Who can stop a secretary
from delivering a speech?
Definitely, not just anybody more so, a nobody.
With the unexpected turn
of events, Sec. Mar Roxas and
Sec. Armin Luistro failed to
deliver their messages due to the
pouring of rain in the opening
program of Palarong Pambansa,
Davao Del Norte Sports and
Tourism Complex, May 4.
Roxas expressed concern
on the health of the athletes
advising them to look for shelter.
He then declared the formal
opening of the sporting event
concluding his message in less
than five minutes.
“Class dismissed!” was
the rejoinder of Sec. Luistro to
Sec. Roxas’s speech cutting the
message part of the program the
shortest ever in Palaro history.
Though dismayed for not
hearing their messages, the
athletes applauded as they raced
to look for a place to shield them
from the rain.
On the other hand, no
amount of rain could stop the
Davao people from showing
what they have prepared for. Under the torrential pour, the host
region welcomed the delegates
in almost an hour ensemble of
cultural and contemporary
dances performed by students
and teachers of the region.
Despite the heavy pour,
the opening program successfully concluded with the
athletes, coaches, and supporters look forward to brighter
days ahead till the event closes
by May 10.

inspired costume and props, The
SOCCSKSARGEN Athletic
Association (SRAA) wowed the
audience as they presented their
group during the Opening Ceremony of Palarong Pambansa
2015 – Saludo Competition.
Headed by the Regional
Director, Dr. Allan Farnazo,
CESO IV, the group shouted
out their cheer, “Rehiyon Dose,
likes K to 12, SOCCSKSARGEN Warriors kaya natin to.” They did this while waving their multi colored props to
the delight of the spectators.

College Tagum, Region 12 has
shown a lot of discipline during
the start of the parade until the
time they went to the field.

Dose”, said Salmon.
Farnazo said during training on April that the region must
invest not only to sporting events
but at the same time to the different special events like, The

Ready…Get Set?
“Handa na ba ang
DepEd na maipatupad ang K
to 12?”
As mentioned by
DepEd Secretary Br. Armin
A. Luistro, FSC during a
meeting with a group of
regional directors, schools
division superintendents
and other participants to the
Palarong Pambansa 2015
being held at Tagum City,
Davao del Norte, he is persistently being questioned
as to the readiness of the
Department of Education in
implementing K to 12 Basic
Education Program.
To this query, the
answer of the Secretary – on
the verge of being exasperated – is to point out that
the department has actually
started implementing it in
2012; hence, the question
being raised is moot and
academic.
Truly, to be asking
DepEd as to whether it is
ready or not for a program
that it has poured sweat and
blood for is unfair. So much
work had been done and
almost all people had been
mobilized just to keep the
ground working for the said
program. A total of 191,814
Grades 1-3 teachers and
309,648 grades 7-9 teachers
have already been trained
to deliver the curriculum,
and much the same volume
of learning materials have
been provided. With these
accomplishments, isn’t it
really unfair to ask DepEd
if it is ready to implement K
to 12?
To prove to one and all
that K to 12 Basic Education
Program is here to stay and
to be successfully implemented up to its Senior High
School years, the department
is once more hyping up its
necessity, relevance and productivity in terms of making
our learners globally-prepared and ready for life. An
all-out campaign must have
to be once more activated.
Actually, it has already
begun here at the 2015
Palaro when the Secretary
gathered DepEd officials to
insert the message. And the
message is loud and clear:
“Ang K to 12 ang ating
tunay na Palaro na siyang
magpapabago ng Pilipinas.”

