POSITION DESCRIPTION Position Title: WASH Project Officer Duty Station: 3 positions (Nuwakot, Kavhrepalanch, Sindhupalchok) Position Category: Full-time Part-time Salary Level: TBD Current Employee: N/A PROGRAM/DEPARTMENT SUMMARY: On April 25, 2015, a devastating earthquake with a magnitude of 7.8 on the Richter Scale struck Nepal, causing significant loss of life and injuries as well as extensive damage to infrastructure including roads, markets, buildings and water systems. An estimated 8 million people have been directly affected by the earthquake with a death toll reported over 6,000 and many more are injured and displaced. As a result, Mercy Corps is launching a significant response in areas of shelter, food/non-food, water and sanitation programming. GENERAL POSITION SUMMARY: The Project Officer will advance Mercy Corps’ ongoing WASH programming in the target district by assisting the WASH Program Manager in the coordination and project implementation that focus on increasing access to safe water, sanitation services/facilities, and proper hygiene conditions and practices for earthquake affected communities in the target areas. The Project Officer will work closely with Mercy Corps local implementing partner/s in the field, and provide technical assistance and oversight for hygiene and sanitation interventions, and will be responsible for producing key documents and materials, providing support to plan, implement and monitor the communications components of the project that includes hygiene promotion and mobilization. ESSENTIAL JOB FUNCTIONS: 1. Jointly with WASH team, conduct rapid assessment of the target affected areas to determine scope of work, and resource requirements. 2. Assist WASH Program Manager in developing overall and monthly work plans. 3. Assist WASH Program Manager and other senior program team in project monitoring activities and, work closely with the local implementing partners to ensure effective and timely completion of the WASH interventions. 4. Support community mobilization and hygiene promotion activities in the target program area in collaboration with local partners and trained volunteers. 5. Prepare bi-monthly reports to be submitted to WASH Program Manager and District Coordinator; 6. Support in facilitating agency and donor monitoring visits; 7. Support in establishing and maintaining proper project documentation and records, including but not limited to: needs assessments questionnaires, monitoring questionnaires, certificates of vouchers receipts, consolidated list of beneficiaries, photos etc. 8. Participate and represent the organization in field coordination meetings as requested by the WASH Program Manager. 9. Conduct visits to implementation sites including target communities/villages to verify quality and details of sanitation and hygiene promotion interventions. 10. Work closely with Mercy Corps M&E Focal Person/s to help maintain and update village/community level database of beneficiary profiles, needs and project interventions. 11. Work with WASH team to review existing WASH hygiene promotion and water conservation materials and advise on how to improve further, including development of new materials to increase community awareness as well as visibility. 12. Coordinate with M&E team to gather and use existing success stories that highlight Mercy Corps’ interventions for donors. 13. Contribute to Mercy Corps’ activities on social media. 14. Communications ACCOUNTABILITY: SUPERVISORY RESPONSIBILITY: N/A REPORTS DIRECTLY TO: WASH Program Manager and District Coordinator WORKS DIRECTLY WITH: WASH Field Engineer, Project Team, M&E Team KNOWLEDGE AND EXPERIENCE: Bachelor’s Degree in social or natural sciences. Familiarity with the issues of water and sanitation systems in disaster affected settlements, municipal water and sanitation facilities, Minimum of 3 years’ work experience working directly for an NGO or relevant organization in Nepal Demonstrate good expertise in hygiene promotion and behavioral change activities under emergency programs Commitment to local capacity building and the ability to engage local stakeholders in project design and implementation. Demonstrated capacity to collaborate closely with INGOs and national NGOs, CBOs, and User Groups Good organizational and basic project management skills Experience working with IDPs or other vulnerable population required, implementing a WASH project and conducting training is preferred. Proven understanding of Do No Harm principles and methodology with applied experience implementing projects with/for women and girls. The applicants should have good written and verbal English and Arabic skills. Must be computer-literate, particularly in programs such as MS Word and MS Excel. Strong organizational and collaboration skills required, with the ability to work independently and be self-directed, as necessary. Must work well as a member of a team, with willingness to travel throughout Nepal. SUCCESS FACTORS: The successful candidate will be bright, energetic, hard-working and eager to learn. S/he will be attentive to detail and able to carry out assigned tasks in a timely manner and according to a very high standard of quality.
