 Park Use Information
Penn DoT resurfacing in the Borough: S.R. 144 consists of West
Linn Street, North Allegheny Street, South Allegheny Street to
Bishop, West Bishop to Spring and South Spring to Stony Batter.
This project will also include the upgrade of any curbs along the
route that are not compliant with ADA standards.
West Lamb Street from Water Street to Spring Street: Scheduled
to have the storm drain system underneath the road replaced
and the road resurfaced. This project will start in late March/
early April and last approximately 14 weeks. There will be no
thru traffic on Lamb Street during this project.
Centre County Government: Continuing work on the new entrance to the Courthouse Annex and the Temple Court building.
The Temple Court Building is being renovated as part of the project as well.
The Bellefonte Mews project: Consists of renovating the Cadillac
Building at Allegheny and Bishop as well as the construction of a
new building where the Garman and DoDe buildings stood on
High Street.
The Borough’s Waterfront revitalization project: Will involve the
construction of a floodwall and walkway along Spring Creek, between the High and Lamb Street Bridges. The lands between the
floodwall and Dunlop Street will be sold to a real estate developer.
With all of these projects planned for 2015, the Borough will do
its best to minimize any inconveniences and to work around all of
the special events that normally take place.

Collection will begin at 5AM on the Alternative Days, to avoid being missed,
refuse should be put out the night before after 6PM.
Centre County Recycling & Refuse Authority pick-up will also follow this schedule except Monday, November 30, when they are closed and we are not.
The landfill is set to open on Saturdays beginning March 21,2015. The hours
are 8AM-noon.
The landfill is available to all Borough residents for the disposal of compostable
materials only. A key is available at the Borough office Monday– Friday ($10
deposit)
Refuse Container Update
The Borough offers: Grass
Containers for $50.00 and
Brush containers for $50.00.
The one-time charge appears
on your utility bill under previous balance. There will be
no additional fee for picking up grass and brush and
the pick-up day will be
Wednesdays beginning
April 1, 2015 and continuing through October 28th.
Please contact the Borough if
you would like a container.
We will take the grass and
brush to our landfill and convert it into compost. Grass
containers will be picked up
first and then the crew will
pick up the brush containers
which can contain: brush,
garden waste, and small
sticks. There are two separate
areas at the landfill for these
compostable materials.
The refuse crew will not collect
trash in any can other than the
borough issued cans. Extra
garbage cans may be purchased for $50. If you do not
have a borough issued garbage
can, please contact the borough office. When you move
the refuse container is to stay
with the property. If your container is missing or stolen
there will be a replacement
charge of $50.00.
Construction materials should
not be put out with your normal household trash.
PLEASE remove your
container from the front
of your residence and
out of sight of the thorough fare, which fronts
your property, by 7PM
on your pick-up day.
Residents are leaving their
container(s) in front of
their house and on the
sidewalk (safety issue).
The Borough will begin to
levy fines pursuant to the
Refuse Ordinance to residents who continue to
leave their container out in
front of their residence. If
you have a specific problem, please contact the
Borough at 355-1501.

Historic Architectural Review Board (HARB)

that of which is edible
or ornamental, shall
be maintained at a
length of 6” or less.
You may be the proud owner of
a home in Bellefonte Borough’s
Historic District. It is an investment in time; both the
past and the future. You are
the caretakers of the property
during the time you own the
home. As the caregiver, you
are in charge of maintaining
the historic details and designs
of the property. The Bellefonte
Borough Historic Architectural
Review Board (HARB) is here
to help you. The Bellefonte
Historic District ordinance was
adopted in 1970 to protect the
Districts distinctive historical
character of the borough.
The HARB was established to
review the alteration of buildings in the Historic District.
They are an advisory board
and make recommendations,
based on the Secretary of the
Interior Standards, to borough council for approval on
any exterior changes. By
encouraging appropriate alterations and new construction that fits in with existing
buildings, design review in a
local historic district helps
protect and enhance property
values. In addition to being a
locally designated and regulated historic district, Bellefonte's historic district is
listed in the National Register
of Historic Places. This designation assists in preserving
historic properties by recognizing their significance and
providing honor to the community.
HARB reviews exterior
changes visible from any
public right away on all properties in the historic district,
even if the property is vacant
or contains buildings that are
not historical. Changes to
property features include
signs, awnings, fences,
sheds, decks, pools, sidewalks and all other built features of a property, as well
as changes to the building
itself.
Façade Improvement Grant (FIG)
If you are a property or business owner in the Central or Waterfront District, here is good news
for you. The Borough of Bellefonte has been awarded a Façade Improvement Grant (FIG) program to help owners of Downtown commercial buildings improve the condition and appearance
of their buildings in order to attract retail business and help transform Bellefonte’s business
district into a viable, energetic, accessible and safe district once again. This program is made
possible by a grant from the Pennsylvania Department of Community and Economic Development (DCED).
Bellefonte’s FIG program is structured as a matching reimbursement program, with the grant
award to be paid to the project applicant upon certification of the successful completion of the
project.
Projects will be awarded from $0 to $5,000, depending on the merits and costs of the project,
with no more than 50% of total documented project expenses to be reimbursed through the
grant. All projects in the Historic District must comply with the Secretary of the Interior’s
Standards for Rehabilitation, and all must be completed by the end of the calendar year in

have been reduced by approx.
$47,000.00 or 540 tons.

