FRIDAY, JANUARY 24, 2014 PAGE 2B Cattle and Beef Markets Surge Higher By Wes and Sharla Ishmael You figured it had to be coming—crossing some unseen and unknown threshold from enough beef supply to supplies limited enough to attract substantially more money— but the run in beef prices since the first of the year is extraordinary. Since the week before Christmas, live prices for cash fed cattle have increased $12/cwt. from $141 to $144.40/cwt. the second week of January. Dressed prices had increased more than $20. Choice beef cutout values increased nearly $30/cwt. in the same time period. “The run up in prices has been attributed to the possibility that packers had not lined up enough cattle ahead of the holidays to maintain sufficient supplies of beef to meet the demand,” reckoned analysts with USDA’s Economic Research Service in the January Livestock, Dairy and Poultry Outlook. “Other reasons included the weather-related disruptions in transporting cattle between feedlots and packing houses.” More than anything, though, it’s simply supply. As Andrew P. Griffith, University of Tennessee agricultural economist noted in his weekly market comments January 17, “The short supply of beef that has been discussed for many months and the run up in prices that has been expected has finally come to fruition. In the past two weeks, Choice beef prices have increased $29.48 (cwt.) while Select prices have increased $31.58. The oddity is that beef prices generally struggle immediately following the holiday season and they have done nothing but escalate and it has happened at a maddening pace.” A week earlier, Griffith noted, “The large positive movements in the cutout prices is quite surprising considering restaurants and grocery store business was sure to slow down during the week due to freezing temperatures. There was much chatter earlier in the week how changes were made to the calculation of the cutout prices, which essentially increased the cutout price by $2 compared to the previous week if no price changes occurred for particular meat cuts…. However, the change in the cutout price calculation is not what has SOUTHERN LIVESTOCK STANDARD caused prices to climb the mountain.” All the while, calf and feeder cattle prices, by and large, have continued the upward trek that began last fall. Looking Ahead “Cattle prices were record-high in 2013 with tight supplies finally becoming the dominant market force instead of drought and surging feedstuff costs taking center stage,” explained analysts with the Livestock Marketing Information Center (LMIC) at the end of December. “Calendar year 2014 is forecasted to bring more record highs. But the lesson of the last two years is that high prices don’t always mean profits. Feedlot closeouts gushed red ink until the last few months of 2013. Even at 11, Hubbard knew the reputation of the man he now hunted – a hard-drinking, hard-hearted shootist said to have slain 42 men before spending 17 years in prison at Huntsville for killing a sheriff’s deputy in Comanche County in 1874. While behind bars, with nothing but time on his hands, John Wesley Hardin read the law. Soon after his release in 1894, he passed the bar exam. For a time, Hardin represented clients in Gonzales. He also married a 15year-old girl and tried to stay off booze. But the bloom soon faded from the rose of romance. Seeking a fresh start, Hardin took the train from San Antonio to mountainflanked El Paso. With plenty of cross-country railroad traffic, the border town enjoyed a robust economy. Beyond that, the City at the Pass had no shortage of thriving saloons, gambling houses and brothels. In other words, it was a targetrich environment for a man like Hardin, a fellow equally comfortable standing before the bar of justice or leaning again the other type of bar. Hubbard found Hardin inside the Acme Saloon on El Paso’s once notorious San Antonio Street about 2 p.m. that summer day. Hardin had just raised a glass to his lips when he saw the boy approaching with a telegram in his hand. “He put the glass down when I came up to him,” Hubbard recalled years later. “Evidently he drank all afternoon that day.” Hardin may have been in his cups, but he comported himself like a Southern gentleman. After the boy handed him the sealed envelope containing the message, the 42-year-old killer reached into his pocket and gave Hubbard a dime. He also offered the kid a little free guidance: “Son, don’t ever do this.” By “this” Hardin presumably meant hanging out in saloons, getting drunk and shooting craps. It could be inferred that his admonition also extended to shooting men. Hubbard thanked Hardin and went back to work. In turn, Hardin went back to drinking. The next time the messenger boy saw Hardin, he lay in a coffin on public display. That night, bad blood between Hardin and El Paso Constable John Selman, Sr. ended with the SOUTHERN LIVESTOCK STANDARD spilling of Hardin’s blood. Before the semi-reformed outlaw could get off a shot, Selman put a bullet through his head. Just for good measure, the constable shot him three more times as he lay on the saloon floor. Some contended Selman had back-shot Hardin as he threw a set of dice and pronounced, “Four sixes to beat.” Others said it looked like Hardin had been going for his six-shooter and that Selman shot him in the face in self defense. As published by the El Paso Times, here’s part of what Selman said: “About 11 o’clock, I came into the Acme Saloon to take a drink with Mr. Shackelford. Shackelford said…not to go to getting drunk. I told him I would