlined below. The successful adviser will receive: 1. A monthly Professional Fee paid in arrears at the end of each calendar month. This fee is inclusive of a 9.25% superannuation contribution to your nominated superannuation fund (for Australian residents). The rate band for this position is: AUD14 335 to AUD17 918 per month. N.B. For taxation purposes this position is likely to be tax free for Australian residents. Professional advice should be obtained from your accountant to confirm this entitlement. 2. A project vehicle. N.B. A contributory amount of AUD 400 per month will be deducted from your Professional Fee. 3. An Annual Leave Allowance of 20 days per year (pro rata). 4. Comprehensive pre-departure and in-country briefings (security and role specific). 5. Reimbursement for expenses associated with visas, police checks, medical clearances and vaccinations. If an adviser is required to move away from their home base to undertake this role (either domestically or internationally) they will also be entitled to: 1. Return flights for mobilisation and demobilisation for the adviser and any mobilising dependants. N.B. Dependants are defined as a spouse or child under the age of 18 who will not be earning a separate income. 2. Reimbursement of rental accommodation costs up to the value of USD4,500 per month (inclusive of VAT/GST). N.B. This is an Australian Aid discretionary allowance and is only applicable for those advisers whose partner and/or accompanying dependants are not currently in receipt of such an allowance from Australian Aid or any other employer. 3. A monthly Mobility Allowance ranging from $1,910.16/month to $2,196.80/month (AUD) for a single LTA and up to $2,865.24/month to $3295.20/month (AUD) for a LTA mobilising with dependants. N.B. This is an Australian Aid discretionary allowance and is only applicable for advisers who have moved internationally for this role and whose partner and/or Page 4 Version 1.2_10/01/14 Commercial in Confidence © Abt JTA Information for Applicants – Long Term Adviser accompanying dependants are not currently in receipt of such an allowance from Australian Aid or any other employer. 4. A Mobilisation/Demobilisation Allowance to provide reimbursement for appropriate mobilisation and demobilisation expenses. This can include: a. Excess baggage (up to 25kg total); and/or b. Sea/air freight for personal belongings. N.B. This allowance, as it applies to sea/air freight, is based on cubic meterage and is determined upon the number of mobilised dependants. Reimbursement is made to the adviser by Abt JTA upon the presentation of a valid receipt. 5. Be responsible for the high level management of the KOMPAK workplan, ensuring: Annual validation of the workplan maintains alignment with the KOMPAK strategy and the needs of the GOI Value for Money principles are applied and technical inputs are coordinated to minimise duplication of effort and maximise efficiency in achieving annual targets and end of program outcomes Manage and mitigate Program and Partnering risks and issues, with lessons learned documented and communicated with Abt JTA, KOMPAK SMT and GOI Through the SMT ensure Technical Assistance workplans are developed in consultation with KOMPAK SMT and GOI counterparts and are o technically reviewed at the commencement of work to ensure activities reflect Scope of Services/TOR and o proactively monitored throughout the input period to ensure achievement towards TOR performance outcomes Manage performance related matters in accordance with Abt JTA Performance Management policy and DFAT Adviser Remuneration Framework. Be responsible for drafting CPA reports for review by Brisbane Coordinate the implementation of the Program Exit Strategy in collaboration with CR and PMs. Lead the development of the Program Completion Report. Support the CR in providing timely advice to DFAT and GOI on matters relating to Program performance. Develop and maintain positive relationships with key stakeholders, including DFAT, GOI and other key agencies and donors as required. Participate in internal and external program reviews. Ensure effective communication, knowledge sharing, and cooperation with GoI and other DFAT programs Performance Outcomes: Page 8 Version 1.2_10/01/14 CPA ratings maintained at 5 or better, reflecting DFAT satisfaction. Partnership assessments. Team satisfaction measured through 360 degree appraisals. Successful GOI engagement achieved. Technical assistance inputs are proactively coordinated, monitored and quality assured in collaboration with PD, PMs and GOI so that performance outcomes contribute to the sustainability of systems and capacity of the GOI. Program reporting deliverables are submitted on time, are of high quality, and meet DFAT and Abt JTA reporting standards. Relationships with key stakeholders including DFAT, GOI, Abt JTA head office and other key agencies are positive and professional. The Adviser is required to lead a range of reports and ensure client deadlines are met, including: Annual Plans Component Workplans Program Progress Reports Activity Completion Report. Each report that is provided should be: Of the highest standard of quality including report content, formatting, spelling and grammar. Prepared in accordance KOMPAK reporting guidelines.
