About the Programme Calendar 2015-16
NIPCCD, ever since its inception
in 1966, has been at the forefront
in undertaking training, research,
consultancy and publication pertaining
to the different aspect of women and
child development. It has emerged as
an elite organization which strives for
ensuring quality systems in training and research.
As Director, it’s my pleasure to provide you with insight into what makes NIPCCD so
During the year 2014-15 the Institute organised a total of 354 training programmes
which were attended by 10844 participants. Out of it, 203 programmes were
organised on issues relating to women and child development including Child
Protection and Juvenile Justice Act and 151 programmes for functionaries of ICDS
which were attended by 6817 and 4027 participants respectively.
Research occupies a primary place in the activities of the Institute. While deciding
the topics of research, care is taken to identify subjects and issues of topical
concern and relevance to policy formulation. The Institute continues to place great
emphasis on the problems and issues of women and children in unorganized and
organised sectors in general and the more disadvantaged among these such as
children affected by communal, caste and ethnic violence; health and nutritional
status of tribal women; rationalization of child care institutions; and rehabilitation
the year 2014–15 the Institute completed 19 research studies/ documentation.
The Institute is committed to pursue its objectives by accelerating the pace of its
activities and also by responding to the emerging challenges of change. Today, the
combination of factors such as extraordinary and continual technological change,
globalization of markets, liberalization of trade, economic crisis and adjustments,
which are all inter-related, presents a unique situation which is distinctively

different from those prevailing few decades back. It is in this context that the
role and activities of a premier training and research institution like the National
Institute of Public Cooperation and Child Development (NIPCCD) assumes greater

programmes of the Government of India and represents one of the world’s largest
and unique programmes for Early Childhood Development. This programme aims
at addressing health, nutrition and the development needs of young children,
pregnant and nursing mothers. NIPCCD has been functioning as an apex institution
for training of the ICDS functionaries since 1975. During this year also, with an aim
to quality improvement in ICDS, Institute has planned out several vertical training
of block level functionaries apart from its regular job training and refresher courses.
The other major initiatives in this area include Training of Trainers for the Schemes
of SABLA and IGMSY and Use of Mother and Child Protection Card; National
Consultation on Beti Bachao Beti Padhao; Training Programmes on Ensuring
Food Safety and Maintaining Food Standards in Supplementary Nutrition in ICDS;
Training Programmes of State Level Master Trainers (SLMTs) on Implementation
of the Annual Contextualised ECCE Curriculum; and Skill Training Programmes on
Community Mobilisation, Advocacy, Awareness and IEC Campaign on the issues
relating to Child Development.
Besides, Institute has also been contributing to capacity building of stakeholders
under the Beti Bachao Beti Padhao Scheme with a focus to improve the current
statistics of declining child sex ratio, promote the importance of girl child, ensure

providing them various opportunities to empower themselves. The Institute has
also developed a training module and compendium to strengthen the capacity of
ICDS functionaries and other related stakeholders in implementing the scheme.
Further, during the year 2015-16, State Level Training of Master Trainers (SLMT)
to train Master Trainers will be organized by the Institute who in turn will train the

also organizing various programmes in the area of Japanese Encephalitis (JE)
Acute Encephalitis Syndrome (AES) with an objective to generate awareness about
its causes, signs, symptoms, prevention and management strategies including
action plans and micro planning procedures for combating AES at various levels
and highlighting the roles and responsibilities of ICDS functionaries and social
mobilisation techniques for its prevention. The Institute has also been entrusted

Institute relating to child development are maternal and child health and nutrition,
early childhood care and education, childhood disability, positive mental health in
children, child care support services and child protection. Several programmes
have been designed for various groups of clientele, namely, representatives of

Since 2005-06 the Institute runs one year regular Advanced Diploma in
Child Guidance and Counselling with a vision to bridge the gap of trained
professionals for undertaking guidance and counselling intervention with children
and their families in different settings. The course has been designed to enable
the learner to assess and plan preventive, promotive and therapeutic need-based

children and adolescents. Every year, the Institute enrolls twenty post graduate
students from the disciplines of psychology, social work and child development
for the Diploma. Thus, Institute is proud to be able to guide these students and
transform them into true professionals with the potential they have. The Diploma
has been recognised by Guru Gobind Singh Indraprastha University, New Delhi.
The Rehabilitation Council for India has also recognised the Advanced Diploma for
the next three academic sessions i.e. 2015-16 to 2017-18.
The Institute’s Training Calendar 2015–16 has been developed to address the
training needs of all the concerned stakeholders. During this year, the Institute has
proposed its regular and popular courses geared towards strengthening voluntary

