When called please make your way to the Tennis Centre. 11:30 – Competition starts. 14:00 – Competition ends. 6|Page Child Protection What to do if you have concerns about the welfare of a child: Suspicion that a child has been abused, or is at risk of abuse, at the School Games Is the young person in need of immediate medical attention? NO YES Call an ambulance Inform medical staff that there are Child Protection concerns Record as much detail as possible about the incident or allegation, using CPIRF (Appendix 7) Does the incident or allegation involve the Challenge CPO NO YES Report suspicions to GMSP Chief Executive and deliver original CPIRF within 24 hours Report suspicions to Challenge CPO and deliver original CPIRF within 24 hours. Please refer to the School Games Policy Document Lost Children Procedure A child that is unable to locate their adult/carer should be taken to the registration desk at each venue and the site manager should be informed If a child comes to you saying they are lost, please try to ensure that you and another adult accompany the child to the lost children area (registration desk) Once at the lost children area the child should be reassured and given a seat where possible. Details of the child should be obtained. Contact the Site Manager to inform them of lost child. Name of Child should not be used when announcing lost child. The adult collecting should complete lost child release form. It should be explained to them that this is to show whom we have ‘released young person to’. All participants will be issued with a silicone wristband. 7|Page Codes of Conduct: The GREATER MANCHESTER SCHOOL GAMES 2015 has adopted Codes of Conduct for the following groups of people who engage with the activities of the Partnership: Coaches Participants Officials and Volunteers Team Managers, Parents & Supporters All those involved in the Greater Manchester School Games need to take into account the differing nature of many sporting activities, and especially the level of physical contact and verbal encouragement which are involved, and acceptable, in those sports. Therefore, the Codes should be interpreted in line with common sense evaluations of the nature of each sport. Coaches and players should contact the NGB of the sport in question if they require further detailed advice. Code of Conduct for Coaches The Coach’s Charter Coaches must respect the rights, dignity and worth of every person and treat everyone equally within the context of their sport. Coaches must place the well being and safety of the performer above the development of performance. They should follow all guidelines laid down by their sports Governing Body and hold appropriate insurance cover. Coaches must develop an appropriate working relationship with performers, especially children, based on mutual trust and respect. Coaches must not exert undue influence to obtain personal benefit or reward. Coaches must encourage and guide performers to accept responsibility for their own behaviour. Coaches should hold up-to-date nationally recognised governing body coaching qualifications. Coaches must ensure the activities they direct or advocate are appropriate for the age, maturity, experience and ability of the individual. Coaches should at the outset clarify with performers, and where appropriate their parents, exactly what is expected of them and what performers are entitled to expect from their coach. Coaches should co-operate fully with other specialists (e.g. other coaches, officials, sport scientists, doctors, physiotherapists) in the best interest of the performer. Coaches should always promote the positive aspects of their sport (e.g. fair play) and never condone rule violations or the use of prohibited substances. Coaches must consistently display high standards of behaviour and appearance. This Charter is reproduced courtesy of Sportscoach UK. Code of Conduct for Participants “Local Organising Committee” is fully committed to safeguarding and promoting the wellbeing of participants and spectators at the Greater Manchester School Games. It is important that sports and arts participants, coaches, administrators and parents associated with the Greater Manchester School Games should, at all times, show respect and understanding for the safety and welfare of others. Therefore, they are encouraged to be open at all times and to share any concerns or complaints that they may have about any aspect of the Greater Manchester School Games with a member of event staff. 8|Page As a participant in the Greater Manchester School Games 2015 you are expected to: Do the best you can. Treat people as you would wish to be treated on and off the pitch, court or stage - don’t bully or intimidate others. Play by the rules. Control your temper - never use bad language. Co-operate with your Team Manager / Coach / Leader. Make sure you wear the right kit, and keep yourself and others safe. Respect and listen to the Officials / Judges - their decision is final. Code of conduct for officials and volunteers The essence of good ethical conduct and practice is summarised below. All volunteers must: Consider the wellbeing and safety of participants before the development of performance. Develop an appropriate working relationship with performers, based on mutual trust and respect. Make sure all activities are appropriate to the age, ability and experience of those taking part Promote the positive aspects of the sport (e.g. fair play) Display consistently high standards of behaviour and appearance Follow all guidelines laid down by the national governing body of the relevant sport and the team / club they are representing Hold the appropriate, valid qualifications and insurance cover Never exert undue influence over performers to obtain personal benefit or reward Never condone rule