Annual Membership Meeting

Dear MCA members,
On behalf of your Board of Directors, I cordially invite you to attend our Annual
Membership Meeting on Wednesday, May 27, at the McLean Community Center,
beginning at 7:30 pm. We will elect officers and board members for our 2015-16
Board, along with trustees for our charitable affiliate, the McLean Community
Foundation. The slate of nominees is enclosed.
After we finish our business agenda, our guest speakers will be the leadership of the
McLean Community Center, who will address the planned renovation of the
Community Center and programming at the Center. There will be ample time for
your questions. I encourage you to bring your friends and neighbors for what
promises to be a most informative dialogue.
2014 marked 100 years of MCA’s active engagement on issues that matter to the
residents of the McLean area. In November, we held a Centennial Celebration,
attended by about 145 members and friends of MCA. It was a great celebration,
enjoyed by all. And, two of our members, Merrily Pierce and Paul Kohlenberger
produced an outstanding history of our 100 years of service to the community.
Since our last Annual meeting, our Committees and Board have continued to
research issues that you have told us are important to you. Additionally, we have
continued to participate actively in local, county and state affairs and forge strong,
cooperative relationships with other county organizations and dedicated
volunteers. This approach has allowed us to remain an effective voice for McLean
on critical issues:


On zoning matters, including the proposed Noise Ordinance, we have
communicated the significant concerns of McLean area residents to County
staff and John Foust, Dranesville District Supervisor. We will continue to engage
and to seek modifications that are responsive to your concerns.
We re-constituted the Greater Tysons Citizens Coalition, which includes
membership of the surrounding communities of Vienna and in the Providence
District. The GTCC is monitoring the implementation and consideration of
amendments to the Tysons Comprehensive Plan implementation and






amendments, as Tysons redevelops, and provides MCA with yet another vehicle
to advocate and collaborate with other stakeholders to protect the interests
and concerns of the surrounding communities.
We continued to track local development projects in our membership area,
encourage developers who have submitted applications for modification of
their existing zoning to address concerns that we may raise, and testified before
the Planning and Zoning Commission and Board of Supervisors on local zoning
cases that affect our quality of life.
For a seventh year, we participated on Supervisor Foust’s county budget task
force, urging increased efficiency, while shielding important government
services and keeping the residential real estate tax rate at its current level.
We continued to engage with the County Park Authority, with a focus issues
affecting McLean-area parks, including Langley Fork, and stream restoration
projects.
We continued to urge the Fairfax County School Board to employ an
independent auditor, comparable to the auditor employed by the Board of
Supervisors, to help the School Board assess program results and find ways to
save money. We also called for changes to permanently reduce elementary
school class sizes in schools, including in McLean, with over 30 students in a class.
We began to investigate your concerns regarding and possible steps to mitigate
excessive noise as metro trains enter McLean and aircraft fly over McLean.
At our Winter Membership meeting, we made a technical correction to our
Bylaws to reflect the decision taken at the May 2014 Annual meeting to appoint
three current Board members and two non-Board members to the Nominating
Committee.
Additionally, since our last Annual meeting, we have continued our outreach by
hosting and co-hosting nine meetings on a wide range of issues about which you
have expressed interest. This has included:




A September panel discussion on emergency preparedness and disaster
recovery, featuring the Director of the Fairfax County Office of Emergency
Management, Commander of the McLean District Station of the Fairfax County
Police Department, Chief of the Fairfax County Fire Department, and
Emergency Management Coordinator of the Fairfax County Department of
Health.
An early October “Meet-and-Greet forum, co-sponsored with the League of
Women Voters, to allow you to meet and question candidates for the 8 th and
10th Congressional District seats in the U.S. House of Representatives.
A standing-room only Candidates Night in late October, co-sponsored with the
Great Falls Citizens Association, featuring the Republican and Democratic Party
candidates running to represent the 10th Congressional District in the U.S. House
of Representatives;
An October meeting with Fairfax County Department of Transportation Chief
Tom Biesiadny to address transportation concerns and issues in and around
McLean;





