I. INTRODUCTION
1.1. „ Samsonas Motorsport Rally Utena - 2015“ will be run in compliance with:
FIA International Sporting Code and its appendices;
Lithuanian Automobile Sporting Code and its appendices;
Regulations for organization and running of Lithuanian automobile sport events;
2015 Lithuanian rally sporting regulations (T-2015);
2015 Lithuanian Automobile Rally Championship (LARC) Regulations;
2015 Lithuanian Rally Sprint Championship (LRSC) Regulations;
2015 „LADA Classic Cup“ Regulations;
FIA, LASF technical regulations;
These supplementary regulations.
Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by
numbered and dated Bulletins (issued by organizer or the Stewards)

4.1. All competitors, who have valid licenses for this category of rally event, issued by LASF or foreign ASN, and
driving license, may take part in „Samsonas Motorsport Rally Utena - 2015“
4.2. Electronic entry form, found on www.rallyutena.com, must be submitted. Entry is confirmed, when
accompanied by the fully paid starting fee and after the confirmation by the organizer, with attached filled entry
form for printing and signing (co-driver details may be submitted during administrative checking).

4.4.6. Entry fee for Competitors, taking part only in rally classification, are according to the cars entered and
specified in article 4.4.1.

4.4.7. “0” car drivers have to pay 250 EUR (863,20 Lt) deposit (payment details in art. 4.5.) until 2015-06-01
(Monday), 18:00. This deposit will be returned after successfully completing all, organiser defined, “0” car duties
without causing the accident or getting into one, depending on the report by the Clerk of the Course.

4.6. Refunds
If competitor, having paid full entry fee, does not take part in the rally for justified reason he will be refunded with
50 percent of his entry fee. If event is cancelled due to “Force Majeure”, all competitors will be refunded with 50
percent of their entry fees. If entry form is not accepted – competitor will be refunded with full entry fee.
V. INSURANCE
5.1. All competitors must have valid motor third party liability insurance policy or International Green Card for
their cars (competition and recce).
5.2. Damages to the third party - persons or material belongings – caused during competition is covered by
Organisers insurance contract. However, damages caused by drivers among themselves are not covered by this
contract. Organiser has signed the insurance agreement with BTA Insurance Comapany; no. BCAD 008934,
ammount 57924 EUR.
VI. ADVERTISING AND IDENTIFICATION
6.1. Start number, rally and advertising stickers handed out by Organisers and specified 2015 Lithuanian
automobile rally Championship Regulations appendix 1 are obligatory for LARC and LRSC competitors (appendix 8
of these regulations).
6.2. For all other competitors start number, rally and advertising stickers are obligatory.
VII. TYRES
7.1. During recce only tyres certified for use on public roads are allowed.
7.2. Tyres may be changed during services A, B, C, D and E.
VIII. FUEL
8.1. Refueling is allowed only in provided refueling zones (T-2015, article 58.1.1.).
8.2. All competing cars, using E85 fuel – bioethanol, must be marked with blue stickers with white E85 (min.
160x120 mm). Hight of letter and numbers: 80 mm, thickness: 14 mm. Stickers must be located above the rear
wheel arch, not higher than 200 mm on both sides of the car. Car without the sticker is not allowed to start.

