Summary meeting notes for Meeting No. 22 were accepted with

Ms Helen Kuchel requested the minute include an action to
undertake a Fairy Wren count/walk-through prior to Perce
White Reserve opening

Ms Helen Kuchel requested clarification for closing the action relating
to providing the number of trucks required to clear the new signalised
intersections – Mr Jason Price advised with the provision of an extra
traffic lane and a SCATS dynamic system, the intersection has been
previously exhibited to the PLG.

Western Distributor Project announcement included Webb Dock road
improvements along Cook Street and M1/Bolte. Mr Jason Price advised
the Corporation has yet been consulted and it was suggested that
VicRoads is invited to future PLG meeting.
Project update and forward program
•
Construction of the port’s new roads are underway and operational
sections continue to be monitored.
•
Works to protect the gas pipes have commenced, works involve
excavation around the pipes and recoating of the pipes prior to the
new road being built on top of the existing assets.
•
Webb Point – a number of defect and concerns with quality of build
that need to be rectified (not structural defects). Webb Point scheduled
to be opened at the end of the month subject to the defects being
completed. Galvanised steel cladding will oxidise and tarnish/dull
over time. Mr Price advised that the area around the observation deck
along Webb Trail will be planted and reinstated where vegetation was
removed for drainage installation along Webb Trail – a mix of mature
and seedling will be used. Temporary signage to be installed to stay off
the mounds and dunes. Contractor will be responsible for maintenance
for 2 years following completion.

Maritime Cove will open end of May, same time as Webb Point subject
to the contractor satisfactorily completing the works. Dune protection
fence still to be installed at Perce White Reserve. Footings for this fence
will not be concreted. Wayfinding and interpretative signage will
reflect name of the precinct as Maritime Cove and Perce White Reserve
•
‘Playscape’ conceptual designs have been completed. Public tender
process underway for detailed design.
•
Two northern berths at Webb Dock West on schedule to be completed
by end of July and will be operational at that time.
•
Dredging: Ms Kaye Dixon advised there are no prescribed turbidity
levels for the Project. Turbidity is localised and modelling shows levels
are low, it was noted the construction methodology was also low
impact i.e. using a backhoe excavator as opposed to a trawler. As a
comparison, the vessels at Webb Dock create higher turbidity when
operational.

Mr Jason Price advised the long term use of the Temporary
Automotive Laydown Area is unknown
•
Bunker fuel emissions across the Project sites are managed under the
contractors’ and operators’ localised OHS management plans.
EPA are responsible authority for raising concerns about bunker fuel
and other emissions.

Mr Tony Flude questioned whether the mounds along the eastern end
of Howe Pde extension will have any impact on the Westgate Park
cycle path which the Corporation will be constructing. Mr Jason Price
advised the bicycle path design connecting the Corporation’s path
along Todd Road to the new path along the south western end of
Westgate Park remains as per the design sent to Mr Flude from the
Corporation’s CEO. Mr Price confirmed the mounds would not affect
the path design.

The gap in the corten noisewall, north of Perce White Reserve, was
replaced with cyclone fence at the request of stakeholders following
consultation and as it was not required to provide acoustic protection
it was therefore removed.

including construction impacts and drainage and lighting design

VICT advised all contaminants in the container wash area have been
designed to discharge into the sewerage system, the treated water does
not go into the Bay. Terminal has been designed for a 1:10 year event.
Drainage design is below (i.e. better than) SEPP guidelines.
•
Ms Helen Kuchel and Mr Doug Evers-Buckland questioned whether
all water could be harvested and the impact freshwater discharge may
have on the marine environment. VICT advised it would further
investigate harvesting, noting the current design provides enough
harvesting for use onsite, and committed to providing a formal
response regarding impact of its drainage system on health of the Bay.
•
A summary of the planned lighting was discussed. By way of
comparison, light from a full moon is measured at 0.1LUX, while
according to VICT the light spill at Todd Road is predicted to be
approx. 0.2LUX.
•
Webb Trail Wall along the fence line is to be installed early-mid 2016.

Independent emissions modelling looks at vessels in berth. Question

worse-case scenario.

reverse beeper usage at its terminal and drainage design.
•
Administration building is 3 stories high and warehouse building will
be 10 stories high.
