Afrique: Communiqué de presse de la 503ème réunion du CPS sur les agressions
xénophobes perpétrées contre les migrants étrangers en Afrique du Sud
communiqué de presse. Le Conseil de paix et de sécurité de l'Union africaine (UA), en sa
503ème réunion tenue le 30 avril 2015, a suivi la communication faite par le Représentant
permanent de la République d'Afrique du Sud auprès de l'UA sur les agressions xénophobes
perpétrées contre les migrants étrangers en Afrique du Sud et les mesures prises par les
autorités sud-africaines pour remédier à cette situation. Le Conseil a exprimé son rejet total de
la xénophobie sous toutes ses formes et manifestations. À cet égard, le Conseil s'est félicité du
communiqué de presse publié par la Présidente....

et à la Sécurité sur le suivi du communiqué PSC/PR/COMM/1.(CDXCVI) sur la situation au
Sahara occidental adopté lors de sa 496ème réunion tenue le 27 mars 2015. Le Conseil s'est
félicité des mesures de suivi des dispositions pertinentes du communiqué susmentionné prises
par la Présidente de la Commission, en particulier la lettre qu'elle a adressée au Secrétaire

L'histoire montre que la meilleure façon de faire avancer une philosophie radicale est
d’utiliser la religion Lorsque les rapports sont tombés confirmant que Mohamed Abdullahi
Abdirahim, juriste de formation et fils du chef du gouvernement à Mandera, était le cerveau
de l'attaque terroriste brutale qui a tué 148 étudiants à Garissa University College, le 2 avril
2015, l'ensemble du pays a été choqué. La conscience de la nation a été piquée au vif et un
message subtil mais glacial a été envoyé : personne, indépendamment de son statut social
n’est à l'abri de tomber dans la radicalisation et l'idéologie extrémiste.

Le camp de Dadaab un mois après l'attaque de Garissa
Au Kenya, un mois après l'attaque sanglante contre l'université de Garissa qui a fait 148
morts, pour la plupart des étudiants, le gouvernement a été fortement critiqué pour sa gestion
de la crise. Le pays est en alerte ce week-end, notamment sur la côte, où la police a annoncé
que la menace terroriste s'était intensifiée. Le gouvernement pointe du doigt le camp de
réfugiés somaliens de Dadaab, considéré comme un abri pour les terroristes. Le Kenya a déjà
fait appel aux donateurs internationaux pour financer le renvoi des centaines de milliers de
réfugiés somaliens chez eux, un plan controversé.

opinion By Oduor Ong'wen. In the wake of terror attacks at Garissa University College four
weeks ago, two types of emotional reactions followed. Type one was round condemnation of
the Kenyan State's sluggish response. The other was bitterness bordering on outright hatred by
the non- Muslim Kenyans, especially Christians. Type one reaction was justified on the
ground that despite having a detachment of the Kenya Defence Forces (KDF) nearby, it was
possible for only four youth to besiege the campus for more than eight hours killing 148 of the
cream of our youths.

Expose Shabaab Recruits, Official Tells Kitui Locals
Kitui county commissioner Moffat Kangi has asked residents to name people they suspect
may have been recruited into al Shabaab. He said security personnel need such information to
fight terror. Kangi spoke in his office on Thursday after a closed-door meeting with county
security chiefs and heads of learning institutions around Kitui town. A representative of the
institutions, Prof Dickson Nyatike, said they are working hand-in-hand with police to provide
security. He said all guards and sentries will be vetted to ensure individuals with terror links
do not compromise security.
Northeast Told to End Extremism
The Kikuyu Council of Elders have requested Northeastern leaders to address radicalisation.
They said the leaders should deal with extremism among Muslim youths just as Kikuyu elders
dealt with the "mungiki menace". National chairman Wachira Kiago said Kenya must not be
divided along religious and ethnic lines. He spoke at their headquarters in Kasarani, Nairobi,
on Wednesday. Kiago said the elders are concerned that many Muslim leaders were
mentioned in terror related matters. He said they should name terror sympathisers and

Fighting terrorism to top agenda of Kerry's Africa trip
NAIROBI, May 1 (Xinhua) -- U.S. Secretary of State John Kerry's trip to Kenya on Sunday is
expected to bolster ties with the East African nation and boost efforts to fight global terrorism,
embassy said. A statement from the U.S. Embassy in Nairobi said Kerry's visit will help
reinforce the importance of the strong U.S.-Kenyan bilateral relationship. "Secretary Kerry's
visit will focus on our common goals, including accelerating economic growth, strengthening
democratic institutions, and improving regional security," the embassy said in the statement
received Friday.