not get drunk for I expected trouble. That Hardin had said he would make me…[having to do with a natural bodily process on the part of a startled coyote] and if he tried it he’d have to fight. Quail are an important game species, but they are one among many other grassland birds whose populations share the same downward population trend. Investments in quail research and educational efforts will benefit quail while also providing information on a wider range of game and nongame species. Dr. Jim Cathey, AgriLife Extension wildlife spe- cialist and project leader for the quail decline initiative, has just released a limited call for research proposals to identified quail researchers across Texas. The proposals that are funded are intended to produce results that help better understand the causes of these population declines and how to provide remedies. Areas identified for consideration of funding include impacts of parasites, toxins and even various predators that affect quail hatches through maturity, and field work addressing health factors as First Time Consignor! Steele is a firm believer that “good stewardship is one of the keys to improving quail numbers and the Texas Quail Index is a great way for AgriLife Extension agents to interact with landowners in gathering data and assessing how well quail are doing in local areas.” The research, which will be conducted at various universities in the state, is intended to provide support where the research capabilities and focus already exist. Collaboration among all interested parties can do nothing but help in an effort to stop the downward decline of quail populations, officials said. Dr. Larry Redmon, Texas A&M AgriLife Extension Service state forage specialist, told beef producers at the recent Central Texas Cow-Calf Clinic in Milano that 71 percent of the state is abnormally dry. “We are in pretty good shape here in the Brazos Valley, but if you look at the data, about half of the state is in some type of drought conditions,” Redmon said. “This cycle started in 1995. These cycles last 22 to 25 years and we may not be out of this dry cycle until 2020. If you do the math, we’ve still got some potential for dry weather. You might want to be cautious about restocking or buying a bunch of cattle.” Just like the dipstick to check the oil in an automobile, a soil test checks to see what nutrients are present and which are needed to grow forages. He advised producers to have a soil test taken on their pasture, especially with the price of fertilizer. “We can’t do anything about the price of fertilizer, but we can do something about how efficiently we use those nutrients,” Redmon said. “Spend the $10 to get a soil test.” Redmon said if you don’t fertilize Bermuda grass, it takes almost 20 inches of water to produce a ton of grass, but if you properly fertilize you can cut that amount of water almost in half. To protect the grass, Redmon said you must control the weeds and allow sunlight to be captured by the green photosynthetic leaf tissue. For weed control, producers have options such as mechanical control or using herbicides. Mechanical shredding can cost as much as $15.24 per acre, while spraying herbicide is $11.57 per acre using a 30foot boom sprayer. Redmon also advised monitoring winter pastures, urging producers not to let winter grasses create a canopy above warm season grasses. As nighttime temperatures approach 60 degrees, plan on having all winter pasture removed by either grazing or harvesting as hay. Meanwhile, Dr. Davey Griffin, AgriLife Extension meat specialist and professor in the department of animal science at Texas A&M University, gave a virtual video tour of a packing facility. He said as a result of declines in beef cattle numbers, Texas packing plants have “tightened up” on the amount of meat processed, cutting back production schedules. Producers viewed a load of finished cattle arriving at the facility and the many steps to process the carcass into the numerous cuts that make their way to consumers. All carcasses are inspected throughout the process by the U.S. Department of Agriculture’s Food Safety Inspection Service, Griffin said. Though the processing aspect still requires many laborers on the floor, it has become a more mechanized system since there is such high volume to maintain profitability. The U.S. Environmental Protection Agency sets maximum and secondary contaminant levels for drinking water, with the secondary level being a non-enforceable threshold limit dealing mainly with aesthetics or odor, cosmetic or color, and technical effects – corrosiveness, staining, scaling and sedimentation, Chaud-huri said. Water with total dissolved solids concentrations greater than the sec- ondary maximum contaminant level of 500 parts per million can cause substantial damage to plumbing fixtures, he said. Levels above 1,000 and 3,000 parts per million are considered as brackish and moderately saline, respectively. “In our study, we assessed spatial distribution of total dissolved solids in shallow, intermediate and deep municipal wells in nine major aquifers in Texas for the 1960s1970s and 1990s-2000s periods,” Ale said. These studies, however, lacked depth-stratified long-term evaluation of groundwater salinization with specific reference to potable use, Ale said. The objective of this study was to offer a qualitative overview of the spatial, both horizontal and vertical, and temporal extent of groundwater salinization in light of regional differences in hydrochemical processes, or changes to the ambient water