TOWNSHIP OF OCEAN BOARD OF EDUCATION WORK MEETING MINUTES March 17, 2015 CALL TO ORDER Mrs. Denise Parlamas, President, called the meeting to order at 7:00 p.m. in the main office conference room of the Township of Ocean Intermediate School, 1200 West park Ave., Ocean, N.J. STATEMENT OF ADEQUATE NOTICE Mrs. Parlamas read the statement of notice as required by the Open Public Meetings Act, N.J.S.A. 10:4-6. ROLL CALL OF ATTENDANCE Present – Mr. Robert Acerra, Mr. Robert Angelini, Mr. Clifford Brautigan, Mr. Joseph Hadden, Mrs. Amy McGovern, Mr. Sean Moore, Mrs. Denise Parlamas, and Mrs. Sylvia Sylvia-Cioffi. Staff in attendance - Mr. Jannarone and Dr. Stefankiewicz Enter Executive Session – 7:02 p.m. Approval: Motion offered by Mrs. Parlamas, seconded by Mrs. McGovern and carried 8-0. Move for the approval to enter Executive Session, in conformance with the Open Public Meeting Act, for the purpose of discussing: Personnel (Personnel agenda), Litigation (Calais v. BOE), Negotiation (TOEA) and Student Matters. It is anticipated at this time that the above stated subject(s) shall be made public at such time as the need for non-disclosure no longer exists. Board of Education will be in executive session for approximately 30 minutes and will not take action upon returning to work session. Adjourn Executive Session – 7:15 p.m. Approval: Motion offered by Mr. Moore, seconded by Mrs. Sylvia-Cioffi, and carried 8-0. Move for the approval to adjourn from Executive Session and resume public session. PRESIDENT’S REPORT: Mrs. Parlamas Mrs. Parlamas discussed the following item(s): Thanked everyone for attending the Township event (St. Patrick’s Day Celebration) where she had been an honoree. SUPERINTENDENT’S REPORT: Dr. Stefankiewicz Dr. Stefankiewicz discussed the following item(s): Gave a PARCC update on each school and the number of students that took the test. He spoke about the technology and survey given after the test. SCHOOL BUSINESS ADMINISTRATOR’S REPORT: Mr. Jannarone Mr. Jannarone discussed the following item(s): Budget update regarding timelines and county approval. Discussion: Resolutions Pertaining to 2015-2016 Tentative School District Budget: a. Approval of Base Budget: Board of Education and administration discussed the 2015-2016 Tentative School District Budget for submission to the county superintendent for review: Budget Local Tax Levy General Fund $ 72,878,585 $ 60,285,552 Special Revenue Fund 1,877,231 Debt Service Fund 2,434,218 2,246,346 Total Base Budget $ 77,190,034 $ 62,531,898 b. Advertisement: Board of Education and administration discussed the School Business Administrator to advertise said tentative budget in the newspaper of record and on the district website (www.oceanschools.org) in accordance with the format required by the State Department of Education and according to the law. c. Resolution to Set Budget Hearing Date: Board of Education and administration discussed Tuesday, April 28, 2015 as being the date for the formal Public Hearing and adoption of the 2015-2016 School District Budget. The hearing will be held at 8:00 p.m. in the auditorium of the School District Administration Building. School Business Administrator discussed the budget submission to the County. 2. Discussion: Inter-local Services Agreement The Board of Education and Administration discussed the Inter-local Services Agreement with the Township of Ocean for the rental of school buses to the Township Recreation Department for use during the 2015 summer camp program in the amount of $8,000. (As per attached) 3. Discussion: Use of Facilities Board of Education and administration discussed the use of facilities according to the attached list dated March 17, 2015. 4. Discussion: Cooperative Purchasing Services for the 2015-2016 School Year Board of Education and administration discussed the Educational Data Services (EDS) Cooperative Purchasing Program, at a fee of $11,940 for the following supplies: Office & Computer Industrial Arts Health Custodial Copy Duplicator Fine Arts Audio/Visual Family & Consumer Science 2 Science Physical Education Athletic Twp of Ocean BOE Work Meeting Minutes (continued) March 17, 2015 Note: By participating in this cooperative purchasing program the district realized a savings of $283,679 for the 2014-2015 school year versus state contract pricing. 5. Discussion: Replacement of IEP Student Program Board of Education and administration discussed the purchase of Individualized Education Program for tracking of the district special education students at an up-front fee of $37,846.77, with all subsequent years at $14,467. INSTRUCTIONAL & EDUCATION: Mr. Brautigan The following item(s) were discussed: 1. Discussion: Professional Development Activities – Staff Board of Education and Administration discussed the attached memorandum dated March 13, 2015 re: Staff Professional Development Activities in accordance with District Policy 6471and NJAC 6A:23B. The attendance at said activities is fiscally prudent and will promote the delivery of instruction and/or will further the efficient operation of the district. Reimbursement for travel and related expenses shall be according to the Department of the Treasury guidelines in NJOMB circular 06-02 and A-87. 