TOWNSHIP OF OCEAN BOARD OF EDUCATION
WORK MEETING MINUTES
April 14, 2015
CALL TO ORDER
Mrs. Denise Parlamas, President, called the meeting to order at 7:00 p.m. in the office of the
Superintendent at the District Administration Building, 163 Monmouth Road, Oakhurst, N.J.
STATEMENT OF ADEQUATE NOTICE
Mrs. Parlamas read the statement of notice as required by the Open Public Meetings Act, N.J.S.A.
10:4-6.
ROLL CALL OF ATTENDANCE
Present – Mr. Robert Acerra (Arrived at 7:30 pm), Mr. Robert Angelini, Mr. Clifford Brautigan,
Mr. Joseph Hadden, Mrs. Amy McGovern, Mr. Sean Moore, Mrs. Denise Parlamas, and Mrs. Sylvia
Sylvia-Cioffi.
Staff in attendance - Mr. Jannarone and Dr. Stefankiewicz
Enter Executive Session – 7:02 p.m.
Approval: Motion offered by Mrs. McGovern, seconded by Mrs. Sylvia-Cioffi and carried 9-0.
Move for the approval to enter Executive Session, in conformance with the Open Public Meeting Act,
for the purpose of discussing: Personnel (Personnel Agenda), Litigation (Settlement Agreement) and
Negotiation (TOEA). It is anticipated at this time that the above stated subject(s) shall be made public at
such time as the need for non-disclosure no longer exists. Board of Education will be in executive
session for approximately 30 minutes and will take action upon returning to work session.
Adjourn Executive Session – 7:30p.m.
Approval: Motion offered by Mr. Brautigan, seconded by Mrs. Sylvia-Cioffi, and carried 9-0.
Move for the approval to adjourn from Executive Session and resume public session.
PRESIDENT’S REPORT: Mrs. Parlamas
Mrs. Parlamas discussed the following:

May 12th workshop meeting cancelled and will begin the May 19th workshop at 6:30 pm.

Superintendent evaluation discussed and due back April 28, 2015 to the Vice-President.
SUPERINTENDENT’S REPORT: Dr. Stefankiewicz
Dr. Stefankiewicz discussed the following:
 Superintendent gave PARCC testing update at the high school.
SCHOOL BUSINESS ADMINISTRATOR’S REPORT: Mr. Jannarone
Mr. Jannarone discussed the following item(s):
 Referendum update – will start formal report and monthly attendance.
 Bid out for HVAC, Art/Music – OTES, and Science – TOIS.
 Budget talks during Faculty meetings at all schools.
PUBLIC COMMENT:
 Gerald Imbrenda, parent, thanked the Board of Education and superintendent for listening to parents
about band trip that was rescheduled due to testing.

The Superintendent discussed the number of credits required for high school graduation.
Board of Education discussed the new pre-employment drug test for new employees and the details
of the substance abuse policy and regulations.
2. Discussion: Board Representative/Sustainable New Jersey
Board of Education and Administration discussed the selection of a Board representative to the
“Team Green” for the Sustainable NJ for Schools Program.
FINANCIAL MANAGEMENT & RESOURCE SERVICES: Mr. Moore
The following item(s) were discussed:
1. Discussion: Wayside Elementary Freeze-Up
Board of Education and administration discussed the submission of the Wayside Elementary School
freeze-up insurance claim (#15PR03027E) as per the attached breakdown of emergency expenses.
2. Discussion: Whalepond Brook Watershed
Board of Education and administration discussed the Whalepond Brook Watershed Association’s
proposed nature trail behind the Township of Ocean Intermediate School.

Mr. Moore made a motion, seconded by Mrs. McGovern for approval of the following item(s):
3. Use of Facilities
Move to approve the use of facilities according to the attached list dated April 14, 2015.

