POSITION DESCRIPTION POSITION TITLE: STUDENT BUILDING SURVEYOR POSITION NUMBER: TO80015 DIVISION: City Development BRANCH/UNIT: City Planning / Building APPROVED: May 2015 1. POSITION OBJECTIVES 1.1 Provide timely, accurate customer oriented services in building surveying and regulatory matters to the general public as owners, builders, developers and architects. 1.2 Maintain and provide accurate administrative support to Council systems. 1.3 Absorb an understanding of the complete Building Surveying Profession. 2. KEY RESPONSIBILITY AREAS 2.1 Provide information and advice to the public, builders, and professional consultants at the counter and over the telephone that will assist in the submission, processing and approval of building permit and dispensation applications. Analyse and provide appropriate alternatives to meet the clients’ requirements. 2.2 Receive applications at the counter and check appropriateness of submission, value of work and associated fees. Use the computer to process and generate the invoice and direct applicant to the cashier for receipting. Lodge relevant documents with the Building Surveyors’ for assessment. TO80015 Student Building Surveyor amended 25/05/15 2 2.3 Assess minor building permit applications such as fences, garages, small additions, and swimming pools for compliance with the Building Regulations and the Building Code of Australia including relevant Australian Standards. Request additional information as required and communicate with respondents whilst maintaining the relevant computer database. Liaise with a Building Surveyor and issue building permit documentation from the computer ready for signature. 2.4 Liaise across the organisation with Planners, Engineers, Environmental Health Officers and externally, as required to ensure high quality, timely pre-application and post application advice. 2.5 Answer telephone queries and provide specific, timely advice on a varied range of building permit and regulatory matters. Input daily building inspections as required. 2.6 Co-ordinate the ordering of archive plans, collect fees and arrange receipts, print the plans and facilitate collection by customers. Return files to archives. 2.7 Scan roll plans received from Private Building Surveyors to OCE TCS 500 scanner/printer and attach to property files in Pathway. 2.8 Complete, filing and other administrative duties to ensure an efficient flow of a shared workload. 2.9 Undertake other duties as directed. 3. ORGANISATIONAL CONTEXT In 2014 Monash had an estimated population of 179,740 residents. Forty five percent (45%) of its population were born overseas, making Monash one of the most cosmopolitan municipalities in Victoria. Monash is close to the demographic centre of Melbourne. The municipality has a highly skilled and well-educated workforce, with 13% having a degree or higher education. Monash residents also enjoy a high level of home ownership that is considerably higher than the Melbourne average. Key functions for which the Division is responsible include: Urban Design & Architecture Public and open space planning and design Strategic Planning Sustainability Streetscapes Property Management & Development Traffic and Local Laws Building approvals Development & Statutory services Health and food registration TO80015 Student Building Surveyor amended 25/05/15 4 The incumbent of this position is required to contribute to the achievement of the Council’s mission through effective teamwork with colleagues, including those in other Divisions and in developing sound working relationships with a range of internal and external parties. 5. ACCOUNTABILITY AND EXTENT OF AUTHORITY 5.1 Provide timely, accurate and professional advice when interpreting relevant legislation and policies in respect of building permit and dispensation applications. 5.2 Accurately assess minor building permit applications for compliance with the Building Regulations and the Building Code of Australia. Request additional information as required and communicate with respondents whilst maintaining the relevant computer database. Issue Building Permit documentation ready for Building Surveyor approval and signature. 5.3 Provide customer oriented services relating to the Council’s Building Surveying functions within Council’s expected time-lines. 5.4 Provide timely and accurate administrative and computer data services. 5.5 Observe Council’s Occupational Health and Safety Strategy and report any variations. 5.6 Carry out the functions of this position under broad direction. 6. JUDGEMENT AND DECISION MAKING 6.1 Seek advice on the interpretation of the Building Act, the Building Regulations, Building Code of Australia and other statutes in regard to building surveying and enforcement matters as required, from the DMBS. 6.2 Negotiate with applicants, builders and the community on options for achieving compliance with statutory and council policy requirements. 7. SPECIALIST KNOWLEDGE AND SKILLS 7.1 Knowledge of building procedures and an understanding of the underlying principles of the Building Regulations, Building Code of Australia and other related standards. 7.2 Demonstrated ability to relay the content and principles of relevant legislation and policies to customers in a courteous and professional manner. 7.3 Sound conceptual and analytical skills in reading plans, checking documentation, and providing accurate administrative support services in a timely manner. 7.4 Familiarity with relevant computer programs including the use of databases, word processing and other software. MANAGEMENT SKILLS 8.1 Skills in managing time, setting priorities, planning and organising one’s own work with minimum supervision. 8.2 Ability to set and achieve goals and objectives within statutory timeframes. 9. INTER-PERSONAL SKILLS 9.1 Well developed written and oral communication skills with a strong customer service orientation. 9.2 Ability to communicate complex technical information in a simplified manner where required. 9.3 Ability to effectively negotiate with and gain co-operation from applicants and the general community. 10. QUALIFICATIONS AND EXPERIENCE 10.1 Enrolment in a diploma or degree qualification in Building Surveying, Building Inspection or associated field will be highly regarded. 10.2 Experience in a related building trade, Council or knowledge of building construction will be highly regarded. 10.3 Experience in customer services desirable. 11.