Kenya will not force Somali refugees out, despite deadline for camp closure

repatriate some 336,000 Somalis living in one of the world's largest refugee camps, but the
government intends to continue with its plans to close the camp within three months for
security reasons, a government official said. Following a major attack by Somali militants
earlier this month, Kenya's Vice President William Ruto gave the United Nations until July to
relocate all the refugees from Dadaab camp. Since then, the United Nations refugee agency

Somalia journalist and his wife shot dead
Gunmen have shot dead a Somali journalist working for a pro-government radio station in the
southern city of Baidoa, the Committee to Protect Journalists (CPJ) said. Citing local
journalists and news reports, the New York-based group said Daud Ali Omar was shot
overnight on Wednesday at his home in Baidoa, 270km southwest of Mogadishu, the Somali
capital. The gunmen broke into Omar's house at around 1am local time in the Bardaale
neighbourhood while the journalist and his wife, Hawo Abdi Aden, were sleeping, the CPJ
said. The gunmen shot the two dead and fled the scene before the police arrived.

MOGADISCIO, MEURTRE D’UN JOURNALISTE ET DE SON ÉPOUSE
Un journaliste et son épouse ont été tués ce jeudi à Mogadiscio dans le cadre d’une attaque
qui semblerait – en l’absence de toute revendication jusqu’à présent – avoir été planifiée par
les rebelles d’al Shabab. Daud Ali Omar, 35 ans, travaillait pour une radio indépendante à
Baidoa, à 220 kilomètres au nord-ouest de Mogadiscio. Les agresseurs ont pénétré au
domicile des deux victimes, qu’ils ont assassinées dans leur sommeil, selon une reconstitution
des faits fournie par la police locale. Pour le syndicat des journalistes somaliens – Nusoj – il
s’agit d’une énième tentative de bâillonner la liberté de presse et d’expression en Somalie.

Simha Condemns the Brutal Killing of Radio Journalist
Somali Independent Media Houses Association (SIMHA) strongly condemns the brutal
killing of Radio Baidoa Journalist. Daud Omar was shot dead together with his wife Hawo
Abdi Aden in their home in Baidoa on Wednesday night when unknown assailant broke into
their house. Area police commissioner Col. Mahat Hassan has blamed armed group Al
Shabaab for the killing. Though the group hasn't confirmed or denied the accusations however
it has previously claimed the responsibility of attacks meted against journalists mainly those

Somalia appoints police commander over terror threats
MOGADISHU, May 1 (Xinhua) -- The Somali government on Thursday appointed former
defense minister as police commander after the seat fell vacant in October last year following
the death of the then police chief in a cardiac arrest. General Mohamed Hassan Hamud comes
to office at a time when the security situation in Somalia, particularly, Mogadishu, has been
on the decline following several attacks by the militant group Al- Shabaab. Former spy chief
General Bashir Goobe was also appointed head of the Custodial Corps three days after one of
the custodial corps was gunned down in Mogadishu.
Somali terrorists offered a place in rehab
At a rehabilitation centre 150 miles northwest of Mogadishu former members of al-Shabaab
are offered shelter, protection and vocational training. When his comrades shot a pregnant
woman and her midwife, Mohamed Hassan Adam decided it was time to leave al-Shabaab.
The woman had been in labour, Mr Adam said, when gunmen from the Islamic terror group
burst into her home in southern Somalia, and shot her. “She was called Nuurto,” he said. “She
used to sell tea to the government soldiers. They didn’t like people going into government
areas.” Her husband was a lorry driver and was far from home. The midwife was called
Fatuma.

Yoweri Museveni seems to get it in war on terrorism
So, many Kenyans will understandably find Ugandan President Yoweri Museveni’s
declaration that the “terrorist group has been defeated” in a lengthy article published in
Kampala’s New Vision and widely circulated on the social media last week a little crazy. Tell
that to any one of the families of Garissa University College students who on April 2 endured
the horror of hearing their children shot dead after waiting for eternity for security rescue that
never arrived, and they’ll probably think you are from Mars. But there is a method to Mr
Museveni’s madness.

