Robert Cotleur and Donaldson Hearing have been practicing
Landscape Architecture in South Florida for over 30 years. Both
graduated with honors at the top of their class and have won
scholastic and professional awards in their field. In May 1991, they
started the firm of Cotleur & Hearing, Inc; focusing their expertise and
energy on Landscape Architecture, Land Planning and the rapidly
growing field of Environmental Design.
Today, the firm provides professional services in the disciplines of
Landscape Architecture, Residential Landscape Design/Build, Land
Planning and Environmental Consulting. Cotleur & Hearing services
a multitude of high-profile clients including, the Florida Department of
Transportation, Florida Power & Light, The South Florida Water
Management District, along with counties and municipalities
statewide, land developers and many other private sector clients.
Besides building an extensive portfolio within Florida, the firm has
also added their signature to projects in the Bahamas and the

Cotleur & Hearing offers a wide range of professional services including all aspects of landscape
architecture, streetscape and urban design, parks and recreation design, public work projects,

construction and maintenance services for a wide-range of landscape and environmental projects.
Collectively, we offer a young, strong, energetic, talented, and seasoned core team with “ realworld” experience which has been proven successful in the marketplace.
Our educated and skilled staff works enthusiastically under the direct leadership of Principals
Donaldson E. Hearing and Robert J. Cotleur, Jr. Both are honor graduates and Florida registered
landscape architects with over 60 years of combined experience. Both principals will have primary
rolls in servicing the contract.

Mr. Hearing has over thirty years of experience in landscape architecture, land use, and planning and
zoning consultation. Don Hearing has been practicing in South Florida since 1982. He is a partner of the
planning and landscape architectural firm of Cotleur & Hearing, Inc. founded with partner, Robert J.
Cotleur, Jr., in 1991.
Mr. Hearing has extensive expertise in the area of land use, planning and zoning, and has represented
several of south Florida’s largest builders/ developers in governmental affairs, land use and zoning
approval matters. Mr. Hearing is routinely involved in complex land use plan matters, roadway
enhancement projects, development approvals and re-zonings, landscape ecology projects and
environmental resource permitting. He has become an enthusiastic leader in the area of new urbanism,
and is responsible for several successful new urbanism projects in Jupiter’s Abacoa DRI. Recently, he was
responsible for the planning of New Urban Communities’ Botanica neighborhood, Menin Development’s
Downtown at the Gardens and the Borland Center for Community Enrichment in Palm Beach Gardens.
As project manager, Mr. Hearing has been responsible for the design and permitting of Florida Power &
Light Company’s 13,455-acre Everglades Mitigation Bank which is the largest of its kind in the United
States. He is an outspoken advocate and expert in the practice of sustainable development principles.
As practicing landscape architects, Mr. Hearing and Mr. Cotleur believe it is essential to have a primary
role in the design and management of all the firm’s projects. Mr. Hearing has been and will continue to
be responsible for the management of Cotleur & Hearing’s projects with the Department of
Transportation (FDOT) and local governments. In this capacity, he has been responsible for the Turnpike
District’s Polk Parkway, FDOT District IVs Lake & Lucerne, Lake Worth Road Roundabout, SR 5 & SR 76 in
Stuart, and University Drive and the town of Jupiter’s SR 5 and Military Trail Corridor improvements. Mr.
Hearing also has experience in providing expert witness testimony in the areas of land use planning,
zoning, eminent domain, transportation enhancement and landscape ecology matters.