A December “Conversation with Dr. Karen Garza,” Superintendent of Fairfax
County Public Schools;
A February forum featuring presentations by four local non-profits – the McLean
Community Foundation, the McLean Trees Foundation, the Safe Community
Coalition, and Fairfax 2015 -- who are making a difference in our community.
A March meeting on the FY 2016 County Advertised Budget, co-hosted with
Supervisor Foust, that featured presentations by the Deputy Director of
Management and Budget for the County and Assistant Superintendent of
Financial Services for Fairfax County Public Schools;
A March meeting, co-sponsored with the Fairfax County Tree Commission,
Virginia Cooperative Extension Service, McLean Trees Foundation, and the
McLean Trees Foundation, that provided all of us with invaluable information on
protecting neighborhood tree cover; and
An April forum with County staff on the County’s proposal to create a County
Noise Ordinance that would raise the permitted maximum noise level for
activities on school and recreations grounds from 55 decibels to 72 decibels,
and allow 65 decibels in Mixed-Use areas 24 hours a day, the same level
allowed in Commercial districts.

activities from December 2014-February 2015 is posted on our website, and was
mailed/emailed to all members in March.
Please remember to visit the MCA Booth at McLean Day, a community celebration
that has been a McLean tradition since 1915. We would appreciate hearing
directly from you. The event takes place Saturday, May 16 at Lewinsville Park. Our
Teen Character Awards will be presented during the festivities.
Finally, if you have not paid your dues for 2015, it is important that you do so. Please
use the form included in this mailing, download a dues form from the MCA
Webpage at www.mcleancitizens.org, or follow the instructions on our Webpage
for dues payment through PayPal. These dues help the MCA fund mailings and
other activities that are critical to achieving our mission to improve the quality of life
in our area and ensure that local government addresses resident concerns. We
have been the voice of McLean since 1914 and we need the support of all of our
citizens in order to continue to make our voices heard.

President Sally Horn called the meeting to order at 7:30 PM and confirmed that a quorum was
present.
Demitra Matthews, President of the McLean Community Foundation (MCF), reported on the
activities of the MCF over the prior twelve months and introduced the incoming President, Amee
Burgoyne.
Ms. Horn reported the highlights of MCA’s activities over the prior twelve months. First VP Glenn
Harris then summarized the proposed update to the MCAS Bylaws, which were subsequently
approved by the Membership by voice vote.
Mrs. Horn then called on Jim Robertson, Chair of the Nominating Committee, to present the slate of
nominees for the MCF Board of Trustees, the MCA Board of Directors, including officers, Directors
representing Homeowner Associations and Citizen Associations, and at-large members. There
having been no write-in or additional nominations received in accordance with the MCA ByLaws,
the nominees were elected by acclamation by voice vote.
Ms. Horn then introduced the speaker for the Annual Meeting, Dranesville District Supervisor John
Foust, who discussed issues affecting McLean, including the status of downtown redevelopment, the
County’s approved budget for 2015, and transportation, sidewalks and parks.. Following Supervisor
Foust’s remarks and Q and A, the meeting adjourned.

The 2015/2016 Nominating Committee was appointed by the MCA Board of Directors to develop a
comprehensive list of candidates for the McLean Citizens Association Board of Directors for oneyear or two-year terms; and for the McLean Community Foundation Board of Trustees for three-year
terms, all starting in June 2015. Members of the Nominating Committee are:

The committee met in formal sessions on March 26, April 2 and April 8, plus informally by
telephone and e-mail during the process of developing the slate of nominees.

Committee, for which we are most grateful. We would also like to thank the nominees for their
prompt application submittal, which made our job so much easier.
Attached is the list of MCA and MCF nominees, approved by vote of the Committee on April 12th,
which we are presenting to the Board for consideration in advance of the MCA Annual Meeting to
be held on May 27, 2015.
We are pleased with the slates for both Boards and appreciate the opportunity to contribute to the
