Deputizing the Clerk to the County Assembly, ii. General supervision of all Departments; iii. External relations including international, inter-county Assemblies relations, conferences and protocol affairs; iv. Enhancing public understanding and knowledge of the work of the County Assembly, increasing public accessibility and awareness and the operations; v. Offering procedural advice to the Speaker, other Presiding officers and Members of County Assembly as required and overseeing the Proceedings of the House; vi. Preparation and presentation of orientation programmes for newly elected members of County Assembly; vii. Introduction and management of County Assembly internship programme. b) Requirements for Appointment For appointment to this grade, must: i. ii. iii. iv. Have meritoriously executed supervisory duties and responsibilities in a related organization for at least three (5) years; Have served in, and shown proven and enduring flair for parliamentary procedure and practice, and have wide experience on the role, functions and operation of a legislature or local authority, through exhaustive service in all spheres of a legislative body; Have a degree in a relevant field from a university recognized in Kenya ;( a Masters Degree will be an added advantage). Have attended a senior management course from a recognized institution; 3 v. vi. Meet the requirements of leadership and integrity set out in Chapter Six of the Constitution; Must be a Kenyan citizen. LEGAL SERVICES SENIOR LEGAL COUNSEL (NCCASB 9) - ONE POSITION a) Duties and responsibilities The Legal Counsel shall be responsible to the Assembly Clerk for(i) Drafting of Private Members’ Bills; (ii) Scrutiny of legislative proposals emanating from the County Executive. (iii) Drafting of amendments to Bills to be proposed to the Assembly by any Member of Assembly or any Committee of Assembly; (iv) Giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to the County Assembly; (v) Providing legal advice to the County Assembly, Assembly Committees, the Speaker, the County Assembly Service Board, individual Members and the Clerk; (vi) Ensuring that Bills passed by the County Assembly comply with the Constitution; (vii) Liaising with the external advocates and the Office of the County Attorney on litigation matters involving the County Assembly; (viii) Legal representation of the County Assembly and the County Assembly Service Board in court proceedings; (b) Requirements for Appointment For appointment to this position, one must:(i) (ii) (iii) (iv) (v) (vi) Have a Bachelor of Laws degree; Be admitted as an Advocate of the High Court of Kenya with a minimum of 5 years’ post admission qualification; Be registered as a Commissioner of Oaths; Be in possession of a current practicing certificate; Have proficiency in the use of basic computer applications. A diploma in legislative drafting will be an added advantage 4 LEGAL COUNSEL I (NCCASB 8) -ONE POSITION (a) Duties and Responsibilities i. ii. iii. iv. v. vi. vii. Preparing and reviewing contracts, tender documents and other related documents to ensure compliance with legal obligations; Preparation of all documentation required for court sessions; Ensuring safe custody of all contractual documents of the Assembly; Preparing and reviewing agreements and all other related documents to ensure that all the obligations are met and Assembly’s interests safeguarded; Reviewing and examining claims, litigations, arbitrations and prepare draft responses for review by the Clerk of the Assembly; Implementing court awards and resolutions with user departments; Working closely with user departments by providing legal guidance in the Interpretation; b) Requirements for Appointment For appointment to this grade, a candidate must: i. ii. iii. iv. v. vi. Have a bachelor’s degree in Law recognized by the Law Society of Kenya and by the Public Service of Kenya and a diploma in law from Kenya School of Law; Be an advocate of the High Court ; Have at least 3 years post admission experience ; Have a current practicing certificate; A Diploma in Legislative Drafting will be an added advantage. 5 LEGAL COUNSEL II (NCCASB 7) -ONE POSITION a) Duties and Responsibilities: i. ii. iii. iv. v. Drafting private Members bill; Drafting amendments to Bills to be proposed to the house by any member of County Assembly or any committee of the Assembly; Giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to County Assembly; Providing legal advice to the County Assembly Service Board, County Assembly and It’s Committees; Providing any other legal services that may be required by County Assembly, the Committees, the Speaker, the County Assembly Service Board or the Clerk; Ensuring that the Bills passed by the County Assembly comply with the Constitution. b) Requirements for Appointment For appointment to this grade, a candidate must: i. ii. iii. iv. Have a Bachelor of Laws degree; Be admitted as an advocate of the High court of Kenya; Be in possession of a current practicing certificate; Be Proficient in the use of basic computer application; INTERNAL AUDIT SENIOR INTERNAL AUDITOR (NCCASB 8) – ONE POSITION The Internal Auditor is directly responsible to the County Assembly Service Board for; (i) The reconciliation of budgetary allocations with monthly expenditure summaries; 6 (ii) (iii) (iv) (v) Ensuring County Assembly assets i.e. plant and equipment, supplies, stores etc are appropriately recorded in the relevant registers and are maintained and kept safely; Undertaking a variety of audit assignments relating to pre-audit of payments, evaluation and review of internal control systems and report on any weaknesses; Evaluation of the effectiveness of existing financial regulations and establish the level of compliance in practice; Compiling and preparing monthly reports to the County Assembly Board based on audit observations made. Requirements for appointment: (i) (ii) (iii) A Bachelor of Commerce degree Accounting option; Certified Public Accountant (K) or its acceptable equivalent with current; registration with the Institute of Certified Public Accountants of Kenya; A minimum of five years progressive, post-qualification experience in the public service or in a large organization. INTERNAL AUDITOR I (NCCASB 7) – ONE POSITION) a) Duties and Responsibilities i. Preparation, implementation and supervision of all audit programmes used by the department; ii. Reviewing all reports submitted by various sections of the department to confirm the accuracy and correctness of figures included therein before certification or signature; iii. Ensuring maintenance of high audit standards of performance in the department; iv. Compiling audit reports; v. Reconciliation: Tallying of expenditure with budget allocations; vi. Ensuring compliance with organizational procedures and regulations; and physical tallying of assets with records; 7 c) Requirements for Appointment For appointment to this grade, a candidate must: i. ii. iii. iv. v. vi. vii. Have a Bachelor’s degree relevant to Audit function such as Commerce, Accounting, Economics, Statistics, Mathematics, Finance or Computer Science and in possession of CPA I; Be a Certified Public Accountant (K) or its acceptable equivalent; Have a Current registration with the Institute of Certified Public Accountants of Kenya; A minimum of three (3) years progressive, post-qualification experience in the public service or in a large organization; Demonstrated capabilities and a high degree of competence in conducting and supervising both financial and management audit; COMMISSIONAIRE/ SECURITY WARDEN (NCCASB 5) –TWO POSITIONS a) Duties and responsibilities i. ii. iii. iv. v. vi. vii. viii. ix. x.
