Introductions & meeting called to order at 12:10 by Chair
Elliott Robinson.

a. Early Childhood Development
Initiative. (Nina Alcaraz, ECDI Manager)
Action/deliverable
Nina shared that they have brought on 3 facilititaors to
work with the Collaborative Action Team (CAT), one for
No. Monterey County, one for the peninsula, and one for
Salinas/Pajaro areas. Went through Power Point
presentation (Attached) Nina will provide feedback as
this goes forward. Elliott shared the Executive
committee discussion on the framework for advancing
legislative issues from the ECDI Policy and Advocacy
Network: The Policy and Advocacy Network may make
recommendations to the Board of Supervisors for
legislative support. In general the Children’s Council
will not take positions; however information will be
provided to members to take back to their respective
Boards for action as appropriate. Exceptions may be
made if there are overarching strategically important
bills/areas of policy. If this occurs, Children’s Council
members will be provided the background material with
sufficient time to discuss with their Boards prior to any
action by the Council. A list of bills/areas that are
recommended by the Network for broader support will
be included on the MCCC/ECDI website with links to
more information and/or sample support letters so
interested individuals can be informed.

4. enLace – Leadership and Civic
Engagement Academy, Angelica Chavez,
Monterey County Health Department
4. Announcements
Nancy said they have identified 14 different entities that
are supporting parent initiatives in Monterey County.
They put out a template with important questions so they
could get an organized look at the data. It was passed
around to the Council for their review. Very good
attendance at the meeting. Parent education is the thing
that came out of this meeting that is so important to keep
developing. Parent leadership leads to parent
engagement. There is a “Sam’s Guide” that some people
had never heard of. She also would like to see a Resource
Fair to let people know what is out there. This is being
worked on by the MCOE. First 5 & ECDI will work
with MCOE to develop something to let people know
what is out there.
Angelica shared that enLACE (Leadership And Civic
Engagement) is an 8 module, 8 week academy. enlace
began in July 2014 in East Salinas, and grew to other
communities. She shared the objectives and the modules.

Elliott shared that eff. 7-1-15 Marcia Parsons will be the
new chair,
Nancy shared that Walter Tribley’s address to the
community was a marvelous presentation of what is
happening at MPC.
Liz Modena shared that an error was made in calculating
data for the graduating class of 2015, which impacted the
county as well as the migrant program which is federally
funded. They are working with CDE to correct this. Press
release with corrections should be out by the end of this
week.
Dr. Burns shared that Dr. Bruce Perry & Ira Chasnoff are
coming June 1 & 2, and David Maradei is trying to get
20 extra tickets. If you are interested, contact David.
