Please consult the Notice of Proposed Rulemaking (NPRM) entitled: 2015 Edition Health Information Technology (Health IT) Certification Criteria, 2015 Edition Base Electronic Health Record (EHR) Definition, and ONC Health IT Certification Program Modifications for a detailed description of the proposed certification criterion with which these testing steps are associated. 1. Required Tests Note: The order in which the test steps are listed reflects the sequence of the certification criterion and does not necessarily prescribe the order in which the test should take place. 1.1 Data Segmentation for Privacy Evaluate the Health IT Module’s ability to receive a summary of care record that is tagged as restricted, apply document-level tagging and sequester the document from others, and view the restricted document, without incorporating it. Item # 1 Technical Outcome Test Lab Verification Test Approach A user can receive a summary of care document that is tagged as restricted and subject to restrictions on re-disclosure, according to the standard adopted at §170.205(o)(1). The tester verifies that the Health IT Module can receive summary of care documents that are tagged as restricted, according to the standard adopted at §170.205(o)(1). Test data, test tool, and visual inspection. 2 A user can save the restricted document to a patient’s record and sequester it from other documents received for that specific patient. The tester verifies that the Health IT Module applies document-level tagging and allows a user to sequester the restricted document from other documents. Test data and visual inspection. 3 Appropriate users can view the data in the document without incorporating that data into the patient’s record as discreet data elements. The tester verifies that the Health IT Module allows a user to view the data in the document without incorporating it into the patient’s record (i.e. medications, medication allergies, problems).
