Rohit singh sajwan.interview was on 15 april.i was the second to be interviewed by I.M.G.
Khan board.Board had 4 other members. Board was very cordial and it did not look
whether they were asking questions..it seemed as if we all were discussing..with each
other….
I was sitting outside the room.peon asked me to go inside the room and opened the door.I
said”may I come in sir”
Chaimain:come in
I moved towards an empty chair and said:good morning to all the members.there was no
lady member
And waited there
Chairmain:-sit down
Me:thank you sir
I took my seat.
Chairman:so you are rohit singh sajwan.is it sajwan or sajwan( in different tone)
Me:sir it is sajwan
Chaiman:oh yes.. sajwan..from uttarakhand
Chairman:so you have studied in pauri….it is a such a nice place.
Me:yes sir climate is very nice..and it is a beautiful place..
Chaiman:yes yes,it seems you have some connection with new tehri.. also..
Me.:yes sir my father is a teacher in govenrment school there..
Chairman:ok.i had visited it some 30 years ago…..it might have become good place now..
since it was established…Why was it establihed
Me:sir there is a hydropower plant which was constructed…and it submerged old
town ..people were rehabilitated from there to this new town..
Chairman.so what are the basic problems of this new town?
Me:sir, water scarcity is the major problem as it is located at high altitude..particularly
during summar.when..

Chairman: yes.. a major problem..any other..
Me:sir tranportation is also a major problem..
Chaiman:how?
Me:sir people from lower part of the town have to travel to places located at higher altitude
in the town..and there is lack of tranportation ..they have to walk..
Chairman:laughing..it seems hilly people have left their habit of walking..earlier they used
to walk a lot..
Me:..smiling..no sir..even now people walk a lot….
Chairman:what are the other projects which are coming on this river?
Me:sir there is one koteshwar dam that is run of the river..400 MW dam..
Chairman:what were the problems faced during rehabilitation of tehri
Me:sir rahabilitation and land acquisition were biggest problem as some people got multiple
claimed multiple times..and some could not get rightful compensation..but now everything
has been settled by the district authorities..
Chairman:what are your views on big dam ?
Me:sir we should go on constructing smaller dam i.e. run of the river ..as they have less
problem of rahabilitation and acquisition..firstly..and secondly….least ecological impact…
Chairman:nodding…and asking M1..
To ask
M1:so rohit you are an engineer..working in barc..what is your view on india pakistan
relationship…why it is not improving..
Me:sir..first thing is that pakistan uses terrorism as a tool in its foreign policy..and
secondly..it has multple-power centers..like ISI,army and civilian government..india does
not know… with whome it should talk..
M1.so what should we do?
Me:sir we should try to engage with pakistan on other fronts..like
trade..economic ..cultural…

M1:so should india talk to army..as it is most powerful..?
Me:no sir india is a democracy and we should not talk directly with army…only with civilian
government…
M1:rohit there is some event to be going on in near future…in pakistan..
Me:yes sir ..elections..
M1:so what do you think will the situation improve?
Me:sir,we should be optimistic..but personally I don’t think that there will be a major
change…as army controlls everthing…even if some other government comes..it will remain
the same..
M1:noding..why civil nuclear liability bill was so contraversial?
Me:sir after bhopal gas tragedy where victims did not get adequate compensation even
after years..it was felt that…Reasonable compensation should be..given.and..
M1:ok..why indian nuclear program is lacking?
Me:sir.india has a three satge nuclear programme..and currently it is entering the second
phase..we were denied the techology and support..as nuclear technology is complex and
embargos were imposed on us because of our nuclear explosion..
M1:ok
M2:what is simulation
Me:sir simulation is a software aided technique which is used to optimise the design.it
helps to save time and cost.for example when I do simulation using software then first we
simulate the design so as to achieve results within certain accuracy and then actually go for
physical manufacturing of the degined part.
M2:what methods are used?
Me:finite element analysis and differential equations etc..are used…which are mathematical
in nature..
M2:you were part of library committee in school?what did you do?
Me:sir,day to day management of books,borrowing from the library…
M2: and in mess committee?

