Briefing to Hong Kong Construction Association on CWRS in May 2015 Summary Notes I. Progress on the Development of the CIC Android Device 1. Internal testing of the CIC Android Device has just started. 2. Demonstration on the integration with hand-key biometric authentication and the turnstile was shown at the briefing. 3. To facilitate the estimation on the total number of CIC Android Devices required, a questionnaire would be distributed to the contractors soon. II. Authentication 1. Development Bureau confirmed that the requirement of biometric authentication at public works projects would be removed after the 2. 3. 4. implementation of the CWRS The Office of the Privacy Commissioner for Personal Data (“OPCPD”) does not have much concern on the use of hand-key system given that it is a less privacy intrusive palm geometry recognition system, provided that the person directly collecting personal data from the Workers should provide “Personal Information Collection Statement” specifying the purpose of collection of biometric data and the classes of transferees. OPCPD has strong reservation against the deployment of fingerprint recognition system. While the CIC Android Device is designed to facilitate the integration with of the commonly used biometric authentication system, contractors can consider other Android Devices in particular when they do not use any biometric authentication system. III. Implementation Timeline: Pilot Test Jul 2015 – Oct 2015 Start installing CWRS at Batch 1:Dec 2015 sites (no integration with biometric authentication required; start using once installed) Batch 2: Jan 2016 (integration with “template-on-server” biometric authentication required; start using once installed) Batch 3: Feb 2016 (integration with “template-on-card” biometric 1 authentication required; not use immediately but wait for “Switchover Day”) Complete installation of May 2016 CWRS at sites CWR Card Switchover Feb 2016 – Apr 2016 Produce new CWR cards for All registered workers but not used for the moment May 2016 – Middle of Jun 2016 Contractors to install biometric data in new CWR cards of their workers as necessary Middle of Jun 2016 / Beginning of Jul 2016 (Date to be confirmed) Start using new CWR cards by All registered workers ________________ Remark 1 – The same day switchover set out in Batch 3 will only support the palm geometry (Handkey) authentication system.
