Government of Rajasthan, as part of various e-Governance initiatives, intends to empower citizens by
providing personalized web interface as “Citizen Portal” which will extract data from various applications
and display the same based on citizen preference/pre-defined rules. This will facilitate citizens in:




Tracking of his/ her service request, Grievances etc. submitted to various Govt. depts.
Profile based display of government initiatives/benefits and other information like govt. dues,
notices etc. applicable/ relevant to him or his family.
Citizen repository (availability of all important documents) online
No need to submit physical documents for obtaining services, applying for admission, jobs etc.
facility to link from repository
The envisaged solution will also need to be integrated with e-mitra, raj sampark & other citizen centric
government applications. Aadhar & Bhamashah based Citizen Profile may be created covering the
following minimum roles with a provision of delegating access rights to family members, friends,
employee etc.:
 Individual
 Family
 Establishment
In this regard, Government of Rajasthan invites firms having relevant solution or has expertise to develop
the solution as per the requirement mentioned below under “Concept Note of Citizen Portal”.
The interested firms are expected to demonstrate their solution as per the Scope for Proof of Concept
(POC) from 16th March 2015 onwards.

Concept Note – Citizen Portal
1. Major features/functionalities envisaged in “Citizen Portal” are as under:
a. Service / benefits
 Details of service transaction/status with Government
 Details of dues if any like electric bill, water bills etc.
 Details of grievances lodged and status
 Profile based (individual and family) highlighting of Government schemes, plans etc.
 Facility to include any other item of interest from the available portlets
b. Citizen Document repository
 Creating repository of citizens (individual, family) for storing Documents / Document
reference
 Registration of issuer (organizations issuing electronic documents based on service request)
and integration with issuer organizations for uploading Documents / Document reference
generated in the repository of Citizen
 Version maintenance of documents/certificates issued by Government Agencies and
Document validity details
 Facility to citizen for uploading documents (integration with digital signature /e-Sign)
 Registration of requester (organizations providing services) and integration with requester
organization for providing access to citizen documents.
 Facilitating citizen to provide link of documents available in his repository for obtaining other
services or for applying for admission/jobs
 Workflow based verification process for documents uploaded by Citizen
 Rule based auto verification of citizen documents based on which any service is obtained
 Storing meta data of document (wherever is applicable and possible)
 Authentication through password, OTP, biometric, DSC/esign
 Workflow based addressing the citizen request for change/remove of document
c. Solution should be compatible to smart devices such as ipad, mobile and should support all
major O.S
2. Scope for Proof Of Concept (POC) – “Citizen Portal”
The capabilities that would be built in this PoC are as below a. Citizen Profile Creation based on the roles:
 Individual
 Family
 Establishment
b. Post login citizen (user) would have following experience.
 Information related to user like vPhoto, Unique ID (Bhamashah & Aadhar) available in header
section.
 Citizen Dashboard page as the landing page post login with information a. Utility Bills Information: Electricity bill, water bill, telephone bill etc., with due date
b. Last 5-10 transactions
 Display of profile based contents which might be of interest to citizen e.g. –
a. If user is a student, it might show up Government Scholarship schemes for students,
Government programs for skill development etc.
b. If user is a senior citizen, it might show contents pertaining schemes / benefits
announced by Government for Senior Citizen. Old age pension scheme etc.
 Citizens will be able to view and track grievance status based on Token number and register a
new grievance
 Registration of Issuers and Requesters organizations with Citizen Digital Identity Portal
 Creation of Document repository based on Citizen’s Bhamashah/Aadhar ID and grouping of
family/ friends
 Citizen’s Documents section (individual, Family, Enterprise with grouping facility)
a. Provide electronic document/ link of document generated through e-Mitra as part of
Service Delivery to citizen based on Bhamashah/ Aadhar ID along with meta data
b. Citizen may upload scanned documents which needs to be categorized and stored
 Access to various services will be provided based on the user who has logged into the system
and would be personalized, it would be possible to provide links to services and define access
control based on type of user (Family head, minor etc.)
 Creation of various portlets and Drag & Drop any portlet available pertaining to Govt Services
into the personalized page of the user OR role. Example – of the citizen needs to know the
vaccination updates from the Govt he may include the vaccination portlet from the available
portlets
 Users would be able to connect their Facebook /twitter id and share the information from
citizen portal.
c. System will also provide following capabilities from administration perspective
 Administrator would be able to create/ modify information to be published on citizen portal
using Meta tags.
 Information created will be submitted for approval before it is published on portal.
 Administrator would be able to personalize look & Feel of his login account by using predefined theme templates with ease.
 Developed System should be compatible with mobile devices and interface should be
responsive.
 Bi-lingual capabilities (English and Hindi)
