Email: [email protected] Website: www.mesams.com PROSPECTUS FOR ADMISSION TO BDS COURSE 2015 I INTRODUCTION 1.1 This prospectus relates to admission to BDS course for the academic year 2015-16 in MES Dental College, Perinthalmanna. 1.2 This Prospectus contains the rules and regulations applicable for selection and admission to BDS Course under management quota in MES Dental College, Perinthalmanna for the academic year 2015-16. This prospectus contains procedure for admission to all such seats to be filled up by the management other than the category of 15% of seats of the sanctioned total intake capacity set apart for the children/dependents of NRIs. 1.3 This Prospectus is subject to modification/addition/deletion as may be deemed necessary by the management of the MES Dental College, Perinthalmanna and will be subject to further orders, if any, passed by appropriate authorities/ Courts of law. 1.4 Total number of seats available for admission to BDS Course in accordance with this prospectus and the categories into which such admission would be made, are given in Annexure I 1.5 Duration of Courses Duration of the Course is 4 ½ years with a compulsory rotating internship of 12 months programme. Internship training will include out reach community programmes and rotation postings of interns in the hospitals/health centres of the Muslim Educational Society. The date of commencement of the Course and the last date of completion of admission process will be as per the time schedule fixed by the Government of India/Dental Council of India/Supreme Court of India. II CRITERIA OF ELIGIBILITY FOR ADMISSION AND SELECTION SCHEDULE 2.1 Nationality:Candidates must be Citizens of India/children or dependents of Non-Resident Indians. The candidates should also satisfy the conditions prescribed in the Prospectus. 2.2 Age: He/she shall complete the age of 17 years on or before 31st December of the year of admission to the BDS Course. 2.3 Qualification / Academic a) Applicants must meet all the requirements stipulated by the Dental Council of India and Kerala University of Health Sciences for admission to BDS course. b) Candidate must have passed in the subjects of Physics, Chemistry, Biology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology at the qualifying examination and in addition must have secured not less than 50% marks in Physics, Chemistry and Biology taken together in the Common Entrance Test (KEAM 2015) conducted by the Commissioner for Entrance Examination, Government of Kerala. In respect of candidates belonging to Scheduled castes, Scheduled Tribes or other backward classes the marks obtained in Physics, Chemistry and Biology taken together in qualifying examination and competitive entrance examination be 40% instead of 50% as stated above. 1 Note: i. Rounding off of the percentage of marks to the nearest whole number is not permitted. ii. Candidates who have passed their qualifying examination from authorities other than the State of Kerala shall produce the certificate of recognition and equivalency of the qualifying examination from the Kerala University of Health Sciences. iii. Candidates should possess certificate of good conduct and character issued from the institution last studied. 2.4 Reservation MES Dental College, Perinthalmanna is a Muslim minority institution conferred by National Commission for Minority Educational Institutions, Government of India under section 2(g) of the National Commission for Minority Educational Institutions Act 2004. Hence 50% of the total intake are reserved for candidates belonging to Muslim Community. Candidates claiming reservation should invariably produce community certificate obtained from the Revenue authorities concerned and other documents as mentioned in Annexure I to prove the claim. If sufficient candidates are not available for seats reserved for management community, candidates from general category will be considered. 2.5 Schedule of Selection and Admission 1. Last date for filling up of vacant seats from the published list 23-09-2015 III - 12-06-2015 25-06-2015 17-09-2015 HOW TO APPLY 3.1 Application Forms The Application form and Prospectus will be available and can be downloaded from the official website of the College ’www.mesams.com’. Candidates seeking admission to the course can apply in the online application form provided in the above website of the College. The filled-in application shall be submitted along with all the required certificates and a Demand Draft for a sum of Rs. 1,000/- (Rupees One thousand only) drawn in 2 favour of The Director, MES Dental College”, payable at Perinthalmanna to the Director, MES Dental College, Perinthalmanna, as prescribed in Clause 3.3. Application forms and the Prospectus will not be available from the Office of the College. (b) Step wise procedure on how to apply using Online Application Form: 1. The candidate has to visit ’www.mesams.com’ where he/she can find the link ‘BDS Admission 2015’ for submitting his/her application. 2. The candidate will be directed to another page where he/she should click the link ‘Apply Online’. 