2. Discussion: Cancellation to out of District Private Tuition for the 2014-2015 School Year Board of Education and Administration discussed a cancellation to out of district private tuition for the 2014-2015 school year in accordance with the attached memorandum dated March 10, 2015. 3. Discussion: High School Delayed Opening Schedule for Special Testing Board of Education and Administration discussed a delayed opening schedule for the New Jersey Biology Competency Test (NJBCT), May 26 & 27, 2015 in accordance with the attached memorandum dated March 6, 2015. 4. Discussion: Field Observation Hours Board of Education and Administration discussed field observation hours for Nicholas Kulka, a student at Monmouth University in accordance with the attached memorandum dated March 13, 2015. NEGOTIATIONS: No Report PERSONNEL: Mrs. McGovern The following item(s) were discussed: 1. Discussion: Revision to an Unpaid Family Leave of Absence Board of Education and Administration discussed a revision to an unpaid family leave of absence for Nicole Belasco, Elementary Teacher, Wayside School, to reflect an earlier return to work date of May 18, 2015. Mrs. Belasco’s unpaid family leave of absence will begin at the conclusion of her eligible sick leave, approximately February 10, 2015 and continue through to May 15, 2015. Mrs. Belasco’s last day of work was January 5, 2015. While out on an unpaid family leave of absence, Mrs. Belasco will be responsible for paying the appropriate contribution towards her health insurance coverage. Discussion: Substitutes for the After School Help and Homework Center/Ocean Township Elementary School – 2014-2015 School Year Board of Education and Administration discussed hiring Anne Wagar and Amy Goldsmith as Substitute Teachers for the 2014-2015 After School Help and Homework Center at Ocean Township Elementary School. The substitute teachers would work if one of the regular teachers were unavailable at a rate of $28.00 per hour. 3. Discussion: Issuance of Contract Board of Education and Administration discussed issuing a contract to the following: Herman Hall Custodian I (Night-Shift) $32,085.00 High School prorated Non-tenure track position Actual Start and Effective Dates: April 1, 2015 (Mr. Hall replaces Derek Starnes who resigned). 4. Discussion: Instructional Assistant Substitute Board of Education and Administration discussed hiring Margaret Seager as an Instructional Assistant Substitute for the 2014-2015 school year. 5. Discussion: Clerical Substitute Board of Education and Administration discussed hiring Sheryl Cesario as a Clerical Substitute for the 2014-2015 school year. PLANNING & CONSTRUCTION: Mr. Hadden The following item(s) were discussed: 1. Discussion: Professional Services for Construction Management Board of Education and Administration discussed the award of a contract for the Referendum Projects approved by the Voters December 9, 2014, as per the RFP issued. Awarded to: Duration: Nature and Type of Contract Amount of Contract: P. W. Moss & Associates Completion of the Projects Construction Management Services $352,000.00 a. These contracts will be awarded as a “Professional Service” in accordance with the Public School Contracts Law, N.J.S.A. 18A:18A-2h, being that it is for services performed by persons authorized by law to practice a recognized profession. b. The above professional has submitted a political contribution disclosure form in accordance with N.J.S.A. 19A-20.26. c. Discussion: Bid Award – High School Bleacher Renovations & Press Box Project Board of Education and Administration discussed the lowest responsible and responsive bid for the High School to Cypreco Industries of Neptune, NJ for a total of $803,546, as follows: 1. Bleacher Renovations & Press Box Project 2. Alternate 1A: Furnish and Install New Seat Boards $723,723 $79,823 Bids were opened on March 11, 2015 at 10:00 a.m. in the Administration Building Auditorium. (See attached) 3. Discussion: Bid Award – High School Track Renovation Project Board of Education and Administration discussed the lowest responsible and responsive bid for the High School to Halecon Inc. of Bridgewater, NJ for a total of $359,000, as follows: 1. Track Renovations 2. Alternate 2A: Furnish and Install Beynon Sports BS300 Synthetic Track surfacing $343,000 $16,000 Bids were opened on March 11, 2015 at 10:00 a.m. in the Administration Building Auditorium. (See attached) TECHNOLOGY: No Report OLD BUSINESS: The following item(s) were discussed: The Board of Education and administration discussed the construction manager proposal for the referendum. NEW BUSINESS: None PUBLIC COMMENT: None ADJOURN MEETING: 7:59 p.m. There being no further business, Mrs. McGovern made a motion, seconded by Mrs. Sylvia-Cioffi, that the meeting be adjourned.