Household Hazardous
Waste Collection will be
May 1st & 2nd.
What more can you do? Anything that can be recycled
should be put in the red bin
provided by the Centre County
Recycling & Refuse Authority.
Things that are recyclable are
plastic bottles, jugs and jars,
glass bottles and jars, steel &
aluminum cans, aluminum foil,
newspapers, phone books,
magazines, catalogs, corrugated cardboard, junk mail, holiday and birthday cards, paper
board (such as cereal boxes)
and wrapping paper. Electronics should be taken to the Cen-
tre County Recycling & Refuse Authority to be recycled. Their address is 253
Transfer Road, Bellefonte.
There are also drop-off locations for recycling available
24 hours a day, 7 days a
week. They are between
Burger King and M&T Bank
on Bishop Street and in the
Bellefonte Borough Parking
Lot by CVS on High Street.

Grass and other compostable materials can be taken directly to our landfill
on Musser Lane. The landfill is open on Saturdays
beginning March 21st
through November 21st.
The hours are 8AM-noon.
You can also obtain a key
to access the landfill during Borough office hours,
with a $10 deposit. The
landfill key must be signed
out so the Bellefonte Borough Office can track who
is using the services.

Reminder from the Fire Department
Smoke detectors save lives.
Every year thousands of people
die and even more are injured
because they do not have
smoke detectors or theirs were
not properly working.
Most of these deaths occur from
inhaling smoke, not from the
flames. Smoke detectors sound
a warning when they sense
smoke. So with a working
smoke detector you increase
your odds of getting out before the fire spreads.
Even though some types have
batteries that are good for 10
years, you should test them at
least twice a year. It is suggested when you change your
clocks you change the batteries
in the detectors that have re-
placeable batteries and test
them at that time. Honestly,
it sounds simple enough, but
believe it or not people just
don’t do it.
It’s such a simple little thing
that can change your life forever if not done. Most people
think, oh it won’t happen to
me, or if it does I will surely
be able to get out. But without smoke detectors your odds
are decreased. Experts say
that a person has about two
minutes to get out of their
home once the smoke detector
has alerted. So just take a
minute and think about your
odds if you don’t have the early warning.
Make sure you have a smoke
alarm in every bed room, in the
kitchen, living room, and basement at the very least.
Knowing that something this simple can get you and your family
out safely is something that
should make you sleep a little
easier.
Park Information
The pavilions in Governor’s Park may be reserved on a first come,
first served basis. Many
family reunions, birthday
party celebrations, and
events enjoy the atmosphere of Governor’s Park.
Rental Fees range from
$30.00 to $45.00. Call
the Borough office at 3551501 to make a reservation.
Talleyrand Park can be
rented for weddings and
other celebrations. Fee
information is on our
website as well as the
application form.

smoking in cooperation
with Young Lungs at
Play.
Masullo Park on Reynolds Avenue is the only
borough park where
dogs are allowed. Please
clean up after your pet.
If you do not have a brush
container, but do have
brush that needs collected,
please be sure to bundle it
in six foot lengths or less
and call the borough office
(355-1501) to schedule for
Wednesday pickup. There
is not a charge for this
service if the amount of
brush is reasonable. If
there is a large amount, it
will be evaluated.
New Fire Apparatus
The Logan Fire Company has
proudly placed into service a
new fire apparatus. The Engine
is a 2014 KME Predator Custom
Pumper with a 2000 gpm pump
and 1000 gallon tank.

Special collections for items
that are not normal household trash are scheduled on
Wednesdays and billed
separately. There is a limit
as to how many can be done
each week, so it is on a first
come first served basis:
There is a list of items that
are priced individually on our
web page. All other items
are billed at $4.35/minute.
Items that cannot be picked
up include steel, batteries,
tires, paint, construction and
radioactive materials.

The Bellefonte Borough Police Department is
collecting unused, unwanted or expired
medication in order to keep these items out of
the hands of children and other individuals
who should not have access to these
medications, as well as keeping them out of
Bellefonte EMS Annual Ambulance Subscription for 2015 is

Liquids and/or over-the-counter medications
are also accepted. If you bring in liquids,
please see the office assistant, as these are
placed in a separate container to avoid spills.
Drop off hours are Monday through Friday,
8:00 a.m. to 4:00 p.m., at the Bellefonte
Police Department, 236 W Lamb Street.
The annual subscription covers
any patient co-pay or deductible required by your health or
auto insurance for emergency
ambulance transports. Subscriptions cost $34 for individuals or $48 for families. Nonemergency ambulance and Para-transit van transports are
not covered under the subscription agreement. For more