Me:sir, my school which was residential school…every week particular class was required to
serve the food to the whole school..so managing the distribution of food during dinner and
lunch was the job..
M2:earlier we had 5 iits now we have 15 iits.dont you think the quality of iits will
degrade..by this?
Me:sir,general perception of the public is that it will degrade the..
M2:no,tell me about your opinion..
Me:sir,in a country like india where higher education Is in a very bad shape..i think first we
should go for quantity..then we can talk about quality..so merely focussing on quality
improvement will not work..quanity of institutons is essential….
M2:yes,so you might have heard about PIO professors…what is your take on those?
Me:yes sir ,government has started the programme to encourage professors teaching in
foreign countries to come to india and teach ..
M2:so .government is giving them huge money..vis-a-vis indian professors?
Me:yes sir,to attract them it is necessary..
M2:so, isnt it contradictory to your earlier argument that we require quantity first,,
Me:no sir..quality…(chairman interupts and says to “m2”….no no..it is personal opinion..it
can differ.. )
M3:you have taken public administration and psychology as the optional..for whatever
reasons..but tell me what is the link between psychology and public administration..
Me:-sir.almost all the administrative thinker have psychology as their background..or were
related to it..
M3:but how it is useful in administration?
Me: sir to improve the organisational efficiency..one should know the behaviour ..of the
members..psychology helps to understand the behaviour and thus improve the
organisational..efficiency..it gives an insight into the member’s thinking..how it can be
improved..etc..
M3:rohit,many things have happened in the last two century..but tell me one significant
thing that have impacted the mankind most…

M3:I think it can be communications…
Me:yes sir it can be one of the thing..
M3: now tell me how it has changed mankind
Me:sir it has improved the way we communicate, be it administration or education it has
touched the life of all…
M3:more fundamentally?
Me:sir,it has reduced the distance..
M3:yes, but more fundamentally?
Me:sir,it is cheap and everyone can afford it..for example mobile phone..which are available
in 2000 rupees can be bought by anybody..
M3:yes, but more fundamentally?
Me:it has brought tranparancy in administration.
M3:yes but fundamentally it has reduced the transaction cost…:
Me:yes sir,it has done so….
M3:you also have cycling as hobby
me:yes sir
m3:I have asked(to chairman)
M4:rohit…reading summary sheat…you are scientific officer in barc…from which batch of
training school are you?
Me:sir I am from 53rd batch of training school.
M4:why this concept of training schoole started?
Me:sir,nuclear field is multi-disciplinery field ..it is higly advanced and requires special
training..so training school fulfills those requirement…
M4:you are in barc and if you are not selected then you will remain in barc..it is a good job
after all….

Me: sir, I will appear for civil service till I exhaust all my attempts..i want to be a part of
civil service..to serve the country..which has a wider impact and divesity of job…
M4:how many deaths are there in nuclear accidents in india?
Me:sir, as per the official reports there have not been any deaths..
M4:yes..you are right..and in railway accidents..?
Me:sir,I have read national report on annual death in road accident..
M4:how many deaths?
Me:sir,approx.130,000 annually..
M4:ok.what is your take on north korea event?
Me:sir,there are many hypothesis..to explain why north korea is bahaving aggresively..
One hypothesis suggests that it is bacause of recent sanctions that were imposed on
it..second suggests that it is because of the leadership change in the north korea and that
is why it is behaving in this manner..to assert its influence in the region..earlier it was part
of NPT treaty and it withdrew thereafter…
M4:yes..but from india’s point of view..
Me:sir,I have read in newspaper that india has an embassy but it is not full fledged…the
aim should be to de-escalate the tension…and it is through china that it can be done which
is the biggest trading partner of north korea..pressurizing through china..
M4:ok..
M4:you might know that recently one individual was in news for banned substance in
cycling..
Me:yes sir,lance armstrong..
M4:would you go with the news?
Me:yes sir...he himself accepted that he took banned substance..
M4:but..merely accepting can not be the parameter?
Me:sir,,form 1996 there were reports that he was taking those banned substance..and
sufficient evidences were found against him…after that he himself accepted that...

Chairman:rohit..so many years have passed since india got independence…so what do you
think ..has there been any real change…?
Me:sir,I think so..if we see on the economic fornt…
Chairman:ok..but tell from basic point..what is the basic requirement…of human..
Me:sir,roti kapda and makaan..
Chairman..yes yes form roti point of view…
Me:sir,yes there has been improvement..but…
Chairman:what is the government doing then
Me:sir it has brought food security bill..
Chairman:so,would it be sufficient?
Me:no sir,there has to be employement generation...it can not be sustainable..
Chairman:yes,but if one is hungry,,how can he work..
Me:sir,all the measures have to go hand in hand..
Chairman:how many people would be suffering form accute poverty…
Me:I can guess sir..it would be around 5-10 percent..
Chairman:you seems to be overoptimistic here…(laughing.)
Me:sir, according to planning commision report that defines BPL line…..
Chairman:yes yes. those definitions are there…but there are many such report which
contradicts each other….but it would be around 40 percentage and even higher I think…
me: yes sir…
chairman:ok..rohit..it was very nice talking to you..your interview is over..you can go now..
