One80 Place-Columbia JOB DESCRIPTION Landlord and Outreach Specialist Under the direct supervision of the SSVF Program Coordinators, the Landlord and Outreach Specialist is responsible for increasing access to both private and public rental markets for those moving from homelessness to permanent housing and is responsible for increasing access to the One80 Place SSVF program through application and enrollment assistance for Veterans who are homeless or at-risk of becoming homeless. Additionally, the Landlord and Outreach Specialist will provide outreach and education to clients regarding SSVF and other community resources while strengthening collaborations with partner organizations. Landlord and Outreach Specialist is also responsible for building relationships with landlords and create incentives for landlords to relax screening criteria for people experiencing homelessness who have barriers to accessing permanent housing. Incentives include a rapid response to concerns, tenant case-management, rental deposits and short-term rental assistance. STATUS: Full-time, regular, exempt SALARY RANGE: $35,000-$59.150 SPECIFIC REQUIREMENTS: 1. Bachelor’s degree in a Human Service field of study (social work, counseling, psychology or related field) required. 2. Three to five years’ experience working with indigent and/or at-risk populations. 3. Excellent verbal and written communication skills. 4. Excellent computer skills including basic office programs and the ability to learn and utilize appropriate database programs. 5. Ability to work independently and as a part of a multi-disciplinary team. 6. Ability to relate effectively and without judgment to diverse individuals. 7. Experience working with landlords and placing homeless households with barriers into permanent housing 8. Willing to travel to throughout the 14 county MACH service areas. 9. Knowledge of Landlord/Tenant Laws and Fair Housing Regulations. 10. Must be able to travel independently between multiple work sites within a day SPECIFIC DUTIES: 1. Requires knowledge and belief in “Housing First” philosophy and strategies 2. Identify unsheltered Veterans and their families through direct outreach activities and through reports/referrals from shelters, police, churches, social service providers and others. 3. Identifies Veterans and their families who at-risk of homelessness through direct outreach activities and through reports/referrals from shelters, police, churches, social service providers and others. 4. Initiate contact and establish a working interaction with unsheltered and at-risk Veterans and their families for the purpose of providing assistance with attaining adequate shelter and access to needed services. 5. Provides appropriate referrals for those who are ineligible for services. 6. Using the documentation checklist as a guide ensures that all client charts contain necessary copies and paperwork to determine program eligibility. 7. Establish and maintain positive, productive working relationships with mental health programs, shelter programs, police (and other local officials), and providers of services and resources to Veterans. 8. Maintain complete client records, daily activity logs, mileage logs, and other reports as directed. 9. Take appropriate action to deal with any homeless emergency situation. 10. Establish relationships with landlords to assist in locating appropriate housing, especially those who have multiple barriers to obtaining permanent housing 11. Maintain landlord relationships and assist to keep database on properties and landlord contacts current 12. Become active in the landlord community to identify housing for homeless people with barriers and disabilities 13. Develop outreach materials and agreements with landlords that will provide rental units to help homeless clients access and maintain permanent housing; this may include assistance negotiating master lease arrangements 14. Act as a liaison and mediator for housing issues that may arise 15. Perform unit move-in and move-out inspections as needed 16. Meet as needed with clients to assist with applications, housing search, or other support services 17. Maintain statistics and provide narrative reports on a monthly basis 18. Assist Housing Case Managers with coordination of residential support services to ensure clients maintain permanent housing 19. Conduct tenant and landlord education trainings 20. Participate in regular team meetings 21.
