sms-sgs.ic.gc.ca BC Broadband Conference April 2015 4 Radio Spectrum Management Update SAM Project Implementation Staged three phase implementation starting in May 2014 Should have minimal impacts on spectrum clients – SpectrumDirect.ic.gc.ca sms-sgs.ic.gc.ca – Some temporary service interruptions during key junctures Release 1 Spectrum Licensing Pilot Release Broadcast Microwave Equipment Certification Sep 2012 May 2014 Release 2 Land Fixed/Mobile Spectrum Quality (Monitoring) (Space) Summer 2015 Nov 2015 Today BC Broadband Conference April 2015 5 Radio Spectrum Management Update Licence Exempt Spectrum Bands available for Wireless Broadband 902 – 928 MHz 2400 – 2483.5 MHz 5150 – 5350 MHz 5470 – 5600 MHz 5650 – 5850 MHz 24.05 – 24.25 GHz Provisos for use: • No protection, no interference basis • Must adhere to specifications for licence exemption • • Radio Standard Specification 210: Category 1 – Devices require a Technical Acceptance Certificate or certificate from recognized certification body Radio Standard Specification 310: Category 2 – No Technical Acceptance Certificate required Performance is inversely proportional to congestion level BC Broadband Conference April 2015 6 Radio Spectrum Management Update Spectrum Licences Submission of Technical Information No site specific licences are issued, but licensees are required to submit technical information to a publically accessible database Provides info for inter-user coordination and interference mitigation, plus required by IC for spectrum management Data must be updated monthly to reflect system changes, additions, or deletions are completed, or at least – Wireless Broadband Services, Fixed Wireless Acces, Advanced Wireless Services, Cellular and Personal Communications Services Technical information submissions are a condition of licence BC Broadband Conference April 2015 7 Radio Spectrum Management Update Licenced Spectrum Options - WBS Wireless Broadband Services, 3650 – 3700 MHz Shared basis, all licensees have equal access to spectrum Band plan and technical specifications harmonized with the USA* No annual spectrum licence fees, but they are coming Contention-based protocols to manage interference Reference: CPC 2-1-26 Highlights of Licence Conditions • Site-specific data must be uploaded to Industry Canada database • very important for coordinating among new and existing users • Must comply with technical guidelines • Mandatory antenna tower and site sharing *Still must comply with cross border coordination arrangement BC Broadband Conference April 2015 8 Radio Spectrum Management Update Licenced Spectrum Options - FWA Fixed Wireless Access (3475 – 3650 MHz) Spectrum has been returned in some tier-4 areas & made available for FCFS licensing Currently not harmonized with the USA* Annual spectrum licence fees apply per DGRB-008-99 Equipment must be certified (under RSS-192) References: DGSO-007-14, SRSP-303.4 Highlights of Licence Conditions • Site-specific data must be uploaded to Industry Canada database • Must comply with technical guidelines • Mandatory antenna tower and site sharing *Currently no cross border coordination arrangement BC Broadband Conference April 2015 9 Radio Spectrum Management Update Licenced Spectrum Options RRBS Remote Rural Broadband Systems (RRBS) Frequency range: 512 – 608 MHz and 614 – 698 MHz Application used to be considered for remote rural communities in unallotted and unassigned broadcast spectrum in television channels 21 – 51, excluding channel 37 Given the anticipated repurposing of 600-MHz band, moratorium has been imposed on licensing of new stations Reference: SLPB-005-14 BC Broadband Conference April 2015 10 Radio Spectrum Management Update Spectrum Auctions Prior Auctions (not exhaustive) 2.3 GHz – Wireless Communications Services 3.5 GHz – Fixed Wireless Access 24 GHz – Broadband Wireless Access 38 GHz – Broadband Wireless Access - Transferability, divisibility, and subordinate licensing provisions for secondary access BC Broadband Conference April 2015 11 Radio Spectrum Management Update Spectrum Auctions Broadband Radio Services, 2500 – 2690 MHz Licenced on a Tier 3 basis Deadline for application to participate: Nov 27, 2014 Auction start: April 14, 2015 BC Broadband Conference April 2015 12 Radio Spectrum Management Update White Space Spectrum Uses White Space Device (WSD) is a radio apparatus that operates in the white space frequency bands using dynamic spectrum access technique A white space frequency band is unoccupied broadcast spectrum available for temporary use by radio systems, at a specific location and for a limited period of time WSDs are licence-exempt, low-power radio apparatus operating on frequencies within white space Operate on a no-protection, non-interference basis Does not apply to apparatus intended for general public broadcasting services BC Broadband Conference April 2015 13 Radio Spectrum Management Update TV White Space Project Documents Various documents have been published in February 2015: – RSS-222 — White Space Devices (WSDs) – DBS-01 — White Space Database Specifications – CPC-4-1-01 — Application Procedures for White Space Database Administrators (WSDBAs) But until a database has been setup, devices cannot be certified; tests can still be entertained but through developmental licensing BC Broadband Conference April 2015 14 Radio Spectrum Management Update Developmental Licensing Radiocommunication Regulations authorize the Minister to issue developmental licences No pre-defined process for applying – IC has a great deal of flexibility, depending on what is requested – Typically short term, limited in area / frequencies – Technical compatibility / interference avoidance is a key consideration Applications should be directed to any IC District Office – May take form of a letter – Include specific details of what is sought – No implication of ongoing tenure BC Broadband Conference April 2015 15 Radio Spectrum Management Update Connecting Canadians – Digital Canada 150 • Issue: Coverage at 5 Mbps is estimated at 94% nationally, we expect the private sector to expand coverage, but certain rural/remote areas persistently underserved • In BC, 109,400 households are unserved at 5 Mbps (2012). • “Economic Action Plan 2014 proposes to provide $305 million over five years to extend and enhance access to high-speed broadband networks to a target speed of 5 megabits per second for up to an additional 280,000 Canadian households.” • Overview of proposed timelines – Spring 2014: Industry Canada begins consultations and program design, updates maps of broadband coverage – Early summer 2014: Publish maps of current coverage for comment – Fall 2014: First call for applications – January 2015: Deadline for applications – Spring 2015: Announce first funded projects BC Broadband Conference April 2015 16 Radio Spectrum Management Update Working with Industry Canada District City Contact Manitoba Winnipeg [email protected] Central & Northern Alberta Edmonton [email protected] (800) 461-2646 [email protected] Southern Alberta Calgary [email protected] (800) 267-9401 Saskatchewan, NWT & Nunavut Saskatoon Regina [email protected] [email protected] (877) 783-7757 (877) 510-7875 Interior BC & Yukon Kelowna Pr.