IX. RECONNAISSANCE
9.1. Collection of road books, materials and tracking devices for LARC and rally competitors:
Leisure complex “Abu”, Aukštaičių 3b, LT-28230, Utena.; 2015-06-11 8:00 – 10:00
Road books, materials and tracking devices may be collected by officially entered competitor, provided that entry
fee has been paid. When collecting tracking devices 200 EUR (690,56 Lt) deposit must be paid.
9.2. Reconnaissance for LARC and rally competitors is held on 2015-06-11,
Time: 9:00 – 21:00
Organiser may publish a reconnaissance schedule in a bulletin.
Reconnaissance for LRSC competitors is held on 2015-06-12 8:00-12:00.
Reconnaissance for shakedown is held only for drivers participating in shakedown from 2015-06-11 9:00 until
2015-16-12 11:00. Passage times are not limited.
Each crew is limited to two passages on each special stage (repeated SS – 1/3, 4/6, 5/7, 6/8, 8/10, 9/11 are
considered as one SS).
Passage times and number is not recorded on road 4907 from Ruzgiskes to Ruksenai (part of SS 4/6).
9.3. Local zones
As from the publication of the rally supplementary regulations, any driver, or his co-driver, or any other team
member who has entered or intends to enter a Championship rally „ Samsonas Motorsport Rally Utena- 2015“
and who wishes to drive on any road which is or might be used as a special stage in that rally, may only do so after
he has obtained the organiser's written permission. This shall not apply when the person is known to live in the
area. Failure to respect this rule shall result in the driver being reported to the Stewards.
9.4. Reconnaissance shall be controlled by GPS („Global Positioning System“) devices. Number of SS passage times
will be controlled by Recce Marshals and GPS System Officers. The crew, that is not using this equipment during
reconnaissance, has not installed the equipment or has dismantled it during the race, is penalized 1000 EUR fine
and must install the equipment immediately. If an infringement is repeated, the crew is penalized 290 EUR fine for
every similar occasion. The device must be in a easily visible place of the car during the reconnaissance, therefore
Marshals or other Officials could identify it easily.
9.5. Competitors must drive in such a way that no danger or inconvenience is caused to the people residing close
to the Rally course during the reconnaissance. Driving in the opposite direction is strictly prohibited on the special
stages, exept part of SS 4/6, road 4907 between Ruzgiskes and Ruksenai. Speed limits in Lithuanian Republic are as
follows: in residential areas – 50 km/h; on unpaved roads in non ‐ residential areas – 70 km/h. The Organiser’s
Officials, GPS Tracking Operators and the police will check on the speed during the reconnaissance and the speed
may be reduced by respective road signs, marked in the Road Book. List of speed controlling Officials, appointed by
Organiser, will be published during administrative checks. It is prohibited to use anti ‐ radars and radar detectors.
Speeding less than 10km/h during the recce is not considered as infringement and is not penalized. All other
speed infringements during recce are penalized according to article 20.2.2. Of T-2015.
9.6. Competitors must deliver reconnaissance cards to Organiser’s secretariat 2015-06-12 (Friday) 13:00. In case of
failure to do so, competitors will be penalized by the Stewards according to art. 152 of the LASC.
X. ADMINISTRATIVE CHECKING

10.2. Checking of documents will be carried out during administrative checking. Competitor or team
representative must have valid following documents:
Entrant’s license;
1st and 2nd drivers licenses;
1st and 2nd drivers driving licenses (except competitors younger than 18 years);
Medical certificate of aptitude (“Medical certificate of aptitude” FIA ISC, appendix “L” clause 1.8);
For foreign competitors – permission from their national ASN to take part in the rally.
10.4. Schedule for administrative checking will be published on 2015-06-08 (Monday), 17:00.
XI. SCRUTINEERING, SEALING AND MARKING
11.1. Scrutineering

11.2. Crews, taking part in shakedown, must have their cars checked before going to the stage.
11.3. During scrutineering competitors must present following (valid) documents:
“Green card”/user/driver civic liability insurance;
Vehicle registration documents;
Technical inspection pass;
Rally car certificate issued by LASF or ASN of other country.
11.4. Identification numbers and rally stickers must be fixed on rally cars prior.
11.5. Schedule for the Scrutineering will be published on 2015-06-08 (Monday) 17:00.
XII. OTHER PROCEDURES
12.1. Official time of the rally will be the local time as per Lithuanian radio signals.

