The crisis in HR which the DBOO members were enduring for more than a year has reached a breaking point. The rampant violation of transfer norms in the General Transfer process is the last addition to the list of our woes. Though the issues were snowballing day by day we were hoping against hope that when the new Managing Director joins there will be a total change. However, in effect the transformation has not taken place. On the other hand, the fresh assault on DBOO in the form of vindictive transfers and denial of rightful transfers, have been effected with ease. Our representation for a talk has been turned down by the CGM. Comrades, we are convinced that a cosmetic change is not what the Bank needs now. Until and unless the root cause for the Bank’s prolonged industrial crisis is addressed and set right there can be no respite to our problems. The time has come when we should not succumb to emotional black mails of the Bank’s changing managements. Our love for the Bank, our restraint in adopting organizational actions, have all been dubbed by the Bank as our weakness, and was taken for granted by the Bank’s executives. Our EC members have decided in unison that our Organisational weapon of a stay out strike being the only weapon which we have not used since the last eleven years shall be used now. Yes comrades, we shall strike work on two consecutive days, 29th and 30th of May 2015. The strike notice in accordance with the provisions contained in Sub-section (1) of Section 22 of the Industrial disputes Act, 1947, has been served on the Management yesterday. Our demands are: Stop victimization of officers who have resorted to whistle blowing The Dhanlaxmi Bank’s Management has been victimizing Dhanalakshmi Bank Officers Organisation (DBOO) for resorting to whistle blowing under the bank’s protected disclosure scheme. The DBOO leaders have been harassed under some guise or the other for disclosing willful misuse of authority by the top management of the bank in a high value fraud that occurred in Mumbai branches of the Bank in 2013. Hence we demand the present management of the bank to accord protection to the whistle blowers and also to conduct a forensic audit into the Mumbai scam. The real culprits in the process should be booked. The innocent officers at the junior level who were executing the top management’s orders should be spared from punishments. Stop activities that are in violation of human rights in the Bank, punish the culprit who perpetrates such crimes The Bank’s Chief General Manager who is also heading HR function has been making outrageous statements in official meetings and public conversations about his intention to manhandle the General Secretary Sri. Mohanan P V. This has happened in the presence of many top executives and employees of the Bank as well as in the presence of AIBOC leaders. Despite bringing this to the notice of top management of the Bank there has been no respite to such threats. A person who habitually indulges in giving life threats is unfit to man the HR Head position in the Bank. The same CGM had also made unsavory remarks on lady officers in an official discussion with DBOO. Though we recorded our protest and demanded an enquiry into it, the top management of the Bank has chosen to ignore it totally. Other demands in a nutshell are Respect bilateralism; settle other internal issues without any further delay Withdraw all victimization transfers and stop denial of eligible transfers of officers Implement a comprehensive, well-defined and transparent transfer policy for officers Retain the principal office bearers of DBOO at Corporate office. Enhance lease rental ceilings of officers Take corrective measures on the wrong business policies of the Bank Stop lateral recruitment/ continuance of retired officers Convert all CTC officers including Junior Officers/Senior Officers/BDEs/SEs to IBA Review the cases of accountability fixed on officers disproportionate to their errors. Cases in which double punishments have been imposed to be revoked. Strengthen the internal control system to avoid lapses being committed at the operational level. Conduct periodic structured meetings with DBOO Stop pampering minority outfits with unjustifiable transfer and unfair promotions. All formalities including investment in annuities for securing the retirement benefits/pension for superannuated officers to be ensured. Release the superannuation benefits of retired officers withheld by the Bank for flimsy reasons. We are planning several organizational actions as a prelude to the coming strike on 29th and 30th May 2015.