Burundi government denounces 'terrorists', vows to stop protests
Burundi's security minister, General Gabriel Nizigama, said an overnight grenade attack that
killed three people, including two police officers, was "linked to those who say they are
demonstrating" against the controversial bid by the central African nation's president to serve
a third term in office. But in a sign of possible divisions, Burundi's defence minister declared
the army's neutrality and called for an end to attacks on citizens' rights. "The security forces
will from now on take every necessary measure to stop and arrest these criminals.

Burundi: Mystérieuses attaques à la grenade à Bujumbura
Trois personnes, dont deux policiers, ont été tuées et quatre autres blessées au cours d'une
série d'attaques à la grenade, vendredi 1er mai, à Bujumbura. La police accuse d'ores et déjà
les manifestants qui s'opposent à la candidature de Pierre Nkurunziza à un troisième mandat.
Ces attaques interviennent alors que le collectif Halte au troisième mandat a décrété une trêve
de deux jours dans les manifestations. Une série de mystérieuses attaques à la grenade visant
des policiers est survenue ce vendredi 1er mai à Bujumbura, en début de soirée. Deux
policiers ont été tués et quatre autres blessés.

separate grenade attacks in the capital late on Friday, a police spokesman said, after the
president warned of tough measures against those behind street protests. More than 10 people
were wounded, deputy police spokesman Pierre Nkurikiye said in a phone message. The three
were killed in the Kamenge district of Bujumbura but another area was also hit, he said. One
of the dead policemen was a senior officer. Bujumbura has been rocked by six consecutive
days of demonstrations against President Pierre Nkurunziza,....

Ai-Cameroun De sources concordantes, plusieurs dizaines d'éléments de la secte Boko Haram
ont attaqué ce jour la localité camerounaise de Mada, située à environ 20 km du parc de Waza
dans la région de l'Extrême Nord. Cet autre de la secte islamiste que les autorités
camerounaises disaient anéantie survient après celle particulièrement meurtrière de la nuit de
jeudi à vendredi dernier. L e groupe islamiste nigérian Boko Haram avait fait irruption dans le
village de Bia, dans la région de l'Extrême-Nord du Cameroun laissant sur le carreau 19 morts
dont une majorité de "victimes décapitées", selon une source sécuritaire.

National Reconciliation Forum, VOA spoke to some refugees in Cameroon to learn what they
expect from the initiative. Belmonde Houze, a 35-year old emissary and cleric from the
C.A.R., spoke to his country's refugees in Cameroon's capital, Yaoundé, about the
reconciliation process to recover from more than two years of sectarian violence. But his

Ex-rebels in CAR live in fear and rotting barracks
BANGUI, 1 May 2015 (IRIN) - There is a hospital across the road, but even the pregnant
women are too scared to go. A dirty stream runs between roofless buildings that are being
reclaimed by nature. This is how some 1,500 former rebels live in the Central African
Republic, languishing in a disused barracks in the capital, still armed. These are ex-Séléka,
former members of the coalition of mostly Muslim insurgent groups from the north of the
country who seized power here in March 2013 in a campaign marked by indiscriminate
killings, rapes and looting.

More CAR child abuse cases possible
The United Nations says "it is possible, it's horribly possible" that more allegations of sexual
abuse of children by French and other soldiers in Central African Republic could come to
light as investigations continue. A UN human rights spokesman reminded reporters in Geneva
on Friday that conditions where the alleged abuse occurred last year were chaotic, with
thousands of displaced people taking refuge at the capital's airport and under protection of
French and other troops. Rupert Colville said UN officials now have to see what French
authorities find as their investigation continues.

L'archevêque de Bangui ne veut pas "jeter l'opprobre" sur la mission Sangaris
Alors que l'opération Sangaris est au cœur des critiques, certains soldats étant accusés d'avoir
abusé sexuellement des enfants en Centrafrique, l'archevêque de Bangui prône au micro de
France 24 l'apaisement et appelle à ne pas faire d'amalgames. Les accusations de viols sur des
enfants par des soldats de l'opération Sangaris en 2014 en Centrafrique ont mis les militaires
français dans une situation difficile. Alors que le président François Hollande a prévenu qu' il
serait "implacable" si les fait étaient avérés, et que les militaires en général sont montrés du

Quand la Séléka accusait des soldats français de viols depuis 2014
L’arrivée des troupes françaises de l’opération SANGARIS dans les villes de l’est de
Centrafrique a été à l’origine de la panique au sein de la population conformément aux
comportements contre les musulmans de celles-ci à Bangui. Leurs déploiements ont
commencé à corroborer la thèse de semeurs de troubles car le 23 avril 2014, une fille de 16
ans vendeuse à la sauvette a été violée par deux éléments français de SANGARIS basés à
Bria. Ce viol a été suivi de la livraison de cette jeune fille SIDONIE pour une promesse de
40.000 FCFA à leur chien de guerre qui après les relations sexuelles atroces a occasionné des
blessures sur cette dernière.