Mr. Cotleur has practiced landscape architecture in Palm Beach County for over thirty years. He developed considerable
knowledge of the South Florida ecology while participating in numerous planning, design, environmental and
construction administration projects. As project landscape architect, Rob Cotleur was responsible for landscape and
irrigation design of several notable roadways in South Florida including the I-95 widening projects at Palm Beach Lakes,
45th St, Blue Heron Blvd, Donald Ross Rd, SR 70, SR 60 and CR 512 interchanges; the Indian Street Bridge in Martin
County and the entire 27 mile Polk Parkway in Polk County. Most of these high-profile projects had landscape budgets
of well over one million dollars.
Over the past decade, Mr. Cotleur has come to specialize in transportation projects to the point where they now account
for over 95% of his work. Mr. Cotleur is a recognized expert in transportation landscape architecture, and the Cotleur
Hearing transportation team currently provides in house support to the offices of both the District IV and Turnpike
Landscape Architecture units. In this role Mr. Cotleur recently prepared the Landscape Brand Guidelines for both of
these entities and he actively participates at a state level to assist the FDOT with enhancement of standard
specifications, design indexes and design guidelines. He was one of the first Landscape Architects to complete projects
under the FDOT’s new “Business of Beautification” policy when he designed the $6M landscape seen at the I-95/I-595
interchange, and the Turnpike Gateways project. Mr. Cotleur has completed a multitude of transportation projects not
only for FDOT but also directly for several municipalities such as; Jupiter, Royal Palm Beach, West Palm Beach, Port
St Lucie, Delray Beach, Margate and Highland Beach. Robert Cotleur was the lead designer for all the transportation
projects listed below.

Transportation and Streetscape
Cotleur & Hearing was the prime consultant for the following stand-alone landscape projects working directly with the
Department of Transportation or the municipality.
I-95 / I-595 Gateway Interchange, FDOT IV (FM# 433891-1)

Cotleur & Hearing designed the landscape, irrigation, retention ponds and hardscape for this $6M signature landscape
project which showcases the FDOT’s new “ Business of Beautification” design approach. Cotleur & Hearing also
provided post design services during construction including hand selecting all plant materials and will provide inspection
services throughout the three year warranty period. The award winning project was implemented on an extremely
accelerated schedule with the design completed in two months and construction completed in 140 days.
Homestead Extension Florida’s Turnpike (HEFT) Gateways Project (FM# 417547-3 / 415903-3)

This project included four interchanges on the HEFT and Turnpike mainline from Florida City to Sawgrass Expressway
and was one of the first projects to implement the FDOT’s new “Business of Beautification” design approach. Cotleur
Hearing designed the landscape and provided post design services including approving plant materials and providing
inspections during construction. The project had a budget of $800k and was completed in 2013.
SR 7 Collaborative Landscape Project--FDOT IV

This project was funded by a $1M grant from the FDOT and the project limits included the entire SR 7 Corridor in
Broward County. Cotleur & Hearing designed the landscape, irrigation, hardscape and performed post design
inspection services as well as extensive agency coordination and public involvement services. Landscape
enhancements were concentrated within the municipalities of Plantation, Lauderhill, Ft Lauderdale, North Lauderdale,
Tamarac and Margate. The project was completed in 2010.
U.S. 1 Jupiter, FL – Town of Jupiter

This project was completed for the town of Jupiter in 2004 and had a total budget of $1.8 million. The design features
included lowering the speed limit from 50 MPH to 45 MPH to allow the addition of curbing and landscape in the medians.
Design services also included irrigation, hardscape design, preparation of installation and maintenance specifications
and construction administration services.

Cotleur & Hearing was responsible for all landscape and irrigation design for this 27 mile, toll-road facility connecting
Tampa and Orlando to the City of Lakeland. Completed for the Turnpike District and with a $4 million landscape budget,
Cotleur & Hearing prepared detailed specifications for plant procurement, installing of landscape, irrigation and an
extended two-year warranty. Our firm also provided post design/construction administration services.

