JOB DESCRIPTIONS/ SPECIFICATIONS FOR VACANT POSITIONS KNOWLEDGE MANAGEMENT OFFICER I JG: RF10 – 1 POST I. a) Duties and Responsibilities To lead, plan and support implementation of the Institute‟s knowledge management strategy; To develop and implement a knowledge management system To create and streamline the process of systematically capturing, documenting, accessing, reviewing and sharing information To develop knowledge management policies for KEFRI; To provide training, advice, technical assistance and backstopping for the improvement of knowledge management across the organisation To create awareness on the behavior and culture needed to promote knowledge management To ensure that systems supporting Knowledge management are integrated and appropriately supported; To undertake Monitoring and Evaluation on implementation of Knowledge Management in the Institute b) Requirements for Appointment i) At least three (3) years in the grade of Knowledge Management Officer II or in a comparable position; ii) Kenya Certificate of Secondary Education (KCSE) minimum aggregate „C+‟ ( plus) or its equivalent qualification; iii) BSc in Forestry/Natural Resource Management/ Environmental Studies/Agriculture/Information Science (Second Class -Upper Division) or its equivalent from a recognized institution; iv) Master‟s degree in Knowledge Management or related field from a recognized institution; v) A team player, good written and oral communication and report writing skills; vi) Proven track record of designing, planning and implementing Knowledge management initiatives; and vii) Certificate in Computer Applications from a recognised institution. COMMUNICATION AND PUBLIC RELATIONS OFFICER I - JG: RF9 – 1 POST a) Duties and Responsibilities Prepare and edit the Institute‟s newsletter; Prepare media features and supplements; Identify fora for publicity; Creating awareness to the public on the Institute activities, services and products; II. 1 Consulting with scientists to arrange promotional campaigns on Institute technologies; Dissemination of information to stakeholders through publications and website and social Media. b) Requirements for Appointment i) At least three (3) years in the grade of Communications and Public Relations Officer II or in a comparable position; ii) Kenya Certificate of Secondary Education (KCSE) minimum grade “C plain” or its equivalent; iii) Bachelor‟s degree in communication studies/ Public Relations or its equivalent from a recognized institution; and iv) Certificate in Computer Applications from a recognised institution. III. PERSONAL SECRETARY I JG:RF 9 – 1 POST a) Duties and Responsibilities Security of records, documents, equipment and furniture; Operate office equipment; Respond to routine correspondences; Handle telephone calls and appointments; Attend to visitors/clients; Manage office petty cash; Record dictation in shorthand and transcribe in typewritten form. b) Requirements for Appointment i) At least three (3) years in the grade of Personal Secretary II or in a comparable position; ii) Kenya Certificate of Secondary Education (KCSE) mean grade C (minus) with at least C plain in English or Kiswahili; iii) Passed the following examinations from the Kenya National Examinations Council (KNEC): Shorthand III (minimum 110 w.p.m.) Typewriting III (50 w.p.m.)/Computerized Document Processing II Business English III/Communications II Commerce II Office Management III/Office Administration and Management III Secretarial Duties II. OR Diploma in Secretarial Studies from the Kenya National Examination council (KNEC) or its equivalent from a recognized Institution; iv) Bachelor‟s Degree in Secretarial Studies or its equivalent qualifications from a recognized Institution; and v) Certificate in Computer Applications (Windows, MS-Word, MS-Excel, MSAccess, Internet) from a recognized Institution. 2 IV. ACCOUNTANT II JG: RF9 – 2 POSTS c) Duties and Responsibilities Ensure financial records are maintained in compliance with accepted policies and procedures; Perform general accounting duties: collect revenue, process payments, monitor revenue collection and expenditures based on approved budgets; Prepare accurate and timely monthly and quarterly financial reports; Compile and analyze financial information to prepare financial statements including monthly and annual accounts; Provide safe keeping of invoices, receipts and other accounts records; Carry out regular stock takes and report accordingly; Perform monthly bank reconciliation; Posting of cash books; Control of vote book (expenditure control); Maintenance and reconciliation of debtor‟s ledger. d) Requirements for Appointment viii) At least three (3) years in the grade of Accountant III or in a comparable position; ix) Part II of the Certified Public Accountant of Kenya or its equivalent from a recognized institution; x) Bachelor of Commerce degree (Accounting Option/Finance) or its equivalent; xi) Certificate in Computer Applications from a recognised institution. Knowledge of Accpacc accounting system will be an added advantage. ADMINISTRATIVE OFFICER II JG: RF9 – 1 POST V. a) Duties and Responsibilities Supervision of office services – telephone, cleaning, messengerial and registry; Allocation of office accommodation, furniture and equipment and keep records thereof; Effective management and administration of transport services including allocation of vehicles and supervision of drivers; Undertake coordinated maintenance of office buildings; Coordinate vehicle maintenance and servicing, cleaning services; Authorize vehicle journeys and administer work tickets; Insurance for motor vehicles; Settle utility bills – water and electricity – and keep records thereof; Coordinate security matters in the centre; 3 Coordinate the conduct of the drills in consultation with the appropriate safety agent and put in place safety equipment like fire extinguishers; Discharge of postal services; Supervise communication services. b) Requirements for Appointment i) At least three (3) years in the grade of Administrative Officer III or in a comparable position; ii) Bachelor‟s Degree in any of the Social Sciences from a recognized Institution; iii) Part I of the Certified Public Secretaries of Kenya OR Diploma in Management from a recognized Institution. iv) Certificate in Computer Applications from a recognised institution. VI. DATA TECHNICIAN II JG: RF6 – 1 POST a) Duties and Responsibilities Assist the Biometrician in designing research tools for data collection and management Assist scientists in data entry, preparation and analysis Assist in developing and maintaining the research database, Maintain files and records b) Requirements for Appointment i) At least one (1) year experience in data management; ii) Kenya Certificate of Secondary Education (KCSE) minimum grade “C” ( Plain) or its equivalent; iii) Diploma in Statistics or its equivalent from a recognized institution; and iv) Certificate in Computer Applications from a recognized institution. VII. CATERESS III JG: RF6 – I POST (ON CONTRACT) a) Duties and Responsibilities i) Undertaking catering duties; ii) preparing menus and supervising meal preparation, iii) Cooking and serving of food; iv) Maintaining cleanliness and sanitation; v) Supervising maintenance of linen and furniture; vi) Ordering of foodstuffs; vii) Security of the equipment and facilities; viii) Keeping records of stores; ix) Ensuring general welfare of clients. b) Requirements for Appointment At least three (3) years‟ experience in catering and housekeeping; 4 Kenya Certificate of Secondary Education (KCSE) minimum grade “C” ( Plain) with a “C” in English or Kiswahili; Diploma in Catering or its equivalent from a recognised institution; A team player and good communication skills; Certificate in Computer Applications from a recognised institution.