3. The candidate has to upload his/her photograph and click “Proceed” to view the online application form. 4. Fill the application form completely on-line. 5. If the candidate is fully sure that the data entered are correct in all respects, he/she has to click a ‘Submit’ button placed below a ‘Declaration’ by the candidate. The declaration is meant to state that all details entered by the candidate are true and no corrections will be requested for in future. Some preliminary validations on the data entered will be done during this stage. If the validation is not cleared, the candidate will have to look into all the errors shown in the page and correct it, otherwise, the candidate can click the ’Confirm’ button and save his application or click Cancel button to Edit. Once the ’Confirm’ button is clicked, the application will be saved and the candidate will be directed to another page where facility for printing his/her application will be available. The ‘Application number’ of the candidate will also be displayed in the page. The candidate is instructed to note down the application number for further correspondence with this office. The candidate will not be able to edit/modify/correct his application, once the ’Confirm’ button is pressed. If any of the details submitted are found incorrect, the candidature of the candidate will be cancelled. 6. Take the printouts of the Application Form by clicking on the links provided. (This is very important). 7. In the printout of filled-in application form, affix passport size photograph in the space provided and attach necessary certificates as mentioned in clause 3.3 and a Demand Draft for a sum of Rs. 1,000/- (Rupees one thousand only) drawn in favour of The Director, MES Dental College”, payable at Perinthalmanna. 8. In the application, the candidate has to put his/her signature wherever necessary and send the same to the The Director, MES Dental College, Palachode: P.O, Perinthalmanna, Malappuram-679338 before the time and date notified above. The application submitted by the candidates should be complete in all respects and the certificates produced after the last date of receipt will not be considered under any circumstances. Late and defective applications will not be considered under any circumstances. 3.2 Fee Structure Annual Tuition Fee : Rs. 4,14,000/- Note: a). Tuition fee for the first year shall be paid at the time of admission. The candidate must furnish bank guarantee for tuition fee for the subsequent years, at the time of admission. 3 b). Fees prescribed by the University/other statutory bodies (like exam fee, registration fee, etc.) and caution deposit shall be paid in addition by the students in actual from time to time. c). Besides tuition fees, caution deposit, Hostel & Mess fees will have to be paid extra. 3.3 Submission of Application form: The Application form and the following documents in proof of the details/ information furnished in the application shall be submitted to “the Director, MES Dental College, Perinthalmanna, Palachode: P.O, Malappuram District 679338, so as to reach the same to the addressee before 5 pm on or before 20-06-2015 in addition to the submission of application online. The management shall not be responsible for any postal / courier delay. - SSLC or equivalent certificate in proof of date of birth. - Mark list at the qualifying examination. - Admit card of the KEAM-2015 - Result/Score Card of the KEAM-2015 - Pass certificate of the qualifying examination. - Eligibility/equivalency certificate obtained from the Kerala University of Health Sciences by candidates who have passed the qualifying examination from authorities other than the State of Kerala / CBSE / ISCE. - Course and conduct certificate from the Institution last attended. - Community certificate issued by competent authority by those who claim the benefit of reservation. - Non-creamy Layer certificate issued by competent authority by those who claim the benefit of reservation. - Income certificate issued by the competent authority. - Certificate in original by candidates who claim the benefit of community/group under clause 2.4 - Undertaking in stamp paper worth Rs.500/- in the form given in Annexure II agreeing to pay the fees fixed and to produce bank guarantee at the time of admission. - Any other document/ certificate required to be produced with the application. Note: All certificates/documents to be produced for admission shall be attested by a Gazetted officer/head of the institution where the student had studied 3.4 It is the responsibility of the candidates to check carefully whether all the columns in the application form are filled in and signed, all details are furnished in the relevant columns in the application and all the documents, copy or original as required to be produced along with the application, are enclosed. 3.5 Application not accompanied by documents in proof of claims made therein and the documents mentioned at clause 3.3 above will be summarily rejected without further intimation. Documents/ Certificates furnished after submission of the 4 application will not be entertained under any circumstances. No opportunity will be given to incorporate any details or document after the submission of the application. IV PROCEDURE OF SELECTION 4.1 Preparation of common Merit list and Allotment of Seats Admission will be only on the basis of inter-se merit determined by adding marks obtained in the KEAM-2015 examination and marks obtained for Physics, Chemistry and Biology in the qualifying examination. The marks of the KEAM-2015 and Qualifying examination will be apportioned in the ratio of 50:50. The marks obtained in the qualifying exam will be subjected to the normalisation process as explained below: This process will be