Individuals in this classification perform a variety of office and non-sworn assignments in support of the city’s Police Department. SPECIAL REQUIREMENTS: . 1) Criminal History and Background Check: Applicants will be fingerprinted for the purpose of a search of local, state and national fingerprint files to disclose any criminal record. 2) Valid California Driver’s License – must provide DMV driving record with application. 3) May require a Personnel Evaluation Profile (PEP) test and/or a medical exam by a physician. AN EQUAL OPPORTUNITY/FEDERAL AFFIRMATIVE ACTION EMPLOYER ANIMAL CONTROL OFFICER Full-Time $2793 – $3566 Monthly DEFINITION Performs a variety of non-sworn assignments in support of the City’s Police Department. Principle assignment is animal control, but duties may also include: parking enforcement, municipal code enforcement, taking reports, assisting in the facilitation of the neighborhood watch and crime prevention programs, and performing other duties as required. DISTINGUISHING CHARACTERISTICS The Animal Control Officer is a non-sworn class, uniformed class that provides assistance in the completion of a variety of programs such as animal control, code enforcement, parking enforcement and crime prevention in the Police Department. SUPERVISION RECEIVED/EXERCISED General supervision is provided by either a Police Lieutenant or Police Sergeant depending on the assignment. ESSENTIAL DUTIES Enforces relevant laws and ordinances pertaining to Chapter 5 (Business Regulations and Licenses), 6 (Health and Sanitation), 8 (Animals), 10 (Vehicles and Traffic) of the Yreka Municipal Code. Performs animal control duties (domestic & wildlife) including the capture and transportation of animals to the City Shelter. Picks up all live stray domesticated animals. Picks up all dead animals in or on public places and streets. Picks up all sick/injured animals. If necessary, transports animals to the Veterinarian. Transports dead animals to the landfill. Keeps and maintains records on all dogs/cats impounded at City pound. Cleans and maintains City Pound. Performs euthanasia on sick or injured animals. Captures all vicious or potentially dangerous dogs by use of chemicals (darts) or other approved means. Takes and investigates reports of animal abuse and or cruelty to animals. Takes in and adopts out owner surrendered and stray animals. Provides rabies control duties for reported animal bites. Investigates vicious or potentially dangerous dog incidents. This procedure may include impounding the animal for extended periods of time, preparing court documents, and testifying at court proceedings. Duties include the investigation of reported nuisance animals for barking or odor complaints. Supervises part time kennel maintenance employee. Enforces all laws and ordinances pursuant to parking enforcement including two hour parking and illegally parked vehicles. Tows or cites illegally parked or abandoned vehicles. Abates junked or dismantled vehicles on private property. Enforces other Yreka Municipal Code violations pertaining to: skateboarding, yard sale signs, business licenses, public nuisances such as designated in Section 9.47 of the Y.M.C., etc. Provides a variety of Police Department support services: Traffic control during accidents, fires, stalled vehicles or whenever needed; occasionally responds to assist officers on other calls, searches, and evidence collection. Picks up found bicycles, other found properties. Performs background investigations for the Department. Shuttles and returns vehicles to the city yard when in need of repair. Locates and dismantles transient camps. Duties include setting up and taking down the traffic radar trailer to deter speeding vehicles. Gathers information, interviews witnesses and victims, investigates petty theft, automobile theft, non-injury accidents, malicious mischief, lost and found property, and other crimes in response to citizen calls where suspects are not present. Assists in crowd control and traffic control when assigned at public gatherings, traffic accidents, and other emergency scenes; may assist in the gathering and preservation of evidence at crime scenes; writes suspect reports; assists in the gathering and retention of evidence; may assist in the Department’s dispatch operations; transports evidence to laboratories for testing; may testify in court; performs bicycle and parking enforcement duties including issuing citations, and providing information to the public regarding parking regulations; performs a variety of special projects as assigned. Be able to perform all duties listed in the Yreka Animal Control Kennel Technician job description. Bill other cities as required. OTHER DUTIES May transport records, files, and mail to City departments or other public agencies; assists in the maintenance of a variety of public safety equipment. Experience/Education Sufficient experience and education in dealing with the public to perform the duties of an Animal Control Officer. Animal Control academy training is highly desirable. Knowledge/Skill/Ability Ability to access and understand State Penal Code and related information; City and State policies, rules, codes, and regulations regarding the handling of evidence and taking of reports; methods and procedures involved in animal control activities; techniques and methodologies for dealing with irate people; proper procedures for fingerprinting and taking photographs; the principles of organization in relation to community volunteers and civic programs; City and State parking regulations and the issuance of citations; proper procedures for the maintenance of activity logs and reports; general office procedures. Skill in using spreadsheets and word processing software packages, organizing data and materials. Ability to: prepare clear and concise written reports; correctly identify and interpret penal and vehicle codes applicable to the taking of reports; enforce municipal codes and parking regulations; learn street locations and physical layout of the City. Demonstrate a high degree of mechanical aptitude; work effectively as a member of a team; observe and retain details and incidents accurately; follow oral and written directions; explain codes and ordinances to merchants and other members of the public; enter and retrieve data from standard office computers using a Windows environment. Working Conditions Position requires sitting, standing, walking, running, reaching, twisting, turning, kneeling, bending, squatting, crouching in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in the preparation of reports and using a computer keyboard. Additionally, the position requires near, far, night, and color vision in viewing crime scenes or evidence. The incumbent is frequently required to walk on uneven and slippery surfaces. Incumbents work outdoors in all weather conditions, around loud siren noise, moving vehicles, and around animals. This position may require working around chemicals, pesticides, blood, and other potential toxic exposures. Incumbents may be subjected to aggressive, injured and vicious animals, physical threats, verbal abuse, and other stressful situations while enforcing parking and other municipal ordinances. While performing job duties, the incumbent may be required to lift and carry up to 100 pounds. License/Certificate Possession of a Class C California driver’s license by date of appointment, and possessing Penal Code 832 Certification is required within one (1) year of being hired. Condition of employment is to pass the Basic Animal Control academy class. Special Requirements Criminal History and Background Check: Applicants must pass a criminal history and background check. In addition, a classifiable set of fingerprints shall be furnished to the Department of Justice and Federal Bureau of Investigation. May require a Personnel Evaluation Profile (PEP) test and/or a medical exam by a physician. This is a probationary position for one year, starting the date of hire.