12.3. Driving through GPS Safety and Tracking zone (marked on the Road Book) is obligatory to all Participants.
12.4. Early check-in is permitted: LRSC competitors – TC 4A; LARC competitors – TC3A, 3B, 3C, 11A, 11B.
12.5. Handing out of time cards will be done in: LRSC competitors – TC0, 2B; LARC competitors – TC0, 2B, 3B, 3D,
7B.
12.6. Collection of time cards will be done in: LRSC competitors – TC2B, 4A; LARC competitors – TC2B, 3A, 3C, 7B,
11B.
12.7. The use of safety and tracking equipment. Safety and tracking device must be used during reconnaissance
and the rally. Every competitor is financially responsible for the equipment during reconnaissance and the rally.
Every crew must pay 200 EUR (690,56 Lt) deposit fee. Return of the equipment and deposit is done in rally HQ
until 2015-06-13 (Saturday), 20:00. Retired crew has to return the equipment to Rally HQ until 2015-06-13
(Saturday), 20:00. If a disordered, dysfunctional equipment is returned or if it has been failed to return until the
term, 200,00 EUR (690,56 Lt) deposit fee is not returned.
Competitors are responsible for installing of equipment themselves. The same device is used for reconnaissance
and the rally. Equipment must be installed in the competing car before the start of the rally or before the start of

shakedown if applicable. Safety and tracking device and information sticker has to be installed into the rally car
according to the drawing specified in appendix 11. Organiser’s appointed persons will be checking if the device
has been installed properly at the Special zone (marked by signs and provided in the Road book). The crew,
which installed the device improperly, will have to do it right until the start of the Rally. The crew, which will not
install or will dismantle the device during the Rally, will be reported to the Clerk of the Course for penalization and
the crew will have to install it at the nearest Service Park.
12.8. Retired crews must inform Rally HQ by phone number, indicated on GPS stickers about the reason for
retirement. Crews also must hand out their time cards to the nearest control post or to the track opening
marshals. Failing to report about retirement will inflict 60 EUR (207,17 Lt) penalty.
12.9. If the crew stops in the special stage and their vehicle is on the track or no further than 3 meters from it, an
emergency sign must be put not less than 50 meters from the car on same side of the road to warn other crews.
12.10. In case of an accident where the crew members or a spectator suffered physical damage/injury, the
member of the crew must immediately inform at least 3 of the following cars by showing “SOS” sign (art. 40.2. Of
the T ‐ 2015) and contact the Rally Headquarters by phone number, indicated on GPS sticker.
The crew violating the requirements to exhibiting the “OK”/”SOS” signs may be penalized following Art.152 of LASC
on decision of the Stewards.
12.11. Competitors, who retired from the Rally after the crash or after off ‐ road accident, must inform Chief of
Scrutineering Committee Mr Algirdas Gricius, tel. +370-687-44947 and deliver their car for technical inspection.
The crew violating this requirement will be penalized.
12.12. Start procedure in the Special Stage
The start will be executed by means of the electronic timing equipment in all the special stages. When 30 seconds
are remaining to start, the crew is handed in the time card. The electronic clock showing hours, minutes and
seconds is on. When 5 seconds are remaining to start, five red lights will light up every second from one to five.
After these five lights are extinguished, the crew must start. The traffic light to show the jump start is located 20 to
30 meters from the start line. When the crew vehicle is standing at the start line, the traffic lights show red light.
When 5 seconds are remaining to start, the traffic lights show yellow light. In case the crew starts in the correct
manner, it lights green and continues to light green for 20 seconds. In case of jump start, the yellow light keeps
shining for 20 seconds. In any case, in 20 seconds the traffic lights change to red.
If above mentioned electronic equipment is not installed or it is not functioning, the start procedure shall be
carried out following the requirements of Art.37.3 of the T ‐ 2015 (Art.19.5. of the FIA General prescriptions). The
start official informs the crew if the start procedure is not carried out with the help of the electronic equipment.
12.14. Serviso zona:

12.14.1. During the Rally servicing of rally cars shall be allowed in the service parks specified in the Road Book
only.
12.14.2. It is forbidden to wash the rally cars, parts and machineries that are using technical oils (engines,
gearboxes, and similar) in service zone.
12.14.3. Only one service car and one recce car of each crew is allowed into the service park. Reconnaissance
cars can be parked in the bus park parking lot shown in Service Book. Special sticker issued by the Organiser must
be stuck on the service car front windscreen at the top corner of the passenger’s side. In case of failure to meet
this requirement will be treated as monetary offence. No reconnaissance cars are allowed to enter the service
park.
12.14.4. Maximum area for each Competitor crew in the service park is 45 m2. Competitors, who wish to
purchase additional area, must contact the Organiser.

