9. Mission Statement:
The Middletown Township School District, in partnership with our historically and culturally rich
community, provides students with a rigorous and relevant education, in conjunction with the New
Jersey Core Curriculum Content Standards and the National Common Core Standards that
motivates them to recognize and develop their full potential as responsible citizens in a dynamic
global environment.
10. Code of Ethics for School Board Members (Statute 18A:12-24.1):
• I will uphold and enforce all laws, state board rules and regulations, and court orders pertaining
to schools. Desired changes should be brought about only through legal and ethical procedures.
• I will make decisions in terms of the educational welfare of children and will seek to develop and
maintain public schools which meet the individual needs of all children regardless of their ability,
race, creed, sex or social standing.
• I will confine my board action to policymaking, planning, and appraisal, and I will help to frame
policies and plans only after the board has consulted those who will be affected by them.
• I will carry out my responsibility, not to administer the schools, but, together with my fellow
board members, to see that they are well run.
• I will recognize that authority rests with the board of education and will make no personal
promises nor take any private action which may compromise the board.
• I will refuse to surrender my independent judgment to special interest or partisan political groups
or to use the schools for personal gain or for the gain of friends.
• I will hold confidential all matters pertaining to the schools which, if disclosed, would needlessly
injure individuals or the schools. But, in all other matters, I will provide accurate information
and, in concert with my fellow board members, interpret to the staff the aspirations of the
community for its schools.
• I will vote to appoint the best qualified personnel available after consideration of the
recommendation of the chief administrative officer.

11. Moment of Silence
• Susan Turner, retired Middletown High School North teacher, passed away on March 31,
2015. Ms. Turner retired in 2010 after 8 years of service.
•
Edith Thorne Lentz Nowels passed away on April 3, 2015. Mrs. Nowels was the first
employee and secretary of the Middletown Chamber of Commerce and later worked in the
Middletown Board of Education Administrative Offices. Mrs. Nowels played an
instrumental part in the organization of the movement of the Battle of Bulge Monument
from Fort Monmouth to Thorne Middle School, which is named after Edith's brother,
Horace ‘Buddy’ Thorne.
12. VOTING MEETING: Public Hearing and Adoption of the 2015-2016 School District Budget
1) Presentation of Final 2015-16 School Year Budget
2) Open to the Public
3) Resolution to Adopt Final 2015-2016 School Year Budget and Tax Levy:
WHEREAS, the Middletown Township Board of Education adopted a tentative
budget on March 18, 2015 to be submitted to the Executive County
Superintendent of Schools for approval, and
WHEREAS, the tentative budget was approved by the Executive County
Superintendent of Schools on April 1, 2015 and
WHEREAS, the tentative budget was advertised in the legal section of the Asbury
Park Press on April 16, 2015; and
WHEREAS, the tentative budget was presented to the public during a public
hearing on April 28, 2015; and
Capital Reserve Account Withdrawal
WHEREAS the Middletown Township Board of Education requests the approval
a capital reserve withdrawal in the amount of $1,300,000. The district intends to
utilize these funds for the following projects:
• District wide security systems upgrades - $900,000
• Elevator rehabilitation/replacement – various buildings - $100,000
• Flooring repairs/replacements, bathroom and other upgrades – various
buildings - $260,000
• Improvements to High School North varsity baseball field - $40,000

NOW THEREFORE BE IT RESOLVED that the budget be adopted for the 20152016 School Year using the 2015-2016 state aid figures and the Secretary to the
Board of Education be authorized to submit the following adopted budget to the
Executive County Superintendent of Schools in accordance with the statutory
deadline:

Travel and Related Expense Reimbursement 2015-2016
WHEREAS, the Middletown Township Board of Education recognizes school
staff and Board members will incur travel expenses related to and within the
scope of their current responsibilities and for travel that promotes the delivery of
instruction or furthers the efficient operation of the school district; and
WHEREAS, N.J.A.C. 6A:23A-7.2 et seq. requires Board members to receive
approval of these expenses by a majority of the full voting membership of the
Board and staff members to receive prior approval of these expenses by the
Superintendent of Schools and a majority of the full voting membership of the
Board; and
WHEREAS, a Board of Education may establish, for regular district business
travel as defined in NJAC 6A:23A-1.2, which includes attendance at regularly
scheduled in-State county meetings, Department or Association sponsored events
or in-State professional development activities for which the registration fee does
not exceed $150.00 per employee or board member, where prior Board approval
shall not be required unless the annual threshold for a staff member exceeds
$1,500 in a given school year (July 1 through June 30); and
WHEREAS, the Middletown Township Board of Education established $150,000
as the maximum travel amount for the current school year (2014-2015) and has
expended $127,096.27 as of this date; now
THEREFORE, BE IT RESOLVED, the Board of Education approves travel and
related expense reimbursements in accordance with N.J.A.C. 6A: 23A-7.3, to a
maximum expenditure of $175,000 for all staff and board members for the 20152016 school year.

