SCHOLARSHIPS – 2016
UNDERGRADUATE AND POSTGRADUATE STUDIES
INFORMATION FOR APPLICANTS
This information aims to provide applicants with guidance on approved processes to be used by
the Training and Scholarships Coordination Unit (TSCU), to screen and shortlist eligible
applicants. The National Scholarship and Training Board (NSTB) will use this information to
select awardees to commence studies in 2016.
Funding support for the 2016 scholarships will be provided by the Governments of Vanuatu, New
Zealand, France and other interested donor partners. Bilateral scholarships are also offered by
other Governments and are made available throughout each individual country’s fiscal year.
Information on these bilateral training facilities will be communicated to the public through the
media.
In corporation with the Government of Vanuatu, the Government of Australia and the Government
of New Zealand also supports a number of scholarships that meets Vanuatu’s national priorities.
Interested applicants will need to contact the Australian High Commission and the New Zealand
High Commission for further details on application processes.
Vanuatu’s scholarships program aims to provide opportunities in a broad range of study fields that
support economic outcomes and focused on improving the livelihood of citizens. The revised
Priorities and Action Agenda 2006-2015 has as its vision a, ‘Just, Educated, Healthy & Wealthy’
Vanuatu. Recognizing that human capital is its most important resource, the Government seeks to
build a cadre of qualified graduates to address the country’s challenges and improvements in its
development efforts that meet the national vision.
The Government will select scholarships under an amended quota in three main categories being:
 Students-80%
 Public sector-15%
 Private sector-5%
Provided that there are sufficient applicants of merit in each pool, there will be a flexible
allocation among the three categories.

ELIGIBILITY CRITERIA
The National S chol arshi p and Trai ni n g Bo ard will select and award scholarships to
candidates who must meet the following criteria:



Must be a citizen of Vanuatu.
Applicants must satisfy the admission requirements of their institution.
Applicants must not have a criminal record, or pending case at the time of application.
The following minimum requirements for two categories will apply:
1. Undergraduate Studies (Certificate/Diploma/Degree)

Year 13 South Pacific Form Seven (SPFS) Applicants - Must have completed or
expected to complete the South Pacific Form Seven Certificate with B grades and above in
4 subjects relevant to their proposed field of study, including English and / or
Mathematics.

Year 14 Francophone Lycee LAB/AUF Applicants – Must have Completed or expected
to complete Year 14 DAEU by end of 2014 at Lycée Louis Antoine de Bouganville or
Agence Universitaire de la Francophonie, with an average passing grade of 14/20 or above,
including French with average pass or above of 14/20, and / or Mathematics.

USP Foundation / Applicants Program – Must have successfully completed 7 or more
foundation units with B or higher grades in 4subjects, including English and / or
Mathematics. If the applicant has not achieved B or higher grades in 4 foundation subjects
then they will be required to complete at least 4 degree courses in their undergraduate field
of study, at the time of application with B or higher grades.

Distant and Flexible Learning (DFL) Applicants Program - Must have successfully
completed the University entrance courses and completed all first year degree with B
grades or 14/20 average pass or above in relevant field of study.

Lycee Francaise de Port Vila / Noumea Applicants–Must have completed or expected to
complete successfully the French Baccalauréat (Year 13) including French and
Mathematics at Lycée Francais with at least 14/20 average pass or above.
Note:
Graduates from the Vanuatu Institute of Technology (VIT), Edwards
Computer Foundation (ECF) and other in-country post-secondary
training providers that meet the Vanuatu Qualifications Framework
requirements must have completed and met the minimum
requirement for the USP Foundation Program to be considered for
scholarships. Vanuatu Institute of Teacher Education (VITE)
graduates must have engaged in full-time employment for at least
three years in teaching.

2. Post Graduate Studies (Post Graduate Certificate/ Master/ Doctor of
Philosophy)

Must have successfully completed a Bachelor’s degree/Licence with at least 5 years of
work experience.

Exceptionally academically talented (A grades) undergraduate students may be considered
for post graduate studies on a case-by-case basis.

Must have a written statement that is strongly supported by his/her employer with clearly
aligned study aims to Vanuatu’s priorities and employer’s organisational needs.