The Borland Center for Community Enrichment (Midtown), Palm Beach Gardens, FL – RAM Realty Services

Ms. Porter acted as project manager for the final phase of the Borland Center for Community Enrichment, a mixeduse development including office, retail, commercial, residential and church uses on a 47.11 acre site. Ms. Porter
developed hardscape and landscape plans for residential courtyards as well as the main street plaza. Ms. Porter
was instrumental in the final details and close out of this project overseeing installation and final inspections.
Downtown at the Gardens, Palm Beach Gardens, FL – Miller Capital

Cotleur & Hearing Inc., together with OGS&P Architects, worked to develop a Class “ A” office building within
Downtown at the Gardens. The site and building was designed to take advantage of the expansive lakefront views
offered by the building’s location. Ms. Porter designed landscape and hardscape in keeping with the theme
established for Downtown at the Gardens.

Mariners Key on the Intracoastal, Lake Park, FL – BH Condominiums

Ms. Porter was involved in every aspect of the Mariners Key project, a redevelopment of the Lake Shore Apartments.
Ms. Porter designed a tropical Key-West theme in keeping with the waterfront character of the town of Lake Park.
Special hardscape elements included patios, meandering walkways, trellis structures and fountains. A tropical,
beachfront, resort-style pool with a coconut shaded, sandy beach was included as a lifestyle amenity. Ms. Porter
acted as project manager through the design stages, construction implementation and project turnover.
Ocean Parks, Jupiter, FL – Ocean Parks Jupiter Condo Association

Ms. Porter assisted in developing a streetscape master plan for the Ocean Parks Condominium frontage along State
Road A1A, in Jupiter, Florida. Ms. Porter was responsible for assisting Ocean Parks in obtaining grant funding to
implement the project. Ms. Porter prepared a Grant Application to “Keep Palm Beach Beautiful” for $25,000.00 in
matching funding. The Grant Application was highly applauded by “Keep Palm Beach Beautiful” for the professional
presentation and was awarded the requested funding.

Cranes Point Entrance Re-design, Palm Beach Gardens, FL – Crane’s Point Homeowner’s Association

Ms. Porter assisted the Crane’s Point Homeowner’s Association to redevelop their existing entry and landscape to
provide this upscale community within Ibis Golf and Country Club greater identify and visual impact. Ms. Porter
worked with the client to analyze site lines and view corridors to create a new image and identity for the Cranes Point
Community. The final result included a new monument sign and architectural arches.
Pennock Preserve Entrance, Martin County, FL – George Kelly

Ms. Porter worked to create a unique entry statement for four separate entrances to establish the identity for the
Pennock Preserve Residential Community. An authentic Italian-Tuscan design theme was selected. Ms. Porter was
deliberate in creating an understated elegant design which maintained authentic architectural precedence.

Cotleur & Hearing, Inc. was responsible for the overall neighborhood to ensure a seamless integration of the overall
landscape design. Ms. Porter designed hardscape and landscape for each home to be complimentary, but
completely unique to the specific needs and program of each homeowner.
Minucci Residence Jupiter Island, FL – Mr. and Mrs. Minucci

Ms. Porter worked with the residents to develop a lush tropical landscaping in order to provide a dense buffer and
the exclusive privacy for which Jupiter Island is known. Ms. Porter chose specific materials to satisfy Mrs. Minucci’s
desire for a pink-and-white landscape in a harsh-salt environment.

Mrs. Kinkead worked as a landscape architect/ designer for thirteen years. She moved to Florida and
became employed with Cotleur & Hearing, Inc. in February of 2005. Since her employment at Cotleur &