RESOLVED, that the amount required for school purposes in the school district
of Middletown Township, County of Monmouth for the 2015-2016 school year is
$137,004,630 and is required to be levied for local school district purposes.

Do hereby proclaim Tuesday, May 5, 2015 as
National Teachers’ Day
I urge that we take time to recognize and acknowledge
the impact of teachers on our lives.
6) Approval of Proclamation – School Nurse Day
Whereas, children are the future and, by investing in them today, we
are ensuring our world for tomorrow; and
Whereas, all students have a right to have their health needs safely
met while in the school setting; and
Whereas, children today face more complex and life-threatening
health problems requiring care in school; and
Whereas, school nurses have served a critical role in improving public
health and in ensuring student’s academic success for more than 100
years; and
Whereas, school nurses are professional nurses that advance the wellbeing, academic success, and life-long achievements of all students by
serving on the frontlines and providing a critical safety net for our
nation’s most fragile children; and
Whereas, school nurses act as a liaison to the school community,
parents, and health care providers on behalf of children’s health by
promoting wellness and improving health outcomes for our nation’s
children; and
Whereas, school nurses support the health and educational success of
children and youth by providing access to care when children’s
cognitive development is at its peak; and
Whereas, school nurses are members of school-based mental health
teams; and
Whereas, school nurses understand the link between health and
learning and are in a position to make a positive difference for
children every day,
Now, THEREFORE, I, Amy P. Gallagher, on behalf of the
Middletown Board of Education as the Board Secretary, do hereby
proclaim Wednesday, May 6, 2015, as “School Nurse Day” in the
Middletown Township Public Schools.

7) Approval of Proclamation – Special Education Week in New Jersey
Whereas, for the 30th consecutive year,
The New Jersey School Boards Association is sponsoring
Special Education Week in New Jersey;
Whereas, we recognize the achievements of students with disabilities
and their teachers;
Now, therefore, I, Amy P. Gallagher,
Serving as the Board Secretary,
And on behalf of the Middletown Board of Education,
Do hereby proclaim May 10 – May 16, 2015 as
Special Education Week in New Jersey;
8) Approval of Proclamation – Administrative Professionals’ Day
Wednesday, April 22, 2015, has been designated as
Administrative Professionals’ Day; and
WHEREAS, school and department administrative professionals
are responsive to the well-being of students, professional personnel,
support personnel, parents, and the community; and
WHEREAS, The Middletown Township Board of Education wishes
to publicly recognize the contributions that school and department
administrative professionals make to the educational process in our
district; now
THEREFORE, BE IT RESOLVED,
That the Middletown Township Board of Education hereby
recognizes April 22, 2015 as Administrative Professionals’ Day
and expresses deep appreciation to the administrative professionals
for their unselfish service to schools, departments, and the
community.
C. Report of the Superintendent
1) Recommend approval of final 2014-15 School Calendar – Attachment SuptRpt-1
2) Recommend approval for Alyssa Giese, Doctorate candidate at New York
University, to conduct a research study with ELA teachers and students at our
middle schools. The purpose of this study is to investigate how teachers can
effectively teach students argumentation skills in small group academic
discussions. Participation is voluntary.
3) Recommend approval for acceptance, with great appreciation, of a donation from the
Bayshore Middle School Parent Teacher Organization. The gift of an electronic
marquee, valued at $18,530, is intended for Bayshore Middle School.

1) Approval of adoption of 457(b) deferred compensation/retirement plan for
participation by the employees of the Middletown Township Board of
Education
2) Authorization of contractor for 457(b) deferred compensation/retirement plan:
Whereas, the Middletown Township Board of Education
(herein after referred to as the “Employer”) by resolution
adopted a 457(b) Plan (hereinafter referred to as the “Plan”) effective May 1,
2015 for the purpose of making available to eligible employees an eligible
deferred compensation plan as defined in Section 457 of the Internal
Revenue Code of 1986, as amended, and further authorize AXA Equitable
Life Insurance Company to offer investment funding vehicles for said Plan.
NOW, THEREFORE BE IT RESOLVED, that the Employer hereby
authorizes Contractor named above to offer funding vehicles for said Plan
named above.

services contract with Lors Photography for high school photos for the 20152016 school year.
