EDUCATION BUREAU CIRCULAR MEMORANDUM NO. 78/2015 From: Secretary for Education Ref.: Date: To: Supervisors and Heads of All Secondary, Primary and Special Schools EDB(SLPD)/COTAP/9 26 May 2015 Distribution of the First Progress Report of the Committee on Professional Development of Teachers and Principals Odyssey to Excellence “A Learning Profession of Vibrancy A Teaching Profession of Excellence” (Note: This circular memorandum should be read by heads of secondary, primary and special schools) SUMMARY This circular is to inform schools that the First Progress Report of the Committee on Professional Development of Teachers and Principals (COTAP) is now ready for collection. DETAILS 2. COTAP was reconstituted from the former Advisory Committee on Teacher Education and Qualifications in June 2013. It takes on a more holistic purview of advising the Government on the professional development for the continuum of the teaching profession, including teachers and school leaders, at different career stages. Apart from providing a platform for networking, sharing, interactive exchange and collaboration among the teaching profession, it will also commission educational research and evaluation studies to inform policy and strategy formulation with an evidence-based approach. 3. COTAP’s vision is to firmly root in Hong Kong a robust teaching profession of excellence as well as a learning profession of vibrancy. Through shared vision, mission, objectives and strategies, it aims to build a quality teaching profession comprising teachers and school leaders who, in pursuit of continuous improvement and excellence, are focused on student learning and growth, adroit in reflective and evidence-based practice, and supportive of school accountability and effectiveness. 4. COTAP has just published its First Progress Report. This Report, which presents the thoughts, recommendations and work plan of COTAP, is now ready for 1 collection. COTAP firmly believes that realisation of its vision requires joint efforts and sustained support of all stakeholders. Areas of focus proposed under the work plan of COTAP, such as developing a set of standards for the teaching profession and setting up a one-stop portal for sharing of information and resources, will be of concern to the school sector as these issues will affect the long-term development of the teaching profession. Views of the school sector on how the various proposed areas of focus could be taken forward are of crucial importance. Teachers, especially those responsible for co-ordinating the continuing professional development of teachers and school leaders, are encouraged to read through the document and provide views and suggestions. 5. Schools are requested to complete the attached form and arrange a member of staff to collect 2 sets of the document at the respective Regional Education Offices (REOs) from 1 June 2015 (Monday) to 5 June 2015 (Friday). 6. Both the Chinese and English versions of the document are also available at the COTAP website: http://cotap.hk 7. To familiarise schools with the content of this Report, briefing sessions will be organised. Please refer to the Training Calendar System of the Education Bureau and the website of COTAP for details.
