Please consult the Notice of Proposed Rulemaking (NPRM) entitled: 2015 Edition Health Information Technology (Health IT) Certification Criteria, 2015 Edition Base Electronic Health Record (EHR) Definition, and ONC Health IT Certification Program Modifications for a detailed description of the proposed certification criterion with which these testing steps are associated. 1. Required Tests Note: The order in which the test steps are listed reflects the sequence of the certification criterion and does not necessarily prescribe the order in which the test should take place. 1.1 Identify, Record, and Access Health Information Documents Evaluate the capability of the Health IT Module to properly identify, record (capture and store), and access (examine or review) the health information documents associated with a patient. Item # Technical Outcome A user identifies (labels 1 documents), records, and accesses health information documentations associated with a particular patient. Test Lab Verification Test Approach The tester verifies a user can identify (e.g. label documents as advance directives, birth plans), record, and access the health information documents associated with a patient. At a minimum, visual inspection of test data. 1.2 Reference and Link to a Health Information Document Evaluate the capability of the Health IT Module to reference a health information document, including providing narrative information on where to locate a specific health information document, and the capability to link to the health information document by linking to an internet site where the document is stored. Visual inspection of test data. 1.3 Record and Access Health Information Shared Directly and Electronically Evaluate the capability of the Health IT Module to record health information that has been sent directly and electronically from the patient. Item # Technical Outcome A user records and can 1 subsequently access health information documents that were shared directly by a patient (e.g. via mobile phone, tablet, secure message). Test Lab Verification Test Approach The tester verifies a patient can provide health information from multiple sources, directly and electronically to the Health IT Module, and that it can be integrated into the patient record by a user.
