CITY OF BOULDER BOULDER, COLORADO DRAFT BOULDER ARTS COMMISSION MEETING MINUTES Name of Board/ Commission Boulder Arts Commission Date of Meeting Wednesday, February 18, 2015, at the Main Library Contact Information Preparing Summary Greg Ravenwood, 303-‐441-‐4397 Commission Members Present Anna Salim, Ann Moss, Felicia Furman, Richard Turbiak, Linda Haertling Commission Members Absent None Library Staff Present Matt Chasansky, Office of Arts and Culture Manager Greg Ravenwood, BAC Cultural Grants Coordinator Mary Fowler, Creative Sector Initiatives Coordinator City Staff Present None Public Present Randee Toler, Sally Eckert, Buffy Andrew, McPherson Horle Type of Meeting Regular Call to Order The meeting was called to order at 6:00 p.m. Public Participation Sally Eckert spoke about the upcoming City Council vote on the Armory Project and asked for support from the public through letters to City Council. Salim inquired if the BAC could voice its support of the project to Council also. Haertling suggested she could attend the next Planning meeting where the topic would be discussed. Grant Program Action Items Grant Budget Reports Grant budget reports from EcoArts Connections, (FY13 R1 Major Grant—Arts for a New Future), and Lemon Sponge Cake Contemporary Ballet (FY13 Major Grant—Liquido Espacio) were reviewed. Salim reviewed the standing of each of the project reports, both of which had not been able to be executed for various reasons. Turbiak motioned to approve the reports; Haertling seconded and the motion carried unanimously. Lemon Sponge Cake Contemporary Ballet was returned to good standing with the BAC after having been delinquent on its report. Major Grants Proposals from 3rd Law DanceTheater, Boulder Art Association, Boulder Art Matrix, Boulder Asian Pacific Alliance, Boulder Bach Festival, Boulder Ballet, Boulder Chorale, Boulder Museum of Contemporary Art, Boulder Philharmonic Orchestra, The Catamounts, Frequent Flyers, Helander Dance Theater, Lemon Sponge Cake Contemporary Ballet, Living Systems Academy, LOCAL Theater Company, and Motus Theater and nine fiscal sponsees of Boulder County Arts Alliance, including Bao Bao Foundation, Boulder Opera Company, Communikey, Michelle Ellsworth, Jennifer Heath, NoBo Art District, Now or Never Theatre, Sans Souci Festival of Dance Cinema and Truth Be Told, were reviewed and scored in advance of the meeting. The average scores were presented to the commissioners and open for discussion. Furman spoke in support of and made a motion to re-‐score the proposal submitted by Jennifer Heath. The motion failed to garner support. Haertling spoke in support of the proposal submitted by BaoBao Foundation; Moss affirmed her support for the project as well, but did not motion to re-‐score the proposal. Moss spoke in support of the proposal submitted by the Boulder Asian Pacific Alliance; Haertling inquired about directing them to additional funding sources and Salim suggested that she would speak with them. BAPA did not garner a motion for re-‐scoring. Turbiak brought up budget items for the Boulder Philharmonic Orchestra and Communikey, suggesting that their budget tables really did not support the need for the funds they were ultimately requesting. The commissioners agreed to leave the budget for Boulder Philharmonic as it was. A $1500 error was noted in Communikey’s budget table and Turbiak agreed to discuss changes with them to their budget for the proposal which would ultimately affect their final grant award. The commissioners recommended several exemplary grant applications to make available to the public: NoBo Arts District, Motus Theater, 3rd Law Dance/Theater, BCAA: Michelle Ellsworth. Salim recommended that the commissioners each adopt Major Grant projects that they will attend and report on. Matters from Staff Chasansky reviewed his manager’s update memorandum; there were no questions from the commissioners. He announced the public art selection meeting scheduled for 11 a.m., Wednesday, February 25. Chasansky also noted that public inquires for the Community Cultural Plan were scheduled to take place April 7-‐9. Chasansky requested a volunteer from the Commission to serve on the University Hill Team Representation, and Haertling agreed to serve on this panel. Adjournment The meeting was adjourned at 7:43 p.m. Boulder Arts Commission - 2
