REQUEST FOR EXPRESSIONS OF INTEREST [REOI] (CONSULTING SERVICES BY IT TRAINING INSTITUTES/UNIVERSITIES) Country: Islamic Republic of Afghanistan; Ministry of Communications and IT; Name of the Project: Afghanistan ICT Sector Development Project; Project ID: P121755; Grant No: IDA-665-AF; Assignment Title: Job Oriented ICT Skills Development Training for 200 Females at Kabul Reference Numbers: Consultancy Package C-3.X.4 The Ministry of Communications and Information Technology (MCIT), Islamic Republic of Afghanistan has received financing from the World Bank towards the cost of the ICT Sector Development Project and intends to apply part of the proceeds for these consulting services. The Consultancy Services (“the Services”) include imparting of ICT Skills Development Training by the selected IT Training Institute or a University (called Consultant or a Firm) to the competent and qualified Female IT Professionals of Afghanistan, under overall directions of His Excellency Deputy Minister-IT of MCIT, at Kabul-Afghanistan. To develop the IT Capacity in the public and private sectors of Afghanistan, a study was undertaken by MCIT under ICT Sector Development Project to assess the Skill gaps of the IT Sector and to formulate a methodology to bridge the gaps as existing now in IT Skills. Recognizing the gaps between the skills demanded by the IT industry in growth areas and the level of skills among Afghan graduates, MCIT has already executed skills development programs, as conducted by different IT Training Institutes/Universities{also referred to Firms or Consultants here} as selected in 2012, 2013 and 2014. The Consultant will be selected by MCIT to conduct the ICT Skills Development Program at Kabul for 200 Females only, under the Fixed Budget Selection Process. This program will provide Female IT Graduates with an opportunity to improve their skills Page 1 of 4 and become ‘industry-ready’ through training in technical, business, and other ‘soft’ skills (e.g. communication, workplace etiquettes etc). This approach will ensure that there is a tight integration between ongoing academic programs and industry requirements. Details of the ICT Skills Development Training to be imparted by the Consultant are given in the Terms of Reference (TOR) as issued against this REOI. The Ministry of Communications and Information Technology (MCIT) now invites eligible IT Training Institutes or Universities to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Short listing criteria: S/n 1 Criteria Required The Consultant should have got USD 300,000 (minimum) in that year turnover in any one year of the last five years : 2 The Consultant should have The Consultant should meet at least any one Completed Contracts/Imparted of the following requirements: Similar IT Training during last 05 (i) The Consultant should have years: completed at least one similar contract in last 5 years, equivalent to USD 300,000 OR (ii) 3 The Consultant should be a Legally registered Educational Institute or the University in Afghanistan 4 The Consultant should have Facilities available to support such IT Training (e.g. Labs for each Subject, Classrooms with the required Hardware and Software). The Consultant should have imparted similar training to at least 100 trainees during last 5 years Should be Legally registered Educational Institute or the University, having valid License from AISA and also an authorized IT Training License from Ministry of Higher Education or Ministry of Education of Afghanistan. In case of an International Organization/Training Institute/University interested in running this Program at Kabul, Local Partner should be selected that will have the required Registrations as mentioned above. The consultant shall provide evidence of having facilities available to conduct the required IT training for all the 06 Specialization Streams as given in the TOR{to include training labs for Systems Administration; Networking and Cyber Page 2 of 4 5 The Consultant should have Qualified Female Trainers for all the 06 Specialization streams {No Male Instructors/Trainers will be allowed in the Class}. Security; Microsoft Technologies including Red Hat and Linux-6 Administration; Data Base Administration; Web Designing and Development and Software Development. The consultant shall provide Names and CVs of their Qualified Female Trainers for each Subject of every Specialization Stream{to include at least 01 Qualified Female Trainer for Systems Administration; Networking and Cyber Security; Microsoft Technologies including Red Hat and Linux-6 Administration; Data Base Administration; Web Designing and Development; Software Development and Soft Skills. Note for interested Training Institutes/Universities: MCIT has advertised two other similar assignments under the package ID of C-3.X.5 (Similar Training in 05 Provinces) and C-3.X.6 (Similar Advanced Level IT Training at Kabul and abroad). Consultants may want to apply for all or any one of the three assignments; However, the Consultant will not be awarded more than one Consultancy Contract. Decision of MCIT’s Evaluation Committee will be final in this regard. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers-January, 2011 edition. To ensure impartiality, the consultant (including his home office, if any) must not, in any way, be affiliated with business entities that are currently providing or are seeking to provide goods or services to the project. Consultants may associate with other Consultants/firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
