Sept 2014
Hartford Public Schools will provide a quality education
in a caring and safe environment for all students
First Day of School for All Students is Tuesday September 2nd!
November 4th School Bond Vote
Following recommendations made
by the District Facilities Improvement Team (F.I.T.) and unanimous
support by the Board of Education,
voters in the Hartford School District
will visit the November polls to decide the question of a School Bond
in the amount of 7.75 mills generating roughly $15 million for badly
needed infrastructure updates including roofs, boilers, along with
major security upgrades and a complete remodel of the Woodside Elementary campus site which will in
turn ultimately idle Red Arrow Elementary. (Continued on page 2)
Aging mechanicals like these 54-year-old boilers are slated for update.
Hats Off to the
Class of 2014
As
Hartford
High
School bids farewell to
52 Seniors of the 131st
graduating class of the
Hartford Schools since
its inception in 1883.
Class speakers Olivia
and McKenzie Knight
along with Class President Gabriella Barajas
all told of both fond
memories and bright
hopes for their future.

All Around the District
School Bond (from page one)
The F.I.T. met for over two months reviewing complex facilities assessments from project architects
Kingscott and construction manager Miller Davis
from a study completed earlier in the year. The 30
member team of community members toured facilities and began a task of prioritizing needs. The
committee looked at issues ranging from 20-yearold roofs to 54-year-old boilers in addition to
presentations by administrators from each district
building of specific educational wants and needs.
The committee was driven by a set of guiding principles that solutions were to be both attainable and
sustainable while also enhancing curriculum
delivery and improving upon a safe and secure
environment for students and staff.
The F.I.T., led by co-chairs John Miller and Becky
Traver, made the following recommendations after
8 weeks of study and discussion:
Replace aging roofs and boilers at the High
School/Middle School & Woodside campus.
Create secure main entrances at the High
School/Middle School and Woodside campus.
Update the High School Auditorium which serves
all district students.
Reconfigure the Woodside Elementary site into
a dual campus Pre-K -5th grade Elementary Learning Center.
In the eyes of the F.I.T. ,the 1950s era Red Arrow
Elementary building had too many issues to justify
any further investment of taxpayer dollars. Limited
space of the property forces the daily closure of a
public street to facilitate bus traffic, let alone safety
concerns for parents who pick up and drop off their
children. Expansion is not an option at the site.
Public information forums will be held in the coming months. Please contact Superintendent Andy
Hubbard with any questions to make an informed
decision on this most important matter in November.
The proposed new Elementary Learning Center will provide students with a new split campus which separates
Pre-K through 2nd Grade and 3rd Grade through 5th Grade in a fully renovated and updated facility combining
staff resources and minimizing operational costs in a secure environment using the latest classroom technology.
Speaking of Seniors….The Hartford Public Schools thank the members of the Class of 1964 who participated

It’s All Quite Elementary
“Multiplication is as Easy as Pie!” says Alex Francisco as he shows his completed multiplication pie. As they
master each group of facts, students record their progress by coloring a slice of pie chart with a goal to master all groups and complete the pie. They celebrated by
making their own pies complete with whipped topping!

Middle School Milestones
Adventure of a Lifetime as the HMS Student Council took a trip to the Pretty Lake Adventure Center in Mattawan. The group worked on team building activities and participated on the high ropes course. The group faced
many challenging activities requiring both teamwork and a good dose of inner strength to get them through.
Bobby Johnson, an 8th grade member recalled, “I had so much fun. I really improved my cooperation skills.”
Many said the same. There's nothing like being on an adventure with a group of your friends. The council returns with an understanding how to work together and bring leadership qualities to the students of our district.
New Faces Join the District Staff for 2014
Nicole Meachum comes onboard as the Language Arts teacher in the Middle
School. Mrs. Meachum comes to the Middle School with a great deal of experience.
She has spent the last 10 years as a teacher, as well as many serving in other roles
formerly within the Decatur School District. She looks forward to meeting all her new
students and coworkers.
Robert Breedlove joins the team at Woodside Elementary as 5th grade teacher.
Mr. Breedlove comes to Woodside after serving as interim Middle School Science
teacher last school year. He’s excited to put all the new elementary technology to work
to help prepare his new 5th grade students for Middle School.
McKenzie Gelfund has accepted the Special Education position at Woodside Elementary. She is a 2014 graduate from Western Michigan University and comes highly
recommended from the Special Education Department at Western. McKenzie joins a
long list of great Hartford educators who received their teaching certification from an
exceptional program at WMU.
These Grads are all Smiles thanks to
$12,000 in scholarships awarded by the
Hartford Public Schools Foundation for
Quality Education. The Foundation has
returned over $125,000 in scholarships
and grants to the Hartford Public
Schools since its inception in 1998.