SUPPORTING DOCUMENTS
Applicants are required to attach the following documents that are applicable to them
with the SCHOLARSHIP APPLICATION FORM - 2015.
1. Certified copy of your Birth Certificate (SECTION A – Question 4)

3. Letter of agreement from your partner (SECTION A - Question 8)
4. Copy of your suspension or termination letter or other documents justifying your
reason for not completing your study (SECTION D – Question 26)

6. A letter from your current institution confirming your enrolment at the institution

A statement in no more than 1 page (A4 Size Paper), outlining your goals and

9. Please attach a letter of recommendation from your organisation if you are
currently employed (SECTION G – Question 36)
 Public Service applicants must complete and attach, PSC Form 5-2, and
are required to get written approval from their Head of Department and
the Public Service Commission.
 Teaching Service Commission applicants are required to get written
approval from the Head of Department and the Teaching Service
Commission.

Police Service Commission applicants are required to get written
approval from the Head of Department and the Police Service
Commission.

SELECTION PROCESS
The National Scholarship and Training Board (NSTB) will select scholarships awardees in a fair
and transparent manner according to the Scholarship Eligibility Criteria. Interested applicants
must carefully examine the Eligibility Criteria before applying for a scholarship.
In order that the scholarship meet the most urgent training needs for the development of Vanuatu,
priority will be given to applicants who apply to study in the areas specified in the Eligibility
Criteria.
The Training, Scholarships Coordination Unit (TSCU) provides day to day management of the
Vanuatu Government’s scholarships program. The TSCU will receive all application forms, record
dates received and input details into the student information database.
The National Scholarship and Training Board (NSTB) will determine whether your application
has met the Eligibility Criteria Only short-listed applicants will be informed if their
application for a scholarship has been successful.
The scholarship application process is illustrated below:
Applicants complete scholarship application form
and submit to TSCU by 30th May 2015

TSCU records submission date and enters
information on the students details in the student
information database

Only shortlisted applicants will be notified in writing,
by the Director responsible for Scholarships.

Shortlisted candidates will be required to submit
additional information requested in the shortlisted
letter to TSCU.

Students depart to various study institutions.
Orientations are offered to all students before
school starts. TSCU manages and monitors
awardees academic progress, behavior and social
welfare and keeps NSTB updated.

TSCU prepares submissions for NSTB consideration

NEC determines successful shortlisted applicants.
Interviews may be conducted to achieve quality
candidates

TSCU seeks institution placements. Upon
confirmation of placement by institution, the Director
responsible for scholarship will issue award offer
letters to successful Applicants.


SELECTION CRITERIA
The NSTB is responsible to undertake a fair, transparent and merit based selection of candidates
for the award of scholarships.
The NSTB will consider and award scholarships in line
with the following main criteria:

Applicants demonstrate exceptional academic records and ability to perform at a higher
institution

Can demonstrate that their program of training will contribute to development outcomes of
Vanuatu

Applicant demonstrate high level of leadership attributes

Applicants (mature applicants only) relevant experience with a strong support from
employer and can contribute to their workplace on their return.
ADMISSION COUNTRIES

Scholarship awardees will be oriented for admission into South Pacific regional institutions
in Fiji, New Caledonia, Samoa, Papua New Guinea and Vanuatu.

The NSTB will not select students to institutions in the Philippines.

The NSTB may consider where merit and costs determine for placements at
institutions limited to New Zealand or Australia. Candidates selected to study in these
areas are required to undertake the IELTS to assess competence. The USP Emalus
administers this test in June and individuals are encouraged to seek further advise from the
USP administration.
VANUATU AWARDS ENTITLEMENT
Candidates on fully funded Vanuatu Government scholarships award will be provided the
necessary support to enable them complete their program within the minimum required time. This
may include, but not limited to the following entitlements;







Return travel via the most economical route
Establishment allowances (a one-off payment to new students only)
Tuition fees paid directly to the study institution
Living allowances
Accommodation and meals depending on institution of study
Additional tutoring or medical costs
Mandatory field costs for students undertaking research or practical experiences.

It is important to note that scholarships will only be given to applicants based on merit. The
Government supports equal opportunity for gender.