TCERDA— St. Lucie County
Cotleur & Hearing was retained by TCERDA to develop a new master plan, a Planned Nonresidential
Development (PNRD) preliminary and final site plan, and a Design Standards Manual for the state of
Florida's largest research park —the Treasure Coast Research Park. TCRP is located in St. Lucie County
Florida and will soon become a part of Ft. Pierce, FL through annexation agreements. The 1,600 acre
research park is currently home to both the University of Florida's Institute of Food and Agri-science
and the U. S. Department of Agriculture. Central to this project was a 120 acre " Core Campus" that
could include up to 1.2 million sq. ft. of development and will highlight some of the most innovative
green" development principles of today. Mrs. Plunkett was responsible for assisting with the “ Core
Campus” site plan development and is currently working on additional exciting and innovative
concepts to continue with the growth of this ongoing project.
Downtown at the Gardens — Palm Beach Gardens
Downtown at the Gardens is an upscale, retail, mixed-use project which has undergone multiple
amendments throughout the years. She held a main role in the design and execution of the recent
parking expansion. She was involved with site plan refinement, LS design drawings and team meetings.
Allegro at Boynton Beach—Boynton Beach
Cotleur & Hearing, Inc. was retained by Allegro Senior Housing to develop plans for an assisted and
independent living facility to be integrated into the fabric of the Valencia Lakes residential
neighborhood off Hagen Ranch Road in Boynton Beach. Cotleur & Hearing’s design staff worked
closely with the residents/ HOA of the adjacent residential neighborhood to develop a plan that would
meet the specific project objectives and satisfy the requirements of the Mixed-Use Development
Regulations. Mrs. Plunkett was a part of the project team for Allegro since its initial conceptual design
development. She has worked through the design process and continues to work on the refinements
to the final site and landscape plans. This project is currently ongoing.
Gordon & Doner—Palm Beach Gardens
Cotleur & Hearing, Inc. was retained by Anderson Moore Construction and Gordon & Doner to assist in
the proposed expansion of their corporate headquarter facilities. To achieve this objective, Cotleur &
Hearing was successful in amending the land-use of an adjacent parcel from residential to commercial
and obtaining Site Development Plan approval for a three-story expansion on the west side of the
building which was completed in 2013. Mrs. Plunkett played a key role working through the initial
design development process to coordinating final site, landscape, and irrigation plans.
Fountainview Plaza—Port St. Lucie
Cotleur & Hearing, Inc. was retained by Center Star Development to develop a Mixed-Use Master Plan
for the Fountainview property located at I-95 and St. Lucie West Boulevard. The objectives of the
Master Plan were to develop a mixed-use office and multi-family development which would have a
limited amount of commercial support services. The streetscape and pedestrian walkways were
articulated with real clay brick and mature canopy trees. Public outreach has played a significant role
in the success of the zoning entitlements critical to achieving the support of the adjacent residential
condominium association. She has been a on this project team since the initial conceptual site
development and has continued to be involved throughout the site plan approval, landscape design
and with creating 3d graphics and animations for marketing purposes for this ongoing project.
Environmental
Trump National Golf Club—Jupiter
Cotleur & Hearing, Inc. was retained to assist with the site plan approval for a 20,201 square foot
expansion to the existing clubhouse. Trump National Golf Club is located on the east side of Alternate
A1A, just north of Donald Ross Road. The PUD is a total of 284.4 acres, however the subject club
house parcel is only 10.47 acres. Due to the clubhouse expansion impacting the existing preserve,
Mrs. Plunkett assisted in conducting a preserve analysis on site and proposed several locations for the
0.41 acres of impacted preserve to be relocated. Once the locations were chosen, she composed a
preserve analysis and relocation map within GIS to assist with the site planning approval process.
Els Center for Excellence—Palm Beach County
Cotleur & Hearing, Inc. was retained to provide planning and landscape services for the Els Center of
Excellence located on a 24-acre site at the north end of Limestone Creek Road in unincorporated Palm
Beach County. The Site Plan entailed the construction of a 33,150 sq. ft., lower-level school and a
33,150 sq. ft. upper-level school. It also included a 22,690 sq. ft. gymnasium, cafeteria, Administration
building, 3,852 sq. ft. pool, athletic field, golf practice course, basketball courts, greenhouse and
multiple playgrounds. She played a key role in the early stages of the project by conducting multiple
site visits, tree tagging, and composing environmental FLUCCS maps for the due diligence analysis.