done taking into consideration only the marks of those candidates who apply pursuant to this prospectus. The marks obtained by the students in the relevant subjects in the qualifying examination conducted by various boards or authority shall be equated with the marks obtained by the students in the same subjects in the qualifying examination conducted by the Director of HSE, Kerala, by adopting the method of normalisation. Explanation:- Under the method of normalisation, the highest mark obtained by the students of various Boards in each subject shall be equated to the highest mark obtained by the students of the Kerala Higher Secondary Examination in that subject and the relative marks obtained by other students in that subject shall be determined accordingly. Illustration: If the highest mark secured by the student of the Kerala state HSE, in Physics is 100 and the highest mark secured by a student of any other Board in the same subject is 90, both the highest marks will be considered to be equal to 100. If a student of the other board secures 60 marks in Physics when the highest mark in Physics in the same board is 90, the 60 marks will be considered to be equal to 66.66 marks as arrived at below: 100 X 60/ 90 = 66.66% Those candidates, who have appeared for the qualifying exam of any state other than Kerala, will be treated at par with those students who have passed the Higher Secondary Exam of this state. Note: 1. If the marks of the KEAM-2015 are not available to prepare a rank list of applicants as detailed above, then the rank list will be prepared based on the rank list of KEAM-2015 alone. 2. In the event of sufficient number of qualified candidates from the CEE KEAM-2015 rank list, who have applied for management quota seats in this institution, are not available, candidates will be admitted on the basis of marks obtained in the All India medical entrance examination 2015 and followed from such other examinations held at national/state level as per DCI norms for the Academic year 2015-16. 5 4.2 Publication of rank list and Allotment of Candidates: Rank list of candidates prepared as per clause 4.1 above will be published on the website of the College. Allotment will be made online through the website of the College. Selected candidates will not be intimated by post. Therefore, they are advised to visit the website of the College www.mesams.com regularly for latest information. Note: The website is updated regularly and candidates are advised to visit the official website of the College regularly for updating information. 4.3 Furnishing of false information: Furnishing of false information/particulars would result in the forfeiture of the candidature as well as cancellation of admission to the course, if admitted, and in addition, will attract the relevant provisions of criminal law of the land. V ADMISSION 5.1 The Managements will have the right to deny admission to any applicant, if it is found that their character and antecedents are found to be questionable on genuine grounds. In such cases, the reasons for the same will be recorded and communicated to the student concerned. 5.2 Candidates are advised to visit the website of the college www.mesam.com regularly for announcements and instructions, and to appear for admission as notified therein. No separate communication will be sent in this connection. 5.3 Selected candidates shall take admission at the appointed time and date in the college after paying the tuition fee and other fees to be paid, failing which the offer of admission will stand cancelled. Candidates who get allotment shall appear before the Principal of the College and take admission at the appointed time and date and remit admission fee and special fees for the first year. They shall also produce the following documents in original at the time of admission before the Principal of the College: a. Admit card of the KEAM-2015. b. Result/Score Card of the KEAM-2015. c. Mark list at the qualifying examination. d. Pass Certificate of the candidate at the qualifying examination. e. Document (School Record viz: SSLC or equivalent) of the candidate to prove his/ her date of birth. f. Eligibility/equivalency certificate obtained from the Kerala University of Health Sciences by candidates who have passed the qualifying examination from authorities other than the State of Kerala / CBSE / ISCE. g. A Physical Fitness Certificate in the format given in Annexure III obtained from a Medical Officer in Government Service not below the rank of Assistant Medical Officer. h. Course and conduct certificate from the institution last attended. i. Transfer certificate (TC) from the institution last attended. j. Community certificate issued by competent authority by those who claim the benefit of reservation. 6 k. Non-creamy Layer certificate issued by competent authority by those who claim the benefit of reservation. l. Income certificate issued by the competent authority. m. Originals of other certificates, the copies of which are enclosed with the application form. n. Document/ certificate required in proof of any benefit claimed in the application form. o. Two stamp papers of Rs.500/- denomination each to be purchased in name of candidate if he/she has completed 18 years of age at the time of admission. Otherwise stamp papers are to be purchased in the name of parent. p. Passport size colour photo (150x200 pixels, displaying name and date of birth of candidate at the bottom) - 10 nos. q. Bank guarantee from a nationalized/scheduled bank for the amount of tuition fee to be paid for the 2nd, 3rd, 4th and 5th year of the course. (format given in Annexure V) r. Undertaking in Annexure IV. s. Any other document/ certificate required to be produced. Note: Candidates will not be given any extension of time to produce the original documents/certificates and or for payment of fees including interest free refundable deposit or for production of bank guarantee. 