This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Credit
that appeared in UNDB online (DB Reference No. : WB6355-11/13) on November 20, 2013.

The Government of the People’s Republic of Bangladesh has received a credit in the amount
of approx.US$ 350 million equivalent from the International Development Association
(World Bank) toward the cost of Siddhirganj Power Project, and it intends to apply part of the
proceeds of this credit to payments under the agreement resulting from this IFB: GTCLERP/EAM System and IFB number GTCL-G2.

The Gas Transmission Company Limited (GTCL) serves as the implementing agency
for the project and now invites sealed bids following single-stage single envelope
bidding process from eligible Bidders for Design, Supply, Installation,
implementation, integration, testing, technical and user training of Enterprise
Resource Planning (ERP)/ Enterprise Asset Management (EAM) System software in
Purchaser /GTCL Head office and 17 nos operational offices all over the Bangladesh.
The ERP/EAM system will be consisted of the following three components:
Component A: ERP/EAM Software Solution
Component B: ERP/EAM Infrastructure and Other Software Solution
Component C: Data Connectivity Solution
All components will be implemented under a single Turnkey contract on single point
responsibility to be completed in 18 months. The warranty period is 36 months and
post-warranty period is 36 months after completion of warranty period.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures
specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting
Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January
2011 and is open to all Bidders eligible as defined in these Guidelines, that meet the following
minimum qualification criteria:
a)
Bidder (each partner in case of Joint Venture) must have been in operation in IT
sector (IT infrastructure or ERP/EAM software or ERP/EAM implementation services
business) for a minimum of last five (5) years.
b)
Bidder must have completed within the last ten (10) years at least two (2) ERP/EAM
software solution contract involving implementation, installation and technical support for
COTS ERP/EAM software solution with a minimum value of US$ 3 (three) million or
equivalent of each contract and is fully operational for at least 2 (two) years in which 1 (one)
must be in any gas/utility entity. In case of Joint Venture, the partner in charge (i.e. lead
partner) must have at least 1 (one) ERP/EAM Implementation services business experience.
c)
Bidder (Single or Joint Venture) shall demonstrate average annual business turnover
of at least US$ 15.00 (fifteen) million or equivalent calculated as total certified payments
received for contract in progress or completed within last 5 (five) years. In case of joint
venture, one partner must meet at least 40% requirement and each of the remaining partners
must meet at least 25% requirement but all partners together meet 100% requirement.
d)
Bidder (Single or Joint Venture) must demonstrate minimum US$ 2 (two) Million or
equivalent present liquid asset and/or line of credit. In case of joint venture, one partner must
meet at least 40% requirement and each of the remaining partners must meet at least 25%
requirement but all partners together meet 100% requirement.
e)
Bidder must engage one or more firms registered in Bangladesh to provide warranty
support services (i.e. post implementation support services) under the contract resulting from
this bidding process, if the Bidder does not have any registered office in Bangladesh. The
firm(s) must have fully functional office in Bangladesh and continued IT business in
Bangladesh for the last 3 (three) years. The Bidder may engage the firm(s) to provide post
installation support services either as partner of the Joint Venture or subcontractor or Agent.
The scope of support services must be mentioned in the scope of Joint Venture agreement in
case of Joint Venture partner or authorization letter in case of subcontractor or Agent
agreement in case of an Agent.]
f)
Bidder should have valid certification for ISO 9001:2008 or equivalent following the
industry best practices.
g)
The proposed Project Manager of the Bidder must have a minimum of 10 (ten) years’
experience in IT sector with at least 1 (one) successfully completed project using the proposed
ERP/EAM software in the Bid.

Interested eligible Bidders may obtain further information from GTCL and may inspect the
bidding documents at the address given below from 10:00 AM to 16:00 PM BST (GMT + 6)
on all working days. A pre-bid meeting which potential bidders may attend will be held on
May 25, 2015 at 14:00 hours (BST) at corporate office of GTCL.

A complete set of bidding documents in English may be purchased by interested bidders on
submission of a written application (letter or email) from April 26, 2015 to June 23, 2015, to the
address above and upon payment of a non-refundable fee of BDT 10,000 [Bangladesh Taka ten
thousand] or in US$ 145.00 (united state dollars one hundred forty-five) only in the form of a
payment order or demand draft from any schedule Bank of Bangladesh, in favour of "Gas
Transmission Company Limited". For the convenience of Bidders an unofficial electronic copy
of Bidding Documents will be provided who have purchased the Bidding Document only.
7.
Bids must be delivered to the address below at or before: June 24, 2015 at 12:00 noon BST.
All bids must be accompanied by a bid security (unconditional Bank Guarantee) of not less
than Unite States Dollar One Hundred Fifty thousand (US$ 150,000.00) or an equivalent
amount in a freely convertible currency issued by a schedule bank of Bangladesh or by a bank
from an eligible country duly endorsed by a schedule bank of Bangladesh in accordance with
the format described in Bidding Documents. Late bids will be rejected.

12:30 PM BST on June 24, 2015 at the following address:

The attention of prospective Bidders is drawn to (i) the fact that they will be required to
certify in their bids that all software is either covered by a valid license or was produced by
the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be
awarded World Bank-financed procurement contacts.