composition. Over time, groundwater salinization across the state has become more “structured,” with certain regions showing remarkable consistency in water quality degradation due to a progressive rise in salinity levels, he said. “We identified hot spots of groundwater salinization at shallow depths across vast regions of West Texas in the southern Ogallala, northwestern Edwards-Trinity and Pecos Valley aquifers; intermediate and deep depths in the southern Gulf Coast aquifer; and deep depths in North Central Texas in the Trinity region,” Ale said. Groundwater salinization is a complex process resulting from various natural and human-induced changes of ambient hydrologic conditions, Chaudhuri said. “Interestingly, our study revealed that the causes of groundwater salinization differed across Texas, as reflected by noticeable regional differences in groundwater chemical composition,” he said. (Continued from page 22) saline plumes and playas, evaporative enrichment, hydrocarbon exploration activities and irrigation return flows led to groundwater salinization in West Texas. In contrast, he said, ionexchange processes in the North Central Texas and seawater intrusion coupled with salt dissolution and irrigation return flow in the southern Gulf Coast regions caused groundwater salinization. For both time periods, the highest average groundwater total dissolved solids concentrations in shallow wells were found in the Ogallala and Pecos Valley aquifers, and those in the deep wells were in the Trinity aquifer, he said. In the Ogallala, Pecos Valley, Seymour and Gulf Coast aquifers, about 60 percent of the observations from shallow wells exceeded the secondary maximum contaminant level for total dissolved solids in both time periods, which indicates persistent concern over potable water quality, Chaudhuri said. In the Trinity aquifer, 72 percent of deep water quality observations exceeded the secondary maximum contaminant level in the 1990s-2000s, compared to 64 percent observations in the 1960s-1970s, he said. In the Ogallala, Edwards-Trinity Plateau and Edwards Balcones Fault Zone aquifers, extent of salinization decreased significantly with well depth, indicating surficial salinity sources. Among all the major aquifers of Texas investigated in this study, the Edwards Balcones Fault Zone aquifer appeared to have the “best” potable groundwater quality with the lowest salinity levels and concentrations of major inorganic constituents, Ale said. A major challenge faced during the course of this research was the decreasing number of observations over the years and a lack of adequate spatial representation of groundwater quality data for each aquifer, he said. It was therefore necessary to establish a more intense and “informed” water quality monitoring network, especially for regions FRIDAY, JANUARY 24, 2014 that registered long-standing salinity issues. Ale and Chaudhuri concluded in their study that management strategies to address high salinity issues in the state should be devised based on detailed site-specific analysis of factors influencing groundwater hydrochemical evolution supported by more intensive water quality monitoring and assessment. In this regard, both groundwater and surface water quality monitoring is necessary to establish a detailed water budget and salt mass balance, they said. Domestic well owners should also be encouraged to monitor water quality at regular intervals and be advised about appropriate well-head maintenance and protection strategies. For agricultural regions, mainly in the Ogallala, Seymour and southern Gulf Coast aquifers, appropriate irrigation management strategies, based on local recharge, water-level changes and evapotranspiration, should be developed based on site-specific water and nutrient uptake by the crops and ambient soil quality. Additionally, drought-stressed plant tissue is less able to cope with leaf damage.” Neely said leaf burn on an unstressed plant from cold temperatures may look devastating, but does little damage to yield if the growing points remain healthy. The plant is able to rapidly replace damaged tissue when temperatures warm up sufficiently for growth to resume and adequate soil moisture is available. “But damaged leaves on drought-stressed plants can lead to desiccation and death due to destruction of the growing point,” he said, adding that observations from plots in Bushland, near Amarillo, show severe winterkill in oats, minor damage in barley and little visible damage to wheat plants. “Often, symptoms take time to manifest, so producers may need to wait for a week or more before seeing yellow or necrotic leaves,” Neely said. Other concerns that accompany freeze injury are secondary infections from fungi and/or bacteria, which are more difficult to assess initially, he said. If plant tissue is damaged by cold temperatures, the plant may survive, but damaged tissue creates an entry point for diseases, which can be quite damaging given unfavorable conditions. With the recent weather conditions observed in the High Plains, widespread winterkill is not anticipated at this time; however, isolated pockets are always possible, Neely said. Producers should keep an eye on fields over the next week to look for yellowing. For a better assessment of crop status, producers can dig up damaged plants and put them in a bucket in a warm room, he said. Healthy plants will send up new leaves to replace damaged ones and continue growth. Some damaged plants may green up only to die shortly thereafter due to secondary infections.