5.4 Cancellation of admission/Refund of Fees (i). No request for refund of fees received within a period of thirty days prior to the date of closure of admission to the BDS course fixed by the Dental Council of India will be entertained. Refund of fees will be applicable only to students who leave the College on or before thirty days before the last date for closing of admission for BDS fixed by the Dental Council of India. The refund will be made within thirty days of the receipt of request thereof. (ii). If any candidate discontinues the course or leaves the Institution within a period of thirty days before the closing of admission in the 1st year or discontinues the course/leaves the institution in the subsequent years, he/she is liable to pay the fees for the remaining years i.e. fees for the whole course. In such cases Transfer Certificate and other certificates will be issued only after payment of all dues including the fees for the remaining years. (iii). In addition to the above, such students will have to pay hostel, mess and other fees proportionately for the period they remained on the rolls of the college. For the purpose of calculations of proportionate recovery part of a month will be considered as a full month. 5.5 Ragging Important : According to the Kerala Prohibition of Ragging Act, 1998, ‘ragging’ means doing of any act by disorderly conduct to a student of an educational institution, which causes or is likely to cause physical or psychological harm or raising apprehension or shame or embarrassment to that student and includes teasing or abusing or playing practical jokes or causing hurt to such students or 7 asking a student to do any act or to perform something which such student will not in the ordinary course be willing to do. All institutions will have to abide by the directives of the Honourable Supreme Court of India, dated May 16, 2007 in SLP No.(s) 24295 of 2006 University of Kerala Vs Council, Principal’s, College, Kerala & Ors [with SLP (C ) No.24296-99/2004 & W.P.(Crl) No.173/2006 & SLP (C ) No.14356/2005] and the recommendations approved by the Honorable Supreme Court of India for effective prevention of ragging in educational institutions. In case, the applicant for admission is found to have indulged in ragging in the past or if it is noticed later that he/ she indulged in ragging, admission may be refused or he/ she shall be expelled from the educational institution. Each of the student of the institution and his/ her parents, or guardian are required to submit a combined undertaking at the time of registration/ admission in prescribed format available in Annexure IV which is mandatory for registration/ admission. Such an undertaking shall be submitted before the commencement of every academic year. An undertaking similar to the above shall be submitted every year by the student who is admitted to the hostel. IX. SERVICE BOND All the students admitted in the College will execute a bond to the effect that they will serve the Institution for a period of One year as Junior Resident/Tutor/Demonstrator at the rate prevalent in the Government Dental Colleges after successful completion of the course. X. GENERAL a) No TA or other allowance will be paid for any purpose connected with Selection and Admission. b) All candidates who are selected for admission should get themselves vaccinated against Hepatitis before admission. A certificate to this effect will have to be produced at the time of admission/before commencement of the course. c) Medium of instruction will be English. d) Any other matters not specifically covered in this Prospectus shall be decided by the management of the MES Dental College, Perinthalmanna and the decision of that authority shall be final and binding on all concerned. XI. REDRESSAL OF GRIEVANCES Any grievances/ complaints regarding selection and admission can be brought to the notice of the management of the MES Dental College, Perinthalmanna within 24 hours of occurrence of the grievance. Community and Nativity Certificate issued by the competent authority shall be produced in proof of the claim. 7. Seats will be allotted on the basis of inter-se-merit to applicants among the inmates of orphanages in Kerala provided that the student has been an inmate in an orphanage continuously for a minimum period of 5 years. Letter in Original from the Secretary of the respective Orphanage with the endorsement of the respective District President of MES shall be produced to prove the claim. Such students are exempted from paying tuition fee for the entire course period and a stipend at the rate of Rs.3,000/-per month will be paid subject to the academic performance of the candidate. 10. Seats will be allotted on the basis of inter-se-merit to the applicants who studied not less than 5 years in the Campus School of MES Medical College. Letter in original from the Principal of the School shall be produced to prove the claim.