INSTRUCTIONAL & EDUCATION: Mr. Brautigan
The following item(s) were discussed:
1. Discussion: Implementation for the 2015-2016 School Year of an Honors Science
Section for Grade 8
Board of Education and Administration discussed the implementation of an Honors Science
Section in Grade 8, beginning September 2015. Rationale for implementation of the new section,
dated March 31, 2015, is attached.
2. Discussion: Student Observer
Board of Education and Administration discussed a Student Observer for the 2014-2015
school year in accordance with the attached memorandum dated April 2, 2015.
9. Discussion: Settlement Agreement & Release
Board of Education and Administration discussed the attached Settlement Agreement and
Release; student number 14-15-02.
Mr. Brautigan made a motion, seconded by Mr. Acerra for approval of the following item(s):
3. Revision to Addendum to Out of District Private Tuition 2014-2015
Move to approve a revision to an addendum to out of district private tuition for the 2014-2015
school year in accordance with the attached memorandum dated March 31, 2015.
(Student’s placement at the Harbor School was approved, without a cost for an aide, at the work
meeting of the Board held on March 3, 2015. A one-on-one aide has been assigned and is being
factored into the cost as noted.)
4. Cancellation and Addendum to Out of District Private Tuition for the 2014-2015
School Year
Move to approve a cancellation and an addendum to out of district private tuition for the 2014-2015
school year in accordance with the attached memorandum dated April 1, 2015.
(The cancellation and addendum noted on this memorandum reference the same student.
Student is leaving one school and enrolling in another.)
5. Cancellation to Out of District Private Tuition for the 2014-2015 School Year
Move to approve a cancellation to out of district private tuition for the 2014-2015 school year in
accordance with the attached memorandum dated April 1, 2015.
6. Revision to Out of District Private Tuition for the 2014-2015 School Year
Move to approve a revision to out of district private tuition for the 2014-2015 school year in
accordance with the attached memorandum dated April 2, 2015.

7. Professional Development Activities – Staff
Move to approve the attached memorandums (2) dated April 2, 2015 re: Staff Professional
Development Activities in accordance with District Policy 6471and NJAC 6A:23B. The
attendance at said activities is fiscally prudent and will promote the delivery of instruction
and/or will further the efficient operation of the district.
Reimbursement for travel and related expenses shall be according to the Department
of the Treasury guidelines in NJOMB circular 06-02 and A-87
8. After School Program/Harbor School/2014-2015
Move to approve that a multiply disabled student (attending Harbor School), be permitted to attend
the after-school social skills program, two days per week, at an additional rate of $50.00 per week.
This after-school program, which will run through June 2015 at Harbor School, will enable the
student to further develop life skills and generalization of those skills.
(At their September 30, 2014 work meeting the Board approved for this student to attend the
skills program one day per week at the rate of $50.00 per week. This request increases her
participation to two days each week and the cost to $100.00 per week. )

Board of Education and Administration discussed the requests of the following staff members to
take a second year maternity leave of absence for the 2015-2016 school year:

Alicia Tennaro, Mathematics Teacher, Township of Ocean Intermediate School
2. Discussion: Class-Size Reduction Teachers – Contracts Not Offered for the 2015-2016

5. Discussion: Non-Tenured Custodian/Maintenance/Grounds
Board of Education and Administration discussed the renewal of non-tenured Custodians,
Maintenance, and Grounds Personnel for the fixed term of July 1, 2015 – June 30, 2016, in
accordance with the attached list dated April 2, 2015.
6. Discussion: Approval of Salaries for the 2015-2016 School Year
Board of Education and Administration discussed salaries for the 2015-2016 school year
for the following groups, in accordance with the attached lists dated April 2, 2015. Salaries
will be revised upon successful completion of an accepted negotiated agreement.

7. Discussion: Resignation
Board of Education and Administration discussed the resignation of Dianne Taylor, Special
Education Teacher/Part-time, Ocean Township High School effective June 30, 2015.
8. Discussion: Affirmative Action Officer
Board of Education and Administration discussed renewing Mrs. Christine Fogler as the District’s
Affirmative Action Officer for the 2015-2016 school year. Mrs. Fogler’s salary will be $10,000.00.
9. Discussion: Physicians Salaries for the 2015-2016 School Year
Board of Education and Administration discussed school physician salaries for the 2015-2016
school year.

