DRUG DEMAND REDUCTION STRATEGIC PLAN FY 2014-2015

VISION STATEMENT:
Florida Wing Civil Air Patrol will become recognized as an organization serving through
community voluntarism services, youth leadership programs, and promoting drug
demand reduction program coalition serving the youth and state.
MISSION STATEMENT:
The Florida Wing Civil Air Patrol DDR program will assist local squadrons to develop
strong cadet programs that foster the drug free lifestyle for youth as evidenced by the
following:
A. Encouraging CAP youth to remain in school
B. Provide information on drug free literature through the FL DDR Library
C. Emphasis on drug prevention, education, and awareness
D. Provide activities for cadets to attend that focus on drug education
COMMUNICATION:
The Florida Wing Civil Air Patrol DDR program will keep the wing up to date with all
matters affecting the Cadet Programs and DDR program though:
A. Florida Wing DDR and Cadet Programs Facebook page.
B. FlCadet site under the DDR page.
C. General Announcements of program specifics.
D. Cadet Program’s monthly updates email.
FYSCAL YEAR GOALS AND OBJECTIVES:
Goal 1: Drug awareness to groups/squadrons and communities, with the assistance of the
group/squadron DDRO’s
Objectives:
A. Provide Red Ribbons to squadrons for October’s Red Ribbon Campaign
B. Provide Red Ribbons at community events such as fly-ins, squadron open house,
community events such as parades, Air Shows, etc.
Goal 2: Group/Squadron Visitations to provide training as needed for DDRO and
C/DDRO
Objectives:
A. Encourage squadron DDRO’s to take training as provided by SER DDRC
B. Visitations to check on needs of DDRO and C/DDRO – plan to visit at least
50% of groups/squadrons in 2015.

Wing/Region/National Awards.
A. Drug Demand Reduction Member of the Year Award. (Cadet or Senior)
B. Outstanding DDR Wing of the Year Award. (Wing Only)
WING DDR GOALS AND OBJECTIVES:
Goal 1: To establish and maintain an active and productive DDR program to
communities with Civil Air Patrol Units.
Objectives:
A. Continue to coordinate with military branches (ongoing) to promote CAP
program as a drug-free program by providing the different branches with contact
points and literature through the DDR program.
B. Coordinating with military branches for their personnel to present programs on
drug awareness during Civil Air Patrol activities such as encampment or
leadership academies.
C. Continue to attempt to establish contacts with school systems to provide
information to the youth at both the middle school and high school levels.
Goal 2: To establish and maintain DDR personnel within FL Wing CAP.
Objectives:
A. Continue to maintain a senior member Drug Demand Reduction Officer within all
FL groups and squadrons to help promote the program.
1. 70% compliance with at least one DDRO assigned in each squadron.
2. 100% compliance with at least one DDRO assigned in each group.
B. Continue to maintain a Cadet Drug Demand Reduction Officer (Assistant) within
all squadrons. Cadets will assist Squadron DDRO in promoting the DDR
program.
1. 50% compliance with at least one C/DDRO/NCO assigned in each
squadron.
Goal 3: Increase CAP and community awareness of drug abuse issues as well as
community awareness of CAP as a drug-free program for youth.
Objectives:
A. Conduct annual DDR program at encampment, AE/DDR Activities, Cadet
Leadership School, Honor Guard Academies, Character Development Day, Red
Ribbon Activities, Commander’s Calls, and FL DDRA seminar at Wing
Conference.
B. Provide groups/squadrons with DDR materials, Fatal Vision Goggles; DDR Drug
Kit; Distraction Game and literature – also list of FL Wing DDR. Materials can be
requested at www.flcadet.com.
C. Minimum of 75% participation of all squadrons during the Red Ribbon Campaign
Week.
- Provide squadrons with DDR Red Ribbons from National CAP HQ/DDR
- Squadrons participate in community programs such as parades, etc.
D. Provide parents with DDR information/literature through presentations such as
Squadron Open Houses and squadron web pages.

activities.
F. Continued participation with AFB’s, ANG air shows, Sun and Fun, local air
shows and state fly-ins.
G. Provide school systems with information materials and literature from Wing DDR
Library as allowed per school administration.
Goal 4: Provide training opportunities to all cadets within Florida Wing Civil Air Patrol.
A. Work with Squadrons to promote a DDR weekend promoting drug free lifestyle
during Red Ribbon Weeks such as a lock-in to promote drug, alcohol, and
tobacco awareness and ways to say “NO”.
B. Continue with Cadet Leadership Academy either as its own activity or through
Wing Conference – providing DDR materials and activities that promote a drugfree lifestyle.

C. Ground Team School on yearly or every other year basis. Provide DDR training
for cadets and seniors during this training.
PROGRAM MEASUREMENT:
A. Retention of cadets in CAP due to participation in DDR program.
B. Monitor increase/decrease of cadet memberships on yearly basis.
C. Monitor number of non-CAP youth that participate in coalition/CAP based
programs as well as military youth participation.
D. Monitoring senior member participation in DDR activities.
E. Monitor number of community coalition/CAP based activity programs
participation of both senior and cadet CAP members, DoD, and military youth.
F. Have cadets and senior members rate the DDR activity and provide feedback as to
how to improve and add new activities.
