SEMI-MONTHLY REPORT “A friendly community in which to live, work and play” June 26, 2015 Upcoming City Council Meetings in City Council Chambers… July 7, 2015 – City Council Meeting will NOT be held July 21, 2015 – City Council Meeting @ 6 p.m. City Administration… The City is currently accepting applications for a part-time Community Services Officer in the Police Department. The California Department of Transportation (Caltrans) will begin a $9 million dollar pavement rehabilitation and repair project on State Route 12 (SR-12). This project will improve the driving surface from the Potato Slough Bridge to Flag City. The project will replace rumble strips, re-construct guardrails and apply an asphalt concrete overlay to the roadway. Construction is slated to begin June 1, 2015. Motorists can expect oneway traffic control between Glasscock Road and Flag City Boulevard via flaggers during the nighttime hours: Monday-Friday from 7:00 p.m. until 5:00 a.m. Motorists should expect 10 minute delays. Alternate routes should be taken whenever possible. This work is scheduled to begin as listed, but is subject to change due to traffic incidents, weather, availability of equipment and/or materials and construction related issues. The pavement rehabilitation and repair project is one of three current projects on SR-12 totaling $65 million dollars. The Bouldin Island Rehabilitation project will construct a concrete median barrier, increase shoulders and install rumble strips. The Mokelumne River Bridge project will replace the existing decking surface, raise the control house to avoid over height loads and replace electrical mechanisms of the bridge. The projects when completed will ease congestion, improve mobility, decrease commute times and enhance safety within and through the county. Caltrans would like to extend our appreciation to motorists and residents for their cooperation during the construction of the SR-12 improvement projects. The California Department of Transportation (Caltrans) has scheduled a long-term closure of the J-Mack Ferry in the Delta. The J-Mack is scheduled to close starting Thursday, March 26 at 12:01 AM, and be returned to service late June 2015. Caltrans will make an announcement once an exact return date is determined. The closure will allow Caltrans to work in collaboration with the U.S. Coast Guards’ mandated dry dock inspection of the ferry. During this time, the J-Mack will be moved to a dry dock facility for the U.S. Coast Guard inspection, and upgrade and repair work to better suit the 1 needs of the traveling public. The J-Mack, also known as the Steamboat Slough Ferry, provides around the clock service on State Route 220 between Ryer Island in Solano County and Grand Island in Sacramento County. During the closure, motorists are advised to use the Real McCoy Ferry, also known as the Cache Slough Ferry along State Route 84. For the latest information, motorists can also call the Caltrans Ryer Island Ferry Update Line at (510) 622-0120. Finance… The FY 2015/16 and FY 2016/17 budgets were adopted by City Council on June 16. The budgets are available to view on the City’s website at the following link: http://riovistacity.com/city-adopted-budget/ Auditors from MUN CPAs will be onsite conducting FY 2014/15 interim fieldwork on July 8-9. Staff is preparing for the audit. The Finance Director attended the monthly Investment Planning and Financial Review Committee meeting on June 18. Topics discussed were: revising or eliminating certain reports the Finance Director and Treasurer provide to City Council on a monthly basis; and update on the CFD 2004 and CFD 2006 bond refinancing and cell tower lease sale; and transferring funds from the City’s account with the state’s Local Agency Investment Fund (LAIF) to the City’s account with Bank of Rio Vista. Police Department… Following budget approval the Department is assembling a recruitment flier for the Community Services Officer position and is drafting parameters for the part-time investigator position. The CSO position will have revenue off-sets from parking and code enforcement activity and the investigator will be funded from existing overtime funds. Staff participated in the Rio Vista Alliance “First Responders Day” at the City boat launch. The Police Department showcased a patrol vehicle, utility pickup, motorcycle and classic police car, made possible by contributions from the Police Officers Association and our Police Explorers. On 06/20/15, an officer conducted a traffic enforcement stop for a vehicle being operated with expired registration. The driver, Ebony McGee age 34 from Pittsburg, was operating a motor vehicle with a suspended driver’s license and issued a citation for the violation. The vehicle was impounded with a 30 day hold. On 6/19/15, an officer conducted a traffic enforcement stop for a vehicle being operated during darkness without the headlights on. The driver, Daniel Gallosa age 31 from Concord, was determined to have a warrant for his arrest out of San Luis Obispo. Gallosa was issued a citation and released on a notice to appear in San Luis Obispo County Court. On 6/19/15, an officer responded to a non-injury collision on State Route 12, west of Drouin Drive. During the collision investigation one of the involved drivers, Claudell 2 Roberts age 34 from Stockton, was determined to be driving on a suspended driver's license. Roberts was issued a citation for the violation and released on a notice to appear in Solano County Court. On 6/19/15, officers responded to Rio Vista High School regarding a theft. School personnel reported that an