Board of Education and Administration discussed hiring Marianne Tantrum as a Clerical Substitute
for the 2014-2015 school year.
11. Discussion: Unpaid Leave of Absence
Board of Education and Administration discussed the request of Karra Manna, Special Education
Teacher, Wayside Elementary School to take an unpaid leave of absence, without the continuation of
benefits, beginning September 1, 2015 through June 30, 2016.
(Mrs. Manna was out on an unpaid leave of absence this past school year, September 1, 2014
through June 30, 2015. She was responsible for paying for her health care costs in full during this
period.)

Board of Education and Administration discussed the request of Laura Terlecsky, English
Teacher, High School to take a maternity leave of absence for the 2015-2016 school year.
Mrs. Terlecsky’s maternity leave will begin on September 1, 2015 and continue through to
June 30, 2016. She is expected to return to the classroom on September 1, 2016.
13. Discussion: Revised Contract
Board of Education and Administration discussed issuing a revised contract to the following
employee who will be temporarily* transferred effective May 1, 2015 through June 30, 2015:

(Mrs. Kronitz is replacing Antonia Johnson who is out on leave. Mrs. Kronitz’s salary for
the 2014-2015 school year is $41,745.00. In addition she will receive an annual stipend of
$3,200 which will be prorated for the period of May 1, 2015-June 30, 2015*. The stipend
amount of $3,200 is reflected in the salary noted above.)
Mrs. McGovern made a motion, seconded by Mrs. Sylvia-Cioffi for approval of the following item(s):
14. Spring Track Instructional Assistant
Move to approve Peng Oleguera to provide aide support for a student participating on the Spring
Track Team at the High School beginning April 1, 2015 through June 6, 2015 (the latest).
Mr. Oleguera will shadow (approximately 10-14 hours per week) the student/Track Team
member after school and on weekends, in accordance with the Track Team program practice,
regular game, and tournament schedule. Mr. Oleguera is an approved Substitute Teacher
within the District and receives $85.00 per day. He will be paid hourly based on that daily
rate for providing the additional aide support.
15. Revision to an Unpaid Family Leave of Absence
Move to approve a revision to an unpaid family leave of absence for Kaitlyn Thomasey, Art
Teacher, Intermediate School to reflect an earlier start to the leave, April 27, 2015. Her unpaid
family leave of absence will continue to June 30, 2015. Mrs. Thomasey’s last day of work was
March 12, 2015. Mrs. Thomasey is expected to return to the classroom September 1, 2015. While
out on an unpaid family leave of absence, Mrs. Thomasey will be responsible for paying the
appropriate contribution towards her health insurance coverage. (Mrs. Thomasey’s unpaid family
leave of absence was previously approved to begin May 11, 2015)

The following item(s) were discussed:
1. Discussion: Change Order – High School Locker Room Project
Board of Education and Administration discussed a change order and contract close-out final payment of
$68,023.60, to 3R Painting and Contracting, Inc., for the Ocean Township High School Locker Rooms
project. As per the attached final contract.
TECHNOLOGY: No Report
OLD BUSINESS:
 The Board of Education discussed the proposed update on the Loch Arbour and Interlaken merger.
Board of Education discussed the Coaster article regarding the merger.
NEW BUSINESS: None
PUBLIC COMMENT:
 Craig Levit and Heather Sullivan, parents, Special Education Parent Advisory Group handed out
information regarding the formation of this new group (SEPAG). The Board and the parents
discussed the functions and goals of the new group.
ADJOURN MEETING: 9:41 p.m.
There being no further business Mrs. Sylvia-Cioffi made a motion, seconded by Mr. Brautigan, that the
meeting be adjourned. This motion carried 9-0.
