MANAGER OF MARINA OPERATIONS
Purpose of Position
The Manager of Marina Operations is responsible for planning and managing all aspects of GVHA marina
facilities (Fisherman’s Wharf, Causeway, Ship Point, Wharf Street, Johnson Street, Steamship Terminal
building and marina). This includes: operations; maintenance; infrastructure; staffing; business development;
and revenue and expense performance associated with the docks, wharves, property, and the Canada Border
Service Agency (CBSA) customs float.

Specific Accountabilities
Facility Management:
 Oversees space allocation of marina facilities (e.g. docks, wharves, boats, property, events) for all
customer segments (e.g. permanent, seasonal, transient, commercial)
 Oversees allocation and coordination of space to fill marina facilities to capacity across all segments of
water based customers
 Meets with MSM and FWW on regular basis to coordinate and keep current on operations of marina
facilities
 Leads development and implementation of emergency response and preparedness plans for all
marina facilities
 Oversees property management of Steamship Terminal building (including commercial leasing,
licensing and GVHA’s head lease responsibilities)
 Oversees provision of security services for GVHA’s inner harbour marina facilities
 Oversees International Ship and Port Facility Security requirements for inner harbour marina facilities
Strategic:
 Identifies and develops marketing and promotional strategies for marina facilities to help maximize
occupancy and revenues
 Identifies and develops new cost saving and/or revenue opportunities and strategies for improving
marina facilities
 Leads and participates in business development, diversification, acquisition and growth activities to
support overall business objectives and plans for marina facilities
 Provides input into 3-year business plan of marina facilities including business strategies, budgets
(operational & capital), and marketing and communications plan
Human Resources:
 Manages recruitment, terminations, supervision and performance management for employees.
 Conducts performance reviews for direct reports
 Provides direction, training, coaching and motivation to direct and indirect reports
 Maintains strong communication and coordination efforts with the Leadership Team and between
departments
Client/Customer Relations:
 Ensures a high level of customer service is provided to clients/customers
 Establishes and maintains ongoing lines of communication between GVHA and clients/customers
Financial:
 Oversees all marina facilities related financial transactions and reports
 Reviews and approves purchase orders and invoices related to marina facilities
 Develops and manages annual financial budget for marina facilities
 Prepares or reviews items such as service contracts, moorage agreements, invoices, etc. to ensure
payments are appropriate and within GVHA policies and procedures
Administrative:
 Leads in negotiating commercial lease/licence agreements related to marina operations for CEO/Board
approval
 Oversees the identification, development, and maintenance of operational policies and procedures
related to the marina facilities
 Prepares specific reports for finances, incidents, operational issues and safety hazards as required

Ensures that the regulations set out by all applicable regulatory bodies are followed by staff and
contractors and the proper documentation is completed on all inspections
Occupational Health & Safety:
 Member of GVHA’s Occupational Health & Safety Committee
 Ensures a high level of staff, contractor and public safety at marina facilities through development of
operational and commercial policies/procedures that support the corporate OHS policy
 Oversees conducting of safety inspections of all marina facilities
Maintenance:
 Directs the Maintenance Department on the planned repairs and maintenance, emergency repairs, and
capital projects for all marina facilities
 Directs contractors regarding other unplanned maintenance activities
 Ensures all marina facilities are maintained and operational during operating hours according to
seasonal timetable
Financial Responsibility



Develops annual marina operating budget relating to revenue, operational labour requirements, and
R&M expenses
Corporate Credit Card spending up to $5,000.00
Signing authority up to $10,000.00 for purchase of chattels or service and consulting contracts
Supervision

Supervises approximately two direct reports, two indirect reports, and up to eight (seasonal) additional
indirect reports
Tools/Equipment




Operates various office equipment such as a computer, calculator, printer, telephone, fax machine,
scanner and photocopier
Operates communication devices
Operates small vessels occasionally
Familiar with the operation of sewage pump-out equipment
Working Conditions





Office and site/field environment
Regular, full-time position
Occasional evenings and/or weekends due to operational requirements or emergency situations
On call availability for answering service for all marina facilities
Exposure to all weather and operating conditions
Experience and Education
 Post-secondary education in a related field preferred
 Minimum 5 years’ recent, related experience managing a marine facility (including infrastructure and
expense management)
 Minimum 5 years of related supervisory experience
 Experience with business development

Experience with commercial leasing preferred
Experience preparing and monitoring budgets
Experience reading and interpreting financial statements
Experience with accounting and spreadsheet software
Valid basic first aid certificate
Valid PCOC
Valid Marine or Port Facility Security Officer certificate preferred















Working knowledge of commercial and pleasure use marina environments
Working knowledge of marine: terminology, infrastructure, tourism, customer service, and maintenance
Thorough knowledge of relevant legislation and regulations including: WHMIS, Canada Labour Code,
and WorkSafe BC
