Large Diameter Sewer Rehabilitation Cleveland Street from Hartrey Avenue to Pitner Avenue April 6, 2015 Project Description The City of Evanston Utilities Department will be rehabilitating the combined sewer on Cleveland Street between Hartrey Avenue and Pitner Avenue (see project location map on reverse). This work is part of a larger project to improve the reliability of the combined sewer system in several areas. The City was awarded a low interest loan from the Illinois Environmental Protection Agency to fund this $270,000 project, which will allow the City to complete the project without raising sewer rates. The City has contracted with Insituform Technilogies to complete this project. Rehabilitation work includes installing a cured-in-place pipe (CIPP) liner inside the existing sewer main. This process generally does not require any excavation, and work can be completed much faster and with much less disruption than if the sewer were excavated and replaced. The resins used in the lining process are the same resins used in the fiberglass industry for many years. These resins contain a chemical called styrene that hardens when heated. Although styrene is not a pleasant odor, it is not dangerous at the levels at which people can detect it. If you smell the styrene while the contractor’s personnel are working in your area, do not be alarmed. To keep this odor out of your building, pour a gallon of water into each basement floor drain. This keeps the “trap” full and prevents sewer gases from coming into the building. Because the water in the drain trap evaporates, this practice should be done regularly. Tentative Schedule Preparatory work will begin on April 16, 2015, with the actual CIPP lining to rehabilitate the sewers occurring the week of April 20, 2015, weather permitting. The rehabilitation work will be done over the course of a continuous 24-hour period, meaning that the contractor’s personnel and equipment will be operating through the night when sewer lining is in progress. Accordingly, the contractor has been granted a waiver from the City’s anti-noise ordinance while sewer lining is in progress, but will endeavor to keep noise and disruption to a minimum during overnight hours. “No Parking” signs will be posted in the work area during that time and traffic patterns will be modified to make room for construction equipment and staging.
