FOR COAL FIRED POWER PROJECTS IN PUNJAB
Punjab Power Development Board (PPDB), a statutory body established under PPDB Act 2010 is mandated to provide
"One Window Facilitator" to promote and encourage private sector participation in the development of power generation
projects.
PPDB intend to hire the services of the Individual Consultants on Legal matters for preparation & finalization of draft “IN
LAND COAL TRANSPORTATION AGREEMENT” for coal fired power projects in Punjab

Submission 0f Application:
Interested individual consultants / professionals are requested to submit their
proposals in a separate sealed envelope that will include Technical & Financial proposal. The Technical proposal
includes CV indicating education and qualification, relevant experience background on number of similar assignment
carried out, role in similar assignment and the time spent on similar assignment during the last 15 years duly supported
by the relevant documents. Last date for submission of proposal at address below is 15th April on the address given

APPOINTMENT OF INDIVIDUAL LEGAL CONSULTANT (ICTA) FOR PREPARATION AND
FINALIZATION OF DRAFT INLAND COAL TRANSPORTATION AGREEMENT FOR COAL FIRED
POWER PROJECTS IN PUNJAB
TERMS OF REFERENCE
Qualification: The consultant must be a Law graduate from a recognized university and practicing as Advocate
Supreme Court with the power sector experience of not less than ten (10) years. The selected consultant shall have to
be registered with the Consultant Enrollment System of the Planning and Development Department, Punjab.
Experience: At least having 15 years of experience, working as a consultant and lead member with any Government/
Semi – Government organizations/ private developers for preparation and finalization of Security documents i. e Power
Purchase Agreement, Implementation Agreement and Water Use License.
Scope, Duties and Responsibilities:

The scope of the individual consultant will include but not limited to the
a. To prepare and finalize the Inland Coal Transportation Agreement (ICTA)
a. To facilitate PPDB in preparation of ICTA & all the matters relating to ICTA
b. To have the meetings with the sponsors and to finalize way forward of the projects as envisaged above.
REPORTING: The consultant will report to MD Punjab Power Development Board or any of its nominated officer ,
Energy Department, Government of the Punjab, Lahore
Period of Service:
One (01) Months
Payment Schedule:
for a specified period..
A total amount of Rs.500,000/- shall be paid to individual consultant for the services rendered