violations, rough play or the use of prohibitive substances Encourage performers to value their performances and not just results. Code of Conduct for Team Managers, Parents & Supporters “Local Organising Committee” is fully committed to safeguarding and promoting the wellbeing of participants and spectators at the Greater Manchester School Games. It is important that sports and arts participants, coaches, administrators and parents associated with the Greater Manchester School Games should, at all times, show respect and understanding for the safety and welfare of others. Therefore, they are encouraged to be open at all times and to share any concerns or complaints that they may have about any aspect of the Greater Manchester School Games with a member of event staff. As a parent / supporter at the Greater Manchester School Games 2013 you are expected to: Encourage participants to learn the rules and play within them. Discourage unfair play and arguing with Officials / Judges. Help participants to recognise good performance, not just results. Set a good example by applauding the good performances of all. Never punish or belittle a participant for losing or making mistakes. Publicly accept the decisions of Officials / Judges. Control your temper - never use bad language. Failure to comply with these codes will result in further action being taken by “Local Organising Committee” including exclusion from the event. 9|Page Use of video and photography The Local Organising Committee recognises concerns regarding the use, and potential abuse, of images of children and young people taking part in physical and creative activities. In order to protect children, and re-assure parents, the Local Organising Committee will implement the following procedures at the GREATER MANCHESTER SCHOOL GAMES 2015: The consent of participants and their parents will be sought in advance for the taking and subsequent potential publication of still or video photography via team entry information. Information boards will display the requirement for people intending to capture images for publication to register and receive photographic consent guidelines and listings. The rules that are in place at each individual centre will be the minimum accepted practice that will be in force at each site. Key elements of these procedures will include: A requirement to register with the event organiser on the day for press accreditation and equipment registration (see procedure below). Respecting the wishes of those young people who may not wish their photograph to be taken under any circumstances. Where consent has been given by a young person and their parent/guardian, this shall include consent to print the child’s name and a designation of the Borough which the young person is representing. No additional detail should be printed without additional specific consent. Never taking any individual young person(s) away from the main public places at the event for the purposes of photography unless they are chaperoned by an event official (or parent or other adult in loco parentis) at all times. If a young person becomes the subject of a particularly newsworthy story due to an outstanding performance, we will ask that any reporter liaises with the parents of the young person, if present, or the young person’s coach or team leader to pursue the story. School Games Camera Registration Process In line with recognised good practice and safeguarding & protecting Children we ask that everyone using a camera/ mobile/ video recorder registers their device at one of the following camera registration points. Official media and photographers will register and be identifiable by Media Bibs or Badges Camera registration can be found at all competition registration areas. At these points you will be asked to complete and sign a simple form (as below). Your data will not be used for any purpose other than registration and will not be used by a third party: 10 | P a g e CAMERA REGISTRATION – Greater Manchester Winter School Games – 24th March 2015 Anyone intending to use a camera/video, including mobile phones with a camera device is asked to register it. Please complete the information below and hand to an official, and ensure that you receive your camera registration sticker. Name: Postcode: Telephone number: Reason for Attending: Participant/ Spectator/ Coach/ NGB/ Other please specify: Your data will not be used for any other purpose other than registration and will not be used by a third party. NOTE: This includes anybody that will be using a camera/ video camera/ Phone camera Once your form has been completed and handed back to event staff you will receive a sticker which must be visible at all. An example of this can be seen below. Staff Identification All event staff will be issued with School Games Bibs &/or events ID badges using the following colour scheme: ID Colour Green Red Orange Event Staff type School Games Crew Leader Event Staff Media Roles Sport Specific Leader Site Managers, General Event Staff Reporters, photographers 11 | P a g e First Aid If there is an injury that may require first aid, Manchester Medical Services will be on hand across all venues. If you cannot see a member of the medical team please inform a member of the event staff. Medical Areas will be found as follows: - 1 Medic @ Eastlands Indoor Arena - At the side of where the seating will be at the back of the hall 1 x Medic @ Manchester Aquatics Centre - In the designated medical room 1 x Medic @ National Cycling Centre - In centre of track in competition area 1 x Medic @ Manchester Tennis Centre 1 x Medic @ Sugden Centre 1 x Medic @ Broughton Park – Next to Club House 1x Medic @ Armitage Centre 1x Medic @ Amaechi Basketball Centre inside sports hall 1x Medic @The East Manchester Academy A short form needs