Lutte contre Boko Haram : L’Union européenne apportera son aide au Tchad
Les efforts du Tchad dans la lutte contre le terrorisme sont reconnus par toutes les instances

Lac Tchad : Renforts tchadiens, évacuation des civils et assaut imminent contre Boko
Haram
Les habitants des îles du lac Tchad sont sommés de rejoindre la terre ferme au plus tard lundi
prochain, à 18h00, en perspective d'une opération de ratissage de grande envergure contre la
secte nigériane Boko Haram. L'opération sera menée par les troupes de différents pays dans le
bassin du lac Tchad, qui sert de nid à Boko Haram, rapporte la presse nigérienne en citant un
communiqué officiel. Cette opération intervient après l'attaque meurtrière lancée samedi
dernier sur l'ile de Karamga, dans le bassin du lac Tchad, par Boko Haram, qui a fait 74 morts
parmi les Forces de défense et de sécurité (FDS) du Niger et les habitants du village.

Republic of Congo bans full-face veils in attempt to prevent religious extremist attacks
Philips, the global leader in lighting, has provided a gift of solar powered LED lighting to an
off-grid village Bikuku near Kinshasa in the Democratic Republic of Congo where 1600
people did not have access to electric light. The donation provides light after dark to homes,
businesses and a Community Light Centre (CLC). CLCs allow healthcare services and
businesses to operate after sunset as well as encourage sports and other social activities.
Philips is in the process of installing 100 CLCs across 12 countries in Africa, where some 500
million people do not have access to light.

DR Congo grants amnesty to hundreds of M23 rebels

announced Thursday it had granted amnesty to around 375 ex-members of the defeated M23
rebel movement. The rebels' 18-month war, during which they briefly seized the key eastern
DR Congo town of Goma, capital of the mineral-rich North Kivu province, was brought to an
end in 2013 by government troops and UN peacekeepers. Some 1,300 rebels fled to Uganda
and others took refuge in Rwanda after their insurgency was crushed.

23-Mars (M23), réfugiés en Ouganda et au Rwanda après leur défaite militaire fin 2013. Plus
d'une année après la promulgation, le 11 février 2014, de la loi d'amnistie, plus 350 membres
de l' ancienne rébellion du Mouvement du 23-Mars (M23) ont été amnistiés, le 30 avril, par le
gouvernement congolais.

refugees in Liberia since fleeing Abidjan and the far west, where long-simmering ethnic

Tunis The families of the two journalists Sofiène Chourabi and Nadhir Ktari kidnapped in
Libya, claimed, Thursday, the recovery of their sons dead or alive. Facing the incertitude of
the fate of the two journalists, they assigned to the Tunisian government the legal and moral
responsibility to clarify the case of their sons held hostage for more than eight months in
Libya. During a meeting with the press held, Thursday in the premises of the National Union
of Tunisian Journalists (SNJT), the parents of Chourabi and Ktari asserted having lost trust in
the repeated promises made by the successive government and the Presidency of the

Un attentat à la voiture piégée a fait au moins 13 morts et 39 blessés samedi à Bagdad, a

Militants kill at least 12 civilians in Syria’s Aleppo
, have been killed after militants fired shells at government-held districts of Syria’s strategic
northern city of Aleppo. Syrian state TV said Saturday the civilians, who include three
children, were killed in shelling by foreign-backed militants in The shells, which also left 45
injured, landed on a busy residential area. They heavily damaged homes, shops and cars,

26 bodies recovered from shallow graves at deserted camp in Thailand
26 bodies have been recovered from shallow graves at a deserted jungle camp in southern
Thailand. According to Thai police, a cause of death has not yet been established. Tests are
being carried as part of efforts to find out their identities, and they are believed to have come
from Myanmar or Bangladesh. The camp was discovered yesterday on a route in Songkhla
province that is said to be often used by smugglers transporting Rohingya Muslims from
Myanmar looking to escape persecution. BBC reports that one very ill survivor was found,
and that it is believed human traffickers abandoned the man....
