TOTAL SANITATION CAMPAIGN (TSC) Vs SWACCH BHARAT MISSION (SWM) (EARLIER NIRMAL BHARAT ABHIYAN-NBA) • TSC gave emphasis on change of attitudes/habits mainly rather than to create permanent/pucca infrastructure. Almost all the BPL Houses were covered in Tripura under TSC. Emphasis was given on distribution of Toilet sheets which was prescribed as per guidelines of TSC by Government of India. • Guideline of GoI changed under Nirmal Bharat Abhiyan ( Swacch Bharat Mission-SBM). Now emphasis is on construction of sanitary/pucca toilet along with attitude change. Also fund allocation per toilet significantly increased i.e @ Rs 12000/- Toilet • No convergence under SBM. Full funding from SBM. Focus to cover 100% houses in a para/ habitation so as to make it entirely nirmal • A tentative list of paras was prepared giving priority to poor, remote & malaria stricken paras/havbitation selected by VC/GPs and approved by RD Blocks • The final list of habitations was approved by the District Swacch Bharat Mission headed by the Sabhadhipati, Dhalai ZP • To facilitate implementation: a standard design & estimate was prepared and approved • Demonstration of Model IHHL by RD Department • Where beneficiary is ready to construct, fund for unskilled mandays is being credited into account. If the beneficiary is not ready, IO is constructing the IHHLs • Result: 39 paras /habitations & 03 GP/VCs were made ODF within a period of 04 months LAUNCH OF NATIONAL SANITATION CAMPAIGN ON 26TH SEPTEMBER 2014 LAUNCH OF SWACHH BHARAT MISSION 02ND OCTOBER 2014 IEC CAMPAIGNS: INVOLVING PUBLIC REPRESENTATIVES & STUDENTS, USING TRADITIONAL FESTIVALS LIKE ‘RAAS’ AS A PLATFORM Demonstration of Model IHHL by RD Department, Dhalai IMPLEMENTATION ON THE GROUND: IHHLS UNDER CONSTRUCTION THE OUTCOME: COMPLETED IHHLS WITH WATER STORAGE FACILITY : The water storage tanks were constructed to instill a habit of using water to keep the toilets clean & odour-free to ensure sustainability of its use by the villagers: Hon’ble Minister, DWS Department, Tripura and Hon’ble Sabhadhipati Dhalai ZP along with DM & Collector Dhalai holding discussion with an IHHL beneficiary at Suknachera Village under Ambassa RD Block LOCAL INNOVATION: CREATION OF ATTACHED SMALL WATER TANK TO ENSURE CONSTANT STORAGE AND SUPPLY OF WATER FOR TOILETS. WOMEN PARTICIPATION UNDER SWACCH BHARAT MISSION CAPACITY BUILDING • This component is for building capacities of stakeholders and sanitation workers, the Swachhata Doots (GRS- MGNREGA), members of PRIs, VWSCs, functionaries of ASHA, Anganwadi workers, SHGs members, masons, NGOs etc. • The training is to be on various approaches of IEC promoting Behavioral change including Triggering (Community Led Total Sanitation), IPC and House to House communication etc., masonry work, plumbing, as well as for construction and maintenance of toilets and for Solid and Liquid Waste Management • Training of masons- 10 masons per Block have been trained in IHHL construction in the month of march 2015, training of GRS/AWWs /ASHAs/NYK to start under Dhalai District in the month of April under this component. Training for PRI representatives after May • In VC/GPs GRS (MGNREGA) to act as Sanitation volunteer • Under 50 IGDC VCs, IGDC VCWs are working as additional Sanitation IEC: PROMOTING SANITATION & CLEANLINESS • Use of latrines • Safe Drinking Waterboiled/filtered/tapwater • Hand washing with soap before meals and after latrine • Keeping Clean surroundings/ Clean premises INNOVATIVE IEC APPROACH UNDER DHALAI DISTRICT • It has been noticed that most of the tribal adult members in remote villages are not present in the village due to some works such as Shifting cultivation/Agriculture works etc. Hence IEC campaigns at day time are not so effective. • Hence an innovative approach has been adapted by the District Administration by taking Projector, Electric Generator in the evening to the village and display of specially created animation films in Bengali & Kokborok languages on sanitation and cleanliness before people. As all the adult and children are present in the evening time in the village, this approach is fetching huge response in the villagers. • Involvement of Nehru Yuva Kendra and its young volunteers for this innovative campaign) is underway in these paras /Habitations. • Also these animation films are being displayed in the schools to inculcate the habits of cleanliness and sanitation AWARENESS & MOTIVATION CAMPAIGN IN THE EVENINGS IN PARAS : As most of tribal people are out in the fields for livelihood during day time , evenings are selected for the campaigns taking animation films in tribal and bengalee languages on sanitation INNOVATIVE AWARENESS GENERATION : Awareness & Motivation campaign in evenings in villages : Animation movies dubbed in Kokborak & Bengali language kept the interest & attendance high in these campaigns: DM & Collector Dhalai is seen in first picture INNOVATIVE AWARENESS GENERATION : COMMUNITY INVOLVEMENT: Sabhadhipati Dhalai ZP in second slide SOLID LIQUID WASTE MANAGEMENT • One of the component of SBM • Permissible activities- Low cost drains, Vermi- composting Units(Individual/SHG Based), Soak Pits (Individual/Community) etc • Earlier only low cost drains were constructed • Now it has been decided to construct SHG Based VermiComposting units • Rs. 40 Lakh available for this component. 40 number of SHG Groups can be provided with Vermi- Composting Units. The compost will be purchased by the Agi/horti department or for plantations under MGNREGA to provide sustainable income to the SHG Group members SOLID & LIQUID WASTE MANAGEMENT (SLWM) ACTIVITIES TAKEN UNDER NBA ACTIVITIES PROPOSED UNDER SLWM COMPONENT OF SWACCH BHARAT MISSION IN 2015-16: SHG BASED VERMI-COMPOSTING COMMUNITY SANITARY COMPLEXES(CSC) • To be constructed BADP/MGNREGA under SBM and other programmes • Approach is to construct CSCs for public Places mainly markets and motorstands that it can be maintained by the Market/Motorstand committee • To be constructed as per the demand from the Market/Motorstand committee • Fund allocated is very less i.e Rs. MGNREGA/PDF/TFC fund needs to be added. 180000/- per like CSC. THANKS