unknown person gained entry to the old radio station, causing several hundred dollars of damage to the building. It was determined the subject(s) took a computer monitor valued at $200.00 and damaged another computer monitor. Items were located for finger print processing. A report was taken and the investigation is ongoing. On 6/16/15, officers were dispatched to a suspicious activity in the area of Riverview Street and S. Fourth Street. While in the area, officers were also alerted to a suspicious vehicle that had just parked on St. Gertrude Avenue. Officers made contact with a juvenile inside the vehicle and determined he was an unlicensed driver, and was in possession of alcohol and marijuana. The juvenile was issued a citation and released to his parents. Fire Department… Fire Prevention Activities The Department performed 19 sprinkler inspections in the City during the month of May An administrative volunteer has been assigned to weed abatement surveys and has started sending out notices to property owners to abate their properties. Several properties have come into compliance after the first notice. Fire Department Activities Department Administrative volunteers put in 170.75 hours in the month of May. Operational Activities Total Calls for Service: 65 On 6-11-15 at approximately 1416hrs, the Department assisted Isleton at a large vegetation fire on the levee. Crews were out there for over an hour until released. On 6-12-15 at approximately 1200hrs, CalTrans was flail mowing along the shoulder of Hwy 12 and a spark started roadside vegetation on fire that quickly spread to standing grain crop. In all approximately 20 acres of wheat was destroyed. Assistance was received from Montezuma and River Delta Fire Districts. Paid, Volunteer and Reserve Firefighters from the city along with mutual aid companies were able to extinguish the fire within two hours. On 6-13-15 at approximately 1555hrs a grass fire was reported on the side of Hwy 12 near Church. This fire was on the opposite side of the Hwy than the previous days. This fire burned into a mowed fire-break and allowed crews to control the fire quickly. 3 On 6-17-15 at approximately 1836hrs a large tractor was reported to be on fire on Sherman Island. Arriving crews found a fully involved tractor. Fire was under control in 15 minutes but was on scene for approximately 45 additional minutes extinguishing the fire. On 6-18-15 at approximately 1510hrs a vegetation fire was reported near Vierra’s Resort off of Hwy 160. The fire was actually found several miles down the road past Isleton in River Delta Fire Protection District. Crews worked with River Delta, Isleton and Walnut Grove units to contain the main fire as well as several spot fires. Engine 55 was primarily utilized for structure protection at a winery. City staff attended the City Council on June 16, 2015, to present the budget for Community Development/Public Works Department for F/Y 2015-16, and F/Y 2016-17. 4 Staff attended the Ribbon Cutting ceremony for the new Family Dollar Store on June 24, 2015 at 10 a.m. The Airport Pavement Enhancement Project will have the striping finished by June 26, 2015. The contractor will complete the cleanup of the airport within the next week or two. The Arsenic Filtration Project Phase I contractor is preparing the cost estimate to complete the installation of the additional equipment necessary to operate Well #10. Cost estimate should be coming to the City Engineer and staff a.s.a.p. The Promenade Phase II Project is going forward with the block wall along the river, concrete sidewalk installation, and the irrigation system for the plants, shrubs, and trees. The acceptance of the Sewer and Water Line Replacement Project is ready for acceptance on the July 21, 2015 City Council agenda. The Alleyway and Front Street Sewer and Waterline Replacement project is going to start within the next few weeks once the contractor submits a project schedule. Community Development Department/Building/Code Enforcement/Planning… City staff has issued seven (7) more building permits for Shea Homes. City staff has been approached by various builders and developers for future projects within the City. Staff has been contacting property owners regarding abatement issues and going forward with more abatement notices. City staff is coordinating with the developers and property owners regarding the re-alignment of Church Road and Hwy. 12. ATOD… The Summer Program is going well. There are currently 65 kids with most of the classes full. Wednesday, June 25th was the 3rd Annual First Responder Day held at the City Boat Launch. Going by the amount of food served, there were approximately 120 people in attendance. Agencies participating were Rio Vista Fire and Police, Montezuma Fire, Travis EOD, Fire and the Command Center, Coast Guard, Sheriff K9 Units, Marine Patrol and the Emergency Action Committee from Trilogy. The CHP and Sheriff’s SWAT teams did not show. A newly added activity scheduled after the official end of the summer program will be a tour of Travis Air Force Base for 13 – 18 year olds. Space will be limited to 20 students and 8 have already signed up. Staff attended an ATOD Contractor Meeting on June 16 th. The main topic involved CalOMS reporting of State data. The revamp of the site has been postponed until 2016. 5 Invoices are finally being paid through April, although Rio Vista’s contract from last year (December) still has not been closed out. Staff is working on a revision of the ATOD Scope of Work and will be submitting it by Friday, June 26th. Transit… Nothing to report END OF REPORT 6