And I don’t mean here the
provisions being served you while
in the 2015 Palarong Pambansa…
In his talk, “Manage
Things, Lead People” Edward
Louise Tate, a 2000 World Champion in Public Speaking, defined
FUD as “Fear, Uncertainty &
Doubt.” These are counter-productive emotions that decapitate one’s sense of dynamism,
prudent judgment and enthusiasm to perform well one’s task.
In the field of sports, athletes are usually confronted by
these negative emotions that
most of the time, deter them to
push their limits, transcend their
weaknesses, and thereby achieve
excellence. The problem arises
when these three demons haunt
every athlete to become suddenly frozen by fear, enslaved with
uncertainty, and paralyzed with
doubt when confronted by a taller, stronger or bigger opponent.
The kind of fear that is
common to every athlete is the
fear of failure. Why are they
afraid of failure? It can be external, internal or subconscious in
nature. Obviously, external fear
is caused by something outside
of an individual person, usually an unpleasant experience in
one’s past. It can also be an internal fear, which is dangerous
because it can make a person
think that this fear is just who he
is. If not managed, this fear can
really hold him from maximizing his potential to the fullest.
Don’t let the FUD get you!
The other one is so internal that
it is developed into subconscious
fear, which is similar to internal
fear except that it is believed to
be a part of who he/she really is
already. It is developed into limiting belief which filters how one
sees the world. To counteract this,
we should understand that fear of
failure is a cultural phenomenon
instilled by pessimistic people
around a person; hence, the concept of taking calculated risk for
greater reward should be instilled
to the athletes. Coaches should do
mental conditioning among their
players by letting them focus on
the possible enormous rewards if
they win, rather than on failure.
When strategies and goals
are uncertain, an athlete does
what he/she knows best – maintain the status quo and be contented on the previous performance.
To prevent this to happen, we
must eliminate uncertainty. Good
strategic direction and consistent
communication at all levels will
go a long way to reducing uncertainty. Well, I believe that in the
course of our sports training before coming here to Tagum City
for the 2015 Palaro, we have already set very clear guiding principles: “One Message – a SOCCSKSARGEN athlete is a warrior
always on the top. One Character
– to excel not only in one’s sports
but to win people’s admiration
by displaying highest form of
respect and discipline. One Direction – while manifesting ex-
cellence in sports acquire deep
understanding on the essence of
teamwork and sportsmanship.”
Doubt is created when
there is fear, or when uncertainty exists, or when athletes
have very low self-esteem and
little regard on their capacity to
excel. It arises when coaches,
trainers and executive management have not provided transformative leadership, innovative mechanisms and effective
training programs that will
catapult every athlete’s level of
performance. In the absence of
these essential components, it is
hard to build a culture of excellence in sports wherein athletes
receive the proper training and
motivation he/she needs to upgrade his/her competence, emotional stability and mental focus.
To overcome doubt, we need to
sustain a direct leadership that
is consistently and constantly
communicating and inspiring
athletes. Army Generals for
many centuries led from the
front, to demonstrate what they
wanted from their troops. To all
our coaches and trainers, we
need more leadership from the
front where innovative coaching and mentoring is present
to dispel doubt among athletes.
To all my beloved SOCCSKSARGEN WARRIORS,
don’t ever let the FUD get
you! Always remember, “The
battle is not lost, till won!”

Palaro Jeepney Drivers:
Drivers Of Life, Heroes Of Every Athlete

A famous quote says, “Behind the success of every man is
a woman”. In Palarong Pambansa 2015, let me rephrase this
quote by saying, “Behind the
success athletes in every event,
is a jeepney driver”.
Some may take them for
granted belittling their ‘small’
task. Some say, they are just a
part of the manpower paid to
drive us to places we want to
reach. But I say, they are silent
heroes who create every athlete’s mission possible.
They wake up as early as
3:00 every morning to make sure
that the athletes can go to their
respective game games before
the time. Even without breakfast, we can still see the stars
shine in their eyes as they wait
for the passengers to enter their
vehicles.
As passengers, we
sometimes
become too
demanding
because for
us, “Customers are
always
right”. But
despite of
this, our
drivers still
observe
the right
to remain
silent as they
maintain
the act of
friendliness and courtesy with
their customers.
What made them hero?
Is it just because of the reasons
mentioned above? No. There is
more than meets our eyes.
If athletes leave their
parents at home to fight for the
gold, our jeepney drivers are also
forced to leave their families at
home to fight for a living. Can
you imagine the difference?
Despite of the meager
amount paid to them, they still
invest their sweat and blood to
make sure that we are safe on the
road and to make their families
live life.
Hundreds of hectic game
schedules, left and right appointments plus official businesses are
just some of the activities that
they have to go through every
day.
What do you think will
happen if they will not take good
care of us while on the road?
Therefore, if we can-
not speak to them, let us just
respect them. Let us admire
them by our deeds like coming
on time, proper coordination
and at the same time maintaining their vehicles clean. Too
simple. Right?
Just like in a jeepney, it
can’t move without the wheels.
In this Palarong Pambansa
2015, we are the jeepney, our
officials are our machine and
our drivers are our wheels.
That’s why, make sure that
before we go, they are properly
lubricated so they won’t get
flat.