to be completed for any treatment that is administered. Emergency Procedures If you see any problems on the day that you don’t feel that you can deal with yourself please tell your Site Manager who will then be able to direct the issue to the relevant person. In the case of evacuation at any of the sites everyone should follow the sign posted evacuation routes and directions of the venue staff. Risk Assessments All venue and sports specific risk assessments can be found on the School Games website http:// schoolgames.key103.co.uk/ Refreshments No food or drink will be provided. It is the athletes/schools responsibility to bring refreshments with them. Changing Rooms Changing rooms will not be available. All participants should arrive dressed ready to compete. Transport Transport will only be provided for teachers and participants from Sport City to the competition venue and back for those schools that selected that they required this service upon entry. Please note spectators must make their own way to venues. Please note NO transport will be available for those schools that have not selected this option. 12 | P a g e Parking All teams are asked to enter event Car Park 2 – North of the Etihad Stadium off Alan Turing Way (A6010). From here you will walk up Joe Mercer way and into the outdoor arena where the opening ceremony will take place. After the opening ceremony all athletes will be transferred to their competition venue on coaches. After the competitions all athletes will be dropped off in event Car Park 2 – North of the Etihad Stadium off Alan Turing Way (A6010) where they will pick up their transport home. Please note NO transport will be available for those schools that have not selected this option. For disability competitions all participants should enter via Gate 13 – Car Park 5, participants then should make their way into the Outdoor Arena for opening ceremony. Greater Manchester School Games Wrist Bands All competitors/ team managers and teachers in charge will be asked to wear a Greater Manchester School Games wrist band. The bands are colour coded according to the borough you are competing for. This will allow for ease of borough identification. These will be distributed upon arrival at the competition venue. We would ask for your support in this process by ensuring that all your competitors are wearing their wrist band and that it is the correct colour based on the below: Borough Wrist Band Colour Bury Bolton Manchester Oldham Rochdale Salford Stockport Tameside Trafford Wigan Yellow Grey Orange Black White Red Purple Green Blue Pink VIP Reception VIPs are invited to attend the Opening Ceremony taking place in the Outdoor Arena at Eastlands followed by a VIP reception where there will be refreshments, speeches led by our young ambassadors. VIP’s will then be taken on a tour of all of the School Games sites to view the competitions. Outline as follows: - 9:45 – VIP Arrival at Eastland’s Indoor Arena (Direct to seats in opening ceremony) - 10:00 – Opening Ceremony - 10:30 – VIP Reception - 11:45 – Tour across School Games venues to view activity - 14:00 – End of VIP reception arrival back at Eastland’s Upon arrival back at Eastland’s VIPs are welcome to continue to be part of the Greater Manchester School Games by watching the end of the Sportshall Athletics competitions and the medal presentation ceremonies. 13 | P a g e Wet Weather Plan NOTE: NGB/Sports Organisers and Site Managers MUST be involved in the following decision making process: 1. NGB/Sport Organisers and Site Managers meet to agree to suspend play (depending on sport being played and the health and safety considerations). 2. If majority agreement - play suspended for up to 20/30 minutes to allow weather to pass. Team Managers/Teachers will then be informed of any decision. 3. A call will be made to the control room at Eastlands to assess the 24 hour forecast, this will help the decision making process. 4. If 20/30 minutes has passed and there is no foreseeable change in the conditions, NGB/Sport Organiser and Site Managers meet to discuss reduction/ adaption of event to a suitable activity. Once again, Team Managers/Teachers will then be informed of any decision. 5. Majority agreement as to decision – to reduce/adapt the event to a suitable activity. 6. If the weather persists and their is no sign of it changing, NGB/Sport Organiser and Site Managers meet to discuss cancellation of event (in consultation with Team Managers/Teachers). 7. Majority agreement as to decision – to cancel the event. Contingency There will be no reserve venues for outdoor competitions on the day as this is not a feasible option. The venues chosen have been selected because of their high quality outdoor facilities, but in the instance of weather effecting the competitions, the following contingencies are available. Hockey @ Armitage Centre - there is no reserve venue for the hockey competition. The competition is likely to continue, unless weather is extreme (waterlogged pitches, dangerous playing surface). Competition may be shortened dependent on severity of conditions. Rugby Union @ Broughton Park – there is no reserve venue for rugby union. The competition is likely to continue, unless weather is extreme (waterlogged pitches, dangerous playing surface). Games may be shortened dependent on severity of conditions. *Please note in the case of lightning competitions should be halted and all participants should take shelter. Shelter The table below shows those sports competitions which are scheduled to take place outdoors and the shelter that will be provided. This may cause slight disruption to those competitions which are indoors, however will be endeavour to keep this at a minimum. Please ensure all your participants are informed to come prepared for all playing conditions!