Equal Educational Opportunity. The Hartford Board of Education declares it to be the policy of this District to provide an equal opportunity for all students, regardless of race, color, creed, disability, religion, gender, ancestry, national origin, place of residence within the boundaries of the District, or
social or economic background to learn through the curriculum offered in this District.
Directory Information on Students. Each student's record is kept in a confidential file located at the student's school office. The information in a student's record is available for review only by the parents or legal guardian of the student, adult student (eighteen (18) years of age or older), and those
designated by Federal Law or District regulations.
A parent, guardian, or adult student has the right to request a change or addition to a student's records and to either obtain a hearing with District
officials or file a complaint with the U.S. Office of Education if not satisfied with the records or with the District's compliance with the Federal Rights and
Privacy Act.
A parent, guardian, or adult student has the following rights:
1.
Inspect and review the student's education records;
2.
Request amendments if the parent believes the record is inaccurate, misleading, or otherwise in violation of the
student's rights;
3.
Consent to disclosures of personally-identifiable information contained in the student's education records, except to those disclosures allowed by law;
4.
Challenge District noncompliance with a parent's request to amend the records through a hearing;
5.
File a complaint with the Department of Education;
6.
Obtain a copy of the District's policy and administrative guidelines on student records.
The following information about each student is considered "directory information" and will be made available upon a legitimate request unless a parent, guardian, or adult student notifies the Records Control Office in writing within ten days from the date of this notification that she/he will not permit distribution of any or all of such information: name, address and telephone number; date and place of birth; photograph; major field of study; participation in officially recognized activities and sports; height and weight, if a member of an athletic team; dates of attendance; date of graduation and
awards received; and any other information the district considers would not be harmful or an invasion of privacy, if disclosed.
If you have questions regarding school records, please contact the building principal.
Drug-Free Schools. In accordance with Federal Law, the Board of Education prohibits the use, possession, concealment, or distribution of drugs by
students on school grounds, in school or school-approved vehicles, or at any school-related event. Drugs includes any alcoholic beverage, anabolic
steroid, dangerous controlled substance as defined by State statute, or substance that could be considered a "look-a-like" controlled substance. Compliance with this policy is mandatory for all students. Any student who violates this policy will be subject to disciplinary action, in accordance with due
process and as specified in the student handbooks, up to and including expulsion from school. When required by State law, the District will also notify
law enforcement officials.
HPS are concerned about any student who is a victim of alcohol or drug abuse and will facilitate the process by which she/he receives help through
programs and services available in the community. Students and their parents should contact the principal, counselor, or social worker whenever such
help is needed.
Health and Reproductive Education. The Board of Education has adopted a comprehensive health education program which includes education on
human sexuality and venereal and other non-casual contact communication diseases such as AIDS. It is designed to provide an appropriate means for
students to acquire the knowledge, skills and attitudes necessary to maintain good health.
In compliance with State law and with its desire to maintain effective communication with parents and the community, the board has made arrangements for the programs and instructional materials to be available for review by any parent or interested member of this community.
Students are required to participate in these courses, but the law allows parents the right to have a child excused from participating in classes which
include instruction in sex education, reproductive health and AIDS education. The Board's policy is to honor parents' written requests that their child be
excused from certain classes in any course.
Please contact the building principal if you have any questions or concerns regarding this matter.
Part of the federally mandated procedures include a requirement that the District request the person who was bleeding to consent to be tested for HBV
and HIV. This information would then be provided both to the exposed employee and the treating physician to determine properly medical treatment.
The law does not require parents or guardians to grant permission for the examination of their child's blood, but it does require the District to request
that consent. Although we expect the incidents of exposure will be few, we want to notify parents of these requirements ahead of time. That way, if
the situation does develop you will understand the reason for our request and will have had an opportunity to consider it in advance. These are serious
diseases, and we sincerely hope that through proper precautions and cooperation we can prevent them from spreading.
Free/Reduced Priced Lunches. Hartford Public Schools participates in the Federal School Lunch Program. Certain persons are eligible for free or reduced priced lunches. A letter regarding the Federal School Lunch Program and an application for free and reduced priced meals will be sent home with
each student the first day of school. Additional applications may be obtained in any of the building offices.

*The Management Plan contains information regarding the location of asbestos-containing materials in school buildings, the condition of the

Re-Inspection. A re-inspection of all district buildings is required by law every three years. Our next re-inspection is tentatively scheduled to be completed by July, 2016.
Notification of Pesticide Applications. As part of Hartford Public Schools pest management program pesticides are occasionally applied. Under the
new regulations you have the right to be informed prior to any pesticide application made to school grounds and buildings. Hartford Public Schools has
arranged to have our pesticide treatment of buildings after school on the fourth Friday of every month during the school year. If a vacation day falls
during the school year on a Friday, the treatment may occur during the day on that Friday. During the summer months when school is not in session
pesticide treatment could occur during the day on the fourth Friday of the month. This article is intended to serve as prior notification of pesticide
applications to Hartford Public Schools building and grounds.
In certain emergencies pesticides may be applied without prior notice, but you will be provided notice following such applications. If you have any questions, please contact your building principal or Michael Hallgren at the central office at 621-7002. Notes:
Another school year is upon us!
On behalf of the Board of Education, administration, and staff, I
would like to welcome all of our
students, staff, and families to
the 2014-15 school year. I know
that my colleagues and I are
looking forward to a year filled
with exciting opportunities for
every child at Hartford Schools.

Professionals in education are charged with the task of
creating opportunities for students to develop 21st century
skills such as critical thinking, communication, problem
solving and collaboration. With the help of the Pokagon
Fund, we are bringing the latest technology into our classrooms to further these opportunities. Every 2nd grade
student in Hartford will have their own personal iPad mini
to use throughout the school day. In Mrs. Whitman’s 4th
grade class each child will have an iPad. Mrs. Manning’s
math class now provides each student a Chromebook®
laptop during class time. All four buildings have at least
two mobile carts of thirty devices each for classroom use.
Our teachers and administrators are working to develop
a culture of high expectations for students and adults.
Working together by modeling good communication, encouraging risk taking, sharing ideas for teaching, and celebrating the good things our students do, we establish a
culture that empowers our students for the future. Please
remember to talk to your child about what you expect for
their future and create the highest possible shared expectations.
I hope you will join the journey of the positive direction in
which our district is moving and be an integral part of
building a foundation for the future of all our students.
Andy