Flamboyant…lively….
Colorful… a feast to the
sight!
The opening of the
Palarong Pambansa 2015
turned the green fields of
DavNor Sports Complex into
a rainbow to behold. I and
my companions who call
ourselves “media” had to
embrace the tag and had to
push our way to the designated media place in the
complex that we may have
a better view of the grand
event. You have to muster
enough courage and perseverance so as not to drown in
a throng of people lining up
in the entrance to witness the
event.
As we represent the
writers of R-12, we proudly
donned our purple uniform
and merged with the wave of
spectators, held our breath
and looked forward to the
much-awaited performances.
When the delegations
of the 17 regions started to
stream into the complex for
the grand parade and saludo,
the audience began to yell
and applaud.
Spectrum of colors
began to play on everyone’s
vision and burst into a multifaceted emotion among
the audience. It seemed to
transport one and many into
a ‘mardi gras’ parade. Each
delegation wearing their official color gallantly waved and
tried to impress with their own
gimmick depicting the culture
of their own region.
Our own royal purple
fused with the red, orange,
blue, green, maroon and an
array of other colors. The monotonous verdant grass of the
field was turned into a garden
of various colored flowers of
athletes.
The sight seems to
remind everyone that the
difference in culture of every
region could not pose a barrier to separate the people. It
beckons all to unify the colors
for only then can a rainbow
be formed. Only then can real
peace be attained
It was truly a day to remember and look back to with
joy in our hearts.

For the SRAA Atheletes,
the elimination game served as a
culmination of all their trainings
and practices.
“The athletes were so
game and thankful”, said Gilda
F. Canoy, Region 12 coach for
the said event.
The athletes will still have
to stand out in the next games to
reach the finals.
Last year, SOCCSKSARGEN Region finished 6th in the

The Executive Committee
(Execom) of the Department of
Education headed by Bro. Armin
A. Luistro, FSC convened all
Regional Directors and Schools
Division Superintendents of the
country at the Bulwagan Ng
Lalawigan, Davao del Norte
Provincial Capitol, Mangkilam,
Tagum City on May 4, 2015.
The Special Meeting was
focused on the implementation
of the Kto12 Program.
He
presented the Midterm Report
and emphasized that DepED has
been preparing for the Kto12
implementation since 2010. In
his presentation, Bro. Armin
outlined the developments in the
implementation of the K to 12
Program as well as the provision
of fundamental resources from
2010 to 2014. Data showed that
the Department has improved a
lot in terms of providing the crucial resources in Basic Education
like hiring of teachers, construction of new classrooms, and
provision of school furniture.
For the year 2015, more
than Forty-One Thousand new
classrooms shall be constructed
in preparation for the full
implementation of the Senior
High School in 2016. Guidelines on the hiring of teachers
for the Senior High School will
be released soon by the Department.
Bro. Luistro challenged
the Regional Directors and
Schools Division Superintendents to strengthened their
respective Senior High School
Implementation Plan and intensify the Advocacy Campaign.
"On this 5th year of K to 12
implementation, we are running a marathon and I can see
the finish line. We are on our
last mile," said Education Secretary Br. Armin Luistro FSC.