Mrs. Plunkett was on the project team to research and create a graphic that illustrated the main
theme of each “ gateway” into each county within District IV. Research included locating airports,

foot Medical Office/ Research/ Sports Training facility. The development of this facility in Palm Beach
Gardens required coordination of a small scale land use amendment, rezoning, site plan approval and
various agreements between the City and the Clients. The medical group has partnered with D1
Sports Management to provide collegiate level sports training for patients and athletes recovering
from injury or requiring specialized sports conditioning in their respective sport.

Mr. Cheguis was responsible for the planning and zoning approvals obtained for the master plan redevelopment of the lower school campus which involved coordination of multiple entitlement

roadway. The development program was carefully developed between the design team and the client

Mr. Cheguis was project manager for a forty-acre development spread across two sites at the
intersection of University Drive and Trails End in Parkland, FL. The site incorporates a mix of
commercial uses that include a 42,000 square foot Publix and up to 48,000 square feet of mix retail
and restaurant uses on the one site, and a mix of banking and pharmacy uses on the second site. The
development program included the incorporation of lakes and public squares on each site.

Mizner Lakes Luxury Apartment Development – West Palm Beach, FL
Mr. Cheguis was lead planner involved in the entitlement process seeking approval of a 548 unit
luxury apartment residential development known as Mizner Lakes located in West Palm Beach,
Florida. The development incorporated a combination of multiple residential building types that were
interconnected by pedestrian pathways with a significant natural-greenway system known as the
turquoise necklace”. The planning work included significant public outreach coordination and
incorporation of neighbor feedback into the overall design of the development.

Mr. Cheguis obtained all the planning and zoning entitlements for Northern’s new EOC located within

This project’s focus was to develop a site plan based on new-urbanism principles and create an
atmosphere of pedestrian activity along the corridor. This was achieved by organizing the retail and

site, thus, eliminating the visual distraction of parked cars. Ms. Kostelia, in collaboration with a
landscape architect, designed the site plan and landscape plan with emphasis on a pedestrian
courtyard.

Merchants Walk is located on a 4.82 AC site located on Lantana Road west of the Florida’s Turnpike.
Working within Palm Beach County’s Urban / Suburban tier, Cotleur & Hearing developed a 4,500 SF
financial institution building and two retail buildings at 32,673 SF. Ms. Kostelia helped develop the
Master Sign Program and the landscape and pedestrian focal points to enhance the project.

LifeSong Church is located within the heart of Jupiter’s mixed-use, Abacoa community. Cotleur &
Hearing worked closely with the town of Jupiter and the adjacent properties being developed by Pulte
Homes and New Urban Communities. Careful attention was given to the integration of the Church
properties to the surrounding residential neighborhood and community commercial sub-districts. Ms.
Kostelia, in collaboration with a landscape architect, designed the site and landscape plan. Special
attention was given to the baptismal fountain plaza, monument sign and entry features that were
designed to accompany the Bermuda-style architecture.
Jupiter Lighthouse Academy, Tequesta, FL-Teen Challenge

Jupiter Lighthouse Academy is a non-profit organization that provides education, counseling and
training to teenage girls. The Academy currently houses 22 students and proposes to grow to 35
students. This was achieved by a voluntary annexation into the Village of Tequesta and for the Village
to perform a small-scale, land-use amendment to increase the project’s density. Ms. Kostelia prepared
a marketing brochure to give the Village insight about the Academy and to explain the intent of the

PROJECT APPROACH
Project Approach
Cotleur & Hearing has extensive experience providing municipal planning, landscape and design
services. We are currently providing similar services to the Town of Juno Beach, Palm Beach
County, the City of Stuart and the Town of Jupiter to name a few. Cotleur & Hearing was recently
retained by the Village of Royal Palm Beach to provide Village-wide services for park projects,
public works facilities, roadway projects and ongoing consultation. Our on-time, on-budget and
on-target design approach has been proven successful time-and-time again. Cotleur & Hearing is
willing to assist the City in any manner desired.
We believe our experience with similar municipalities like Jupiter, Palm Beach County, Village of