12.14.5. At the place of servicing in the service park the waterproof fabric (minimum 4x4 m) must be laid
under a rally car. A container must be laid under the place of the neck for tank filling (to collect fuel spill) in the
refueling zone. Using pumps for refueling, the ends of the tube must be equipped with safety taps or valves.
12.14.6. Service zone for shakedown
Will be shown in Road and Service books.
12.15. Regroupings
One overnight regrouping (TC3C) and two consolidations of the start order will be done at the regrouping
zone during the Rally (TC2B and TC7C).
12.16 Shakedown
12.16.1. Entry fee for shakedown – 30 EUR (103,58 Lt).
12.16.2. Shakedown passages are limited to 3 (three) times.
12.16.3. Shakedown will be run if there are at least 10 entries foe this stage untill 2016-06-05.
12.17. Finish procedure
12.17.1. Location of finish podium

The finish of the rally will be at TC11B, located in Utena, K. Donelaičio str. 38. After Service E, crews will enter
a holding area, were they must follow the instructions of the marshals who will reorder them for the finish
ceremony. Access to the holding area will be limited to officials, marshals, crew members and media
representatives.
Crews in convoy will be taken to the place of prize-giving: by lake Dauniškis. After the podium finish, competitors
must take their cars to either Parc Ferme or to Final Scrutineering in convoy, as instructed. The car may be driven
by a team representative. Cars must stay in Parc Ferme until publishing of official final classification.

XIV. PRIZES, CUPS
14.1. 1st and 2nd drivers, who won “Samsonas Motorsport Rally Utena - 2015“ in overall classification are awarded
cups, established by the Mayor of Utena District Municipality.
14.2. 1st and 2nd drivers, placed 1st to 3rd in each of 1, 2, 3, 4, 5 and 6 classification of “Samsonas Motorsport Rally
Utena - 2015“, are awarded cups from the Organiser and prizes if they are established.
14.3. LARC teams placed 1st to 3rd in “Samsonas Motorsport Rally Utena - 2015“ team classification are awarded
cups from the Organiser and prizes if they are established.
14.4. 1st and 2nd drivers, placed 1st to 3rd in each of SG-1, SG-2, SG-3, 2WD and 4WD classification of LRSC round,
are awarded cups from the Organiser and prizes if they are established.

14.5. LRSC teams placed 1st to 3rd in LRSC round team classification are awarded cups from the Organiser and
prizes if they are established.
14.6. 1st and 2nd drivers, placed 1st to 3rd in “LADA Classic Cup” classifications of LRSC round, are awarded cups from
the Organiser and prizes if they are established.
14.7. One of competitor crews 1st and 2nd drivers, chosen by the Organiser for efforts and sacrifice during
“Samsonas Motorsport Rally Utena - 2015“ are awarded “Rally Spirit” cups.

14.11. Attending award ceremony is obligatory for the winner crews. Winner Participants having failed to attend
the awarding ceremony will be penalized by 60,00 EUR fines and will lose their right to the prizes.
XV. FINAL CHECKS
15.1. Final Scrutineering:

15.2. All protests shall be submitted following the requirements of Art. 171-179 of the LASC
15.2.1. All protests shall be filed together with the 150 EUR fee.
15.2.2. In case the protester requires dismantling of parts of the vehicle, the person lodging such a protest
must pay the additional fee as specified in clause 10.4. of Lithuanian Automobile Rally Championship Regulations
2015.
15.3. Appeals shall be submitted following Art.180 ‐ 191 of the LASC after paying appeal fee, established by LASF
Council.
