Continuing to Prevent Needless Deaths The Overdose Prevention Agency Corporation (TOPAC) was founded by Paul Ressler with the mission of maximizing the life-saving benefits of the Overdose Prevention Act. TOPAC has partnered successfully with local agencies to offer free naloxone trainings to the public, but these efforts require ongoing support. Together we can continue to prevent needless overdose deaths.
