Mary Norwood has announced “May with Mary An Atlanta Park Tour Series” and will be visiting a city
park in each of the Council districts in the city. She will be visiting John Howell Park in District 6 on
Sunday, May 10 from 3:00 - 5:00 pm. Also, Historic Fourth Ward (Skate) Park on Saturday, May 9 from
noon to 2:00 pm.

Major Hobbs, Commander Zone 2 -- It has been a challenging year, with a mild winter,yet crime is
actually down for the year. We continue trying to put resources in the right places to keep crime down.
Please call if you see anything, keep cars cleaned out. Car break ins are down from last year. The biggest
concern with car break ins are fire arms being put into criminal circulation. Please do not approach
suspects, call 911. You never know if the person might be violent. Tell 911 operator that a crime is in
progress - will get quicker response. Zone 2 caught the suspect in Brookhaven kidnapping cases. Please be
cautious about how much info you push out to social media, etc. Sometimes too much info hurts police
efforts, when info that police is using gets out.
Capt. McGee Assistant Commander, Zone 6 - Many firearms stolen during car break ins, 7 in one week.
Major Peek wanted to respond to response time. Two calls can come in simultaneously, so one person
may think police did not respond because they talked to the other person. Please let us know if you have
other response questions and we will follow up.
Sergeant Hester - Thank you for coming out to city wide safety awareness training - helps promote
community engagement. Citizens police academy is full, thank you for your interest. Please call 911
because it creates a permanent record of the incident. Call 911 even for youth and truancy. “Report it
don’t support it.”
• MARTA police - Lt. Chapman, North precinct
Major Easterlin - Accompanied by watch commander, new sergeant and new corporal. Lt. Chapman - 5
part 1 crimes (theft of cell phones, bags, wallets, etc.). Warm weather, festivals, concerts, etc. bring people
out so practice safety tips while using the system.
Sgt. Gray and Corp. White - Safety tips: Most crimes happen when people are not aware of surrounding;
most crimes are committed by juveniles, grab and run crimes; don’t leave valuables in cars; See Something
Say Something app. - download to phone, enter personal info, allows you to report crime, take photo of
crime in progress, automatically turns off phone flash so person does not know you are taking picture,
tracks location, goes directly to dispatch, or allows you to call MARTA police directly. Works on both
iPhone and Android.
How is Ride with Respect campaign going? Going well. Cutting down on rule breakers. Expanding
program currently. Since beginning of program there have been almost 3000 suspensions.

Judge Morrison runs the County court. We hear criminal (misdemeanors) and civil cases. Was elected 2 - 3
year ago, not currently running for re-election. Would like to encourage everyone to be involved in these
community issues. We try to keep people from returning to the scene of the crime, keep criminals out of
the places they like to commit crimes. Please let us know about neighborhood newsletters, repeat offender
issues - we will try to help. Also, we hand down a lot of community service hours so let us know if you
need service workers and she will try to direct those hours to you.
Question/Comment: At crime meeting last week, officers pointed out that judges are not doing an
adequate job of sentencing. I hope this is an issue that will be taken up. Would like to have an evening
meeting with a judicial member, DA office representative, etc. to learn more about the issues/weaknesses
across the system. Could you facilitate such a meeting?
This is an issue we must discuss. We need to find the weak link in the chain. It should include all levels,
felonies, misdemeanors, and all players.
NPU-F Action: Motion to set up a committee to work towards holding a meeting in the spring to discuss
these crime and sentencing issues carries on voice vote.

Safety meeting was held last week. We created a chart of the last 5 years of crime, which provides a very
interesting compilation of information. Social media reports aside, crime is historically quite low in VaHi.

catalog all the video cameras in the neighborhood to help police. Some are willing to share that info,
some not. Requests will go out through the street captain system.

As an outcome of the recent (4/13/15) VaHi safety meeting, APD Deputy Chief Spillane suggested that the
neighborhood compile and maintain a list of video security cameras on private property and make that list
available to APD via our security patrol. Kay Stephenson has gotten the ball rolling with this initiative. This is one way that individual residents and businesses can help APD to catch criminals and build
stronger cases against those suspected of crime in our area. Chief Spillane stated that if these camera
locations are on a registry, APD can geocode them to their mapping system, and he is aware and
approves of this initiative.
Details as to how APD and FBAC will gain access to this list are undetermined as of yet, but this will not
be used for any purpose than for law enforcement usage. Being included on this list does not, in any way,
obligate an owner to turn over surveillance video. It simply lets investigators quickly identify where tape

however, the Bureau of Planning was advised of concerns over the lack of ingress/egress to this area now
that so many properties are being developed. We also asked that the city synchronize the traffic signals at
the Armor Drive/Monroe intersection and help with signage at Plasters and Armour.

VHCA Report: Applicant Mark Arnold (on behalf of owners Monica & Michael Lage) seeks variances to
(A) reduce the front yard setback from 35’ to the existing 24.6’ and (B) to reduce the required east side
yard setback from 7’ to existing 2’ to allow for a second story addition in the rear of a single-family
dwelling. The lot coverage is increasing from 45% to almost 49%. One tree’s root zone will be substantially
impacted and will have to come down. The rear of the home drops gently to the site of a small
intermittent stream that runs east to west behind homes on Cooledge and Cresthill. The backyard was
damp on the occasion of the site visit, as it has been on several visits to homes on the south side of
Cresthill. The loss of the tree will exacerbate this issue; no other stormwater issues were identified.
The applicant will partially compensate for the tree loss by planting in the rear of their property a
minimum of two new trees from the CoA DWM’s list of recommended trees for damp areas. The
appropriate neighbors have been notified.
The Planning Committee and BoD unanimously recommend approval of V-15-061 conditioned on (A) a

VHCA Report: Applicant’s Rob and Melanie Wallace propose a new pizza restaurant with 41 seats and are
seeking a license to sell beer and wine. This is the first such license they have sought, and they have never
been cited for any alcohol code-related violation. They will use the TIPS training program for employees,
augmented by beer industry trainers. No bar is proposed; they anticipate about 60% of their business will
be delivery, 30% pick-up, and 10% on-site. The proposed operating hours are 11 AM – 10 PM from
Sunday-Thursday and 11 AM - 11 PM on Friday and Saturday. The 1474 s.f. space requires 15 parking
spots. They provided a parking agreement from Midtown Parking providing 14 spaces (the number they believed
were needed (we believe it to be 15) in the rear of the American Roadhouse (ARH) building at 842 N.
Highland, signed by parking lot operator Keith Hunter. The Planning Committee noted that (to the best of
our calculations and knowledge) all the spots in that lot are already allocated to the businesses operating
in the ARH building and Osteria. We referred the applicant to the appropriate code sections, which Mr.
Bullock subsequently transmitted to him. Other than this matter, the application appears in order. After discussion, Mr. Wallace agreed to
investigate the parking issue further with the Planning Dept. at the City, and we agree to furnish to him our
understandings and counts of the spaces in this lot, noting (with no additional comment or implication)
that other spaces might be available across the street at 841 North Highland.
Mr. Wallace attended the VHCA BoD meeting on 4-13-15; the parking issue had not been resolved at that
point.
Pending additional information on complying with the parking requirements attendant to this application,
the Planning Committee and VHCA BoD made no recommendation to the Board at this time. NPU Action: Motion to defer action until May 2015 meeting and until parking requirements are satisfied
carries on voice vote.