with the task of implementation of the National ECCE policy which was adopted
by Government of India in 2013 by imparting training and supporting the activities
of National and Regional ECCE Council(s). The Institute has been providing technical

organizations; conceptualizing and executing a project; project formulation;
community resources and mobilization; grant management system; leadership;
empowerment of women & adolescent girls and safety and security of women &
girls in public places as well as training programmes on Beti Bachao Beti Padhao. I
sincerely hope that the various training programmes that have been designed for
this year would serve as useful inputs to prepare social partners to respond to the
challenges of change.

the horizon of the institute in respect of our training interventions which included
areas of topical interest keeping in view the mandate of the Institute. The training

OBJECTIVES
The objectives of the Institute are to:

develop and promote voluntary action in social development;
x
take a comprehensive view of child development and to promote and develop
relevant need -based programmes in pursuance of the National Policy for
Children;
x
develop measures for coordination between governmental and voluntary
action in social development;
x
evolve framework and perspective for organising children’s programmes
through governmental and voluntary efforts; and
x
establish liaison with international and regional agencies, research institutions,
universities and technical bodies engaged in activities similar to those of the
Institute.
FUNCTIONAL STRUCTURE
The Institute’s affairs are managed with a well conceived mechanism which is
operative at the Headquarters, through two Departments, namely, the Department
of Mother Care and Child Development and the Department of Training and

Training
Training is one of the core activities of the Institute. The Institute organises
training programmes which include orientation courses, sensitizations /skill
training programmes, workshops, seminars and consultation meets/review meets

including ICDS functionaries, personnel engaged in SABLA, Swadhar, Ujjawala
scheme, etc. and personnel of research and training institutions and organisations.
The Institute is responsible for overseeing training of personnel of Integrated
Child Development Services, the world’s largest public – funded early childhood
development programme. The Institute as a nodal resource agency has also been
entrusted with the responsibility of training and capacity building of functionaries
at the national and regional level, under the Integrated Child Protection Scheme

organisations on issues relating to Women and Child Development (ii) training on
Child Protection and Juvenile Justice Act, (iii) training of ICDS functionaries.
Research/Evaluation Studies
Research and Evaluation Studies constitute an integral part of the work of the
Institute. In keeping with its mandate, the Institute undertakes Research and
Evaluation studies as part of its academic activities. Guided by the Institute’s

Common Services. Each Department is headed by an Additional Director. Five
Programme Divisions function under these two Departments. These Divisions
are: Public Cooperation, Child Development, Women’s Development, Training, and
Monitoring & Evaluation. Each of these Divisions is headed by a Joint Director. The
Institute’s Documentation Centre on Women and Children (DCWC) is a specialized
documentation and reference centre which disseminates information on women
and children both within the country and abroad. The Institute’s four Regional
Centres, each headed by a Regional Director, cater to the training, research and
consultancy needs at the regional level

conducted to assess the impact of ongoing schemes of interventions or projects of
Women and Child Development as an independent initiative, or at the request of

of the staff and faculty which is taking the Institute forward towards becoming a
Centre of Excellence in the South – East Asian region. Faculty members of NIPCCD
are proud to establish working links with many national, regional and local level
voluntary organisations and civil society organisations, universities, technical
institutions and government departments.
CAMPUS AND HOSTEL
The Institute’s Headquarters and its Regional Centres at Bengaluru, Guwahati,
Lucknow and Indore have their own campus endowed with modern infrastructural

Delhi has a hostel which can accommodate 70 trainees. Regional Centres located
at Bengaluru and Guwahati have a capacity to accommodate 72 trainees each at a
time in their respective hostels. The Regional Centre, Lucknow has a capacity of
accommodating 120 trainees at a time in its hostel. The Regional Centre, Indore
has a capacity of accommodating 60 trainees at a time in its hostel.
PROCEDURE FOR PARTICIPATION IN THE PROGRAMMES
The Institute, as per practice, invites nominations in respect of each programme
from concerned government departments and voluntary organisations who
are registered with “NGO Partnership System” of Planning Commission and
having “UID Registration Number of NGO Partnership System” separately.
Organisations who might be interested in participating in programmes of their

interest are requested to plan in advance their training requirement and send

Regional Directors in respect of programmes to be conducted by Regional Centres.
Organisations are requested not to proceed or send their representatives
