Management Sciences for Health (MSH) saves lives and improves health, especially among the world’s

COLLABORATIVE SUPPORT FOR HEALTH SYSTEMS STRENGTHENING PROJECT (CSHSS):
The purpose of the Collaborative Support for Health System Strengthening (CSHSS) activity is to improve the
health status of Liberians. CSHSS will focus on the national level, collaborating closely with the Ministry of
Health and Social Welfare (MOHSW), and selected counties (Bong, Lofa, and Nimba) and districts therein,
which comprise one-third of Liberia’s population. Beneficiaries include the central MOHSW, County and
District Health and Social Welfare teams in Bong, Lofa and Nimba, and the health workers and clients whom
they serve.
In order to meet the objectives of the project, MSH is looking for suitable candidates for the following
positions:
POSITION: MONITORING AND EVALUATION (M&E) DIRECTOR
LOCATION: MONROVIA, LIBERIA
Overall Responsibilities:
MSH seeks a Monitoring & Evaluation (M&E) Director to oversee the monitoring and evaluation system for
reporting progress, and maintain reporting procedures and guidelines in compliance with USAID systems. The
M& E Director will be expected to develop a strong monitoring and evaluation plan consistent with the USAID
results framework, coordinate the collection of data including conducting field visits for data validation,
monitor the quality and completeness of data sets, contribute to the development of the program and
document project performance against established outputs and indicators. Equally importantly, the M&E
Director is expected to provide technical assistance to, and build capacity of, the Ministry of Health and Social
Work’s Monitoring and Evaluation Unit, and of the Data Managers of the County Health and Social Work
Teams. S/he will be responsible for collaborating with the MOHSW and CHSWT to identify data management
challenges, provide feedback, and improve existing data management, collection and analysis tools and
timelines. S/he will support routine data quality audits, and serve as a catalyst to enhance systems that bridge
data collection with analysis and data-driven decision making and planning. Building on previous gains, focus
on accurate and timely data collection at the county and health facility level will be paramount.

POSITION: STRATEGIC INFORMATION (M&E) ADVISOR
LOCATION: MONROVIA, LIBERIA
Overall Responsibilities:
The Strategic Information (M&E) Advisor is responsible for the design and implementation of the
complementary function of monitoring and evaluation of the CSHSS Project’s Performance and Monitoring
Plan (PMP). S/he provides support to the M&E Director in developing the CSHSS Project’s monitoring and
evaluation plans and CSHSS Project’s internal systems to collect and analyze the data used to measure key
performance indicators of programs, processes and activities for the life of the project. The Strategic
Information (M&E) Advisor tracks the CSHSS Project inputs, activities, processes, outcomes and impact
measures of the project implementation. S/he designs and implements occasional evaluations to be conducted in
response to specific management questions on program performance related to issues such as relevance,
effectiveness, efficiency, impact and sustainability of the CSHSS Project implementation.

POSITION: OFFICE/HUMAN RESOURCES MANAGER
LOCATION: MONROVIA, LIBERIA
Overall Responsibilities:
Human Resources Management:
He/she implements practices and activities of the Human Resources Management (HRM) Office in Liberia,
providing HR services and programs linked to short and long-term organizational needs and objectives. He or
she works closely with the Regional Human Resources Partner to support the achievement of organizational
and center goals and objectives through the development, implementation, and management of activities to
deliver HR capacity and infrastructure across centers represented in Liberia office.
Operations Management:
He/she leads and manages the Country Operations Management Unit (COMU) overseeing all operational and
administrative services for the portfolio of Management Sciences for Health’s projects in Liberia. S/he ensures
that MSH/Liberia operates as a cohesive, neutral, functional unit that provides high-quality, responsive, timely
and cost effective services to projects within the framework of local laws, MSH policies and standard operating
procedures, and donor requirements. S/he is a member of the MSH/Liberia Leadership Team and is expected
to play an active role in assisting MSH develop a strong and strategic country presence.

POSITION: INFORMATION TECHNOLOGY OFFICER
LOCATION: MONROVIA, LIBERIA
Overall Responsibilities:
The IT Officer’s primary responsibility is to provide support to users of new and existing technology and the
local area network (LAN/WAN). The IT Officer works closely with the IT Manager to operate and maintain
MSH’s IT infrastructure to ensure a continuous flow of information on all projects systems related issues.

POSITION: ACCOUNTANT
LOCATION: MONROVIA, LIBERIA
Overall Responsibilities:
The Accountant is responsible for assisting the Finance and Admin Director with safeguarding the assets
(financial and physical) of MSH and ultimately of the donor against fraud, loss or misuse. The Accountant is
responsible for ensuring that all transactions are entered accurately and timely into QuickBooks in accordance
with Generally Accepted Accounting Principles, MSH accounting policies and procedures, and donor
requirements. The Accountant is aware of, and adheres to, MSH’s ethical conduct and procurement integrity
standards in all activities.

POSITION: EXECUTIVE ASSISTANT/ LOCISTICS COORDINATOR
LOCATION: MONROVIA, LIBERIA
Overall Responsibilities:
The Executive Assistant/Logistics Coordinator provides general administrative, logistical and technical support
to the office. Major responsibilities include managing schedule, meetings, contacts, documents and time;
organization and logistical planning of office functions and meetings, filing, photocopying, research and
technical support to the office, administrative support and related functions.
