Request for Qualification The Ministry of Housing, Utilities & urban Communities (GOPP & NUCA), is seeking qualified and experienced firms to assist with the Integrated Sustainable Development Plan needed for the North Coast Region. Qualifications are being requested from alliance firms with urban, community planning and other related specialities backgrounds. The qualifications review committee will check responses against the evaluation criteria and submission requirements (as detailed in below). Responses not meeting all evaluation criteria will not be considered for review. Qualified respondents will be provided with a copy of the RFP if one is issued. 2. Project Overview The study area is about 166,000.00 km2, accounting for 16.6% of the country’s total area. However, it is the smallest in terms of population (250,000), most of which concentrated in a very narrow coastal strip 20‐70 Km in depth. The study area is part of the Alexandria Region, and is bounded by the following borders: from North, the Mediterranean sea, extending about 500 km from Hammam city in the east to Sallum city in the west; from West, the Libyan frontiers, extending about 400 km from Sallum city to south of Siwa Depression; from East, by Alexandria and Beheira Governorates; and from South, by Giza and New Valley Governorates. The North Western coastal region represents a potential development corridor for future expansion of urban areas in Egypt, as it is planned within the national plan of Egypt that this region will accommodate 30 million of future population from different regions of Egypt, which will play the main role in shaping the profile of human resources in the area and leaves this slot open for planning and definition of target groups. 3. Project Goal The Target Output is a Process Oriented Plan that dynamically integrates all development sectors in time bound linked development ensuring efficient and effective use of financial, human and natural resources and creatively propose implementation tactics (ex. Public private partnership, introduce governance system, spatial operational regulations, etc. ……) 4. Project Tasks & Scope of Work The Comprehensive Plan will capture and analyze current trends to develop a useful, functional, and holistic plan to ensure an integrated sustainable development for the study area. The plan must be creative and innovative, clear and concise; and address issues that are unique to the North Coast Region. The scope of consulting services consist of: The primary scoping issues that the consultant will be asked to assist with are: a. Master Planning − Land Use Planning − Infrastructure Planning ( Supply‐Demand) − Transportation Network and Infrastructure − Impact Assessment Study − Development Regulations & Guidelines d. Action Planning − Implementation Roadmap & Pilot Project − Legal Reform − Organizational & Regulatory Structures − Defining Human Resources Development Plan − Promotion & Marketing Strategy 5. Qualification Package Requirements: Respondents shall be Alliance firms composed of at one or more Egyptian firm/s and one or more international firm/s. The response to the Request for Qualifications (RFQ) should be brief but comprehensive and shall include experiences related to the team’s ability to achieve the region’s project goals. Work Experience: The following must be included in the Qualifications Package: a. Main local and international firms: − Complete experience of their previous work scope. − Describe the qualifications of the firm to perform the work requested. − Describe the firm’s specialized expertise and resources that the firm can bring to this engagement b. Associate local and international firms: − Relevant projects experience − Previous work experiences in the region − Organizational chart showing the staff involved in the project and their respective assignments. • For Firms (Local, International, Associate Local and International) to include − Firm Information: Name, headquarter address and phone number, and firm website address. − Contact Information (Client of previous projects): Name, address, phone number and e‐mail address of primary contact person of firm − Previous projects shall include comprehensive descriptions of the innovative approaches used for an integrated sustainable development of the project, with references for three to five similar/relevant projects completed by the firm within the last ten years (including sub‐consultants as applicable). Explain whether and how the plans provided solutions to challenges proactively. − Submission may also include a one page maximum of previous project sheet for up to five projects similar or relevant to scope of project. − A brief statement of the availability of key personnel of the firm to undertake the project c. Affiliated consultant: − State his biography relevant to the scope of the project, including: Name, phone number and website address. 6. Statement of Qualifications It is requested that each respondent submit two hardcopies and one digital copy for the mandatory criteria.
