PA PADDLEFEST 2015 DRAGON BOAT RACE RULES & REGULATIONS 1.0 GENERAL: 1.0.1 This competition will be known as the People’s Association (PA) PaddleFest 2015. 1.0.2 The competition will be held at Marina Bay Reservoir on 19 April 2015, Sunday. 1.0.3 The competition is open to all Singaporeans/PRs/Permit Holders/ Foreigners. 1.0.4 The minimum age requirement to compete is 12 years old as of 1 January 2015, unless otherwise stated. 1.0.5 Participants below 21 years of age are required to seek parental or guardian consent in Form B before participating in the event. 1.0.6 All competitors must submit the application forms with completed medical declaration by st Tuesday, 31 March 2015. 1.1.0 DRAGON BOAT RACE: 1.1.1 All participants are to ensure that all forms are completed prior to submission. 1.1.2 Each team is to consist of: th st (i) (ii) DB 12: 16 names (10 paddlers, 4 reserves, 1 Steersman & 1 Drummer) DB 22: 28 names (20 paddlers, 6 reserves, 1 Steersman & 1 Drummer) 1.1.3 Name list submitted during registration is final. No change or addition of crew is allowed under any circumstances. 1.1.4 The Organiser will not be liable or held responsible for any mishap, injuries or death arising from the competition. 1.1.5 The Organiser will not be held liable for any loss or damage of personal equipment/belongings. 1.1.6 The Organiser reserves the right to amend the Rules and Regulations without giving prior notification or any reasons thereof. 1.1.7 Competitors are to bring their own food and drinks. There may be food & beverage vendors present during the course of the PA PaddleFest 2015. 1.1.8 The Organiser reserves the right to use any photographs (including those of Participants), motion pictures, recordings, or any other media records of the PA PaddleFest 2015, for any publicity purpose. 1.1.9 In the event of bad weather, the Organiser reserves the right to delay or cancel the competition with no refund. The Organiser will then decide the outcome of the competition based on timing from the last race conducted. Page 1 Updated as of 6 March 2015 2.0 REGISTRATION: 2.0.1 Registrations are to be made in person or mailed to: Singapore Dragon Boat Association SDBA Admin Office Lion Building B #02-02 Suite G No. 12 Arumugam Road Singapore 409958 2.0.2 Only CHEQUE payment is accepted. 2.0.3 Email submissions will not be entertained. Teams may submit a copy of their completed registration via CD or NON-RETURNABLE thumb drive. 2.0.4 The fee per team per Dragon Boat category is: (i) (ii) $120.00 for DB 12 dragon boat race ($100.00 for PAssion Card members) $140.00 for DB 22 dragon boat race ($120.00 for PAssion Card members) Note: To enjoy the discounted rate, one of the team members must be a PA PAssion card member. 2.0.5 All registration fees are non-refundable. 2.0.6 Payment is to be made payable to: “PA WATER-VENTURE” 2.0.7 After registration, there will be no refund for participants who do not take part in the PA PaddleFest 2015 for any reasons whatsoever. 2.0.8 Completion of the registration confirms the participant’s agreement to abide to the rules regulations of the race. 2.0.9 If the participant provides any information that is untrue, inaccurate, not current or incomplete, or if the Organiser has grounds to suspect that such information is untrue, inaccurate, not current or incomplete, the Organisers may suspend or terminate the participant’s registration with no refund. 2.0.10 Participants are strictly not allowed to transfer their race entries to another party or change race categories after their registrations are confirmed. 2.0.11 A minimum of 4 entries is required for a race to start. 2.0.12 The Organiser reserves the right to cancel any race category without prior notice to the participants. 2.0.13 The Organiser may contact the participant from time to time by email, SMS or call. Any notice sent to the email address registered with the Organiser shall be deemed as received by the Participant. 2.0.14 Whilst reasonable precaution will be taken by the Organiser to ensure the participants’ safety, participants take part in PA PaddleFest 2015 at their own risk and the Organiser will not be responsible or held liable for any injury or death howsoever arising from training for or during participation in PA PaddleFest 2015. Participants are strongly encouraged to consult their medical practitioner prior to registration and before the actual race day. 2.0.15 The Organiser reserves the right to cancel PA PaddleFest 2015 at any time without prior notice to the participant, in which case they will make effort to inform the Participant prior to the date of the event. If the PA PaddleFest 2015 has to be cancelled, there shall be no refund of fees paid and the Organiser shall not be liable for any other loss or inconvenience caused. 2.0.16 The Organiser reserves the right to limit and/or refuse race entries without assigning any reason. Page 2 and Updated as of 6 March 2015 2.0.17 The Organiser will not entertain nor be in any way responsible for any disputes arising from incomplete entry details. 2.0.18 The closing date for registration will be on 31 March 2015, Tuesday at 2359 hrs or when slots for the category have been filled, whichever comes first. 3.0 EVENTS: 3.0.1 Race Events st EVENTS Intergeneration PAraVenture GRO Community Sports Club (CSC) T-NET Active Agers Note: DB = Dragon-boat MIXED (SLOTS AVAILABLE) DB12 (12) OPEN (SLOTS AVAILABLE) N/A DB12 (06) N/A DB12 (18) DB22 (18) DB12 (18) N/A DB12 (06) DB12 (18) N/A N/A REMARKS BY INVITATION ONLY 3.0.2 There must be a minimum of 16 paddlers in a 22-crew and minimum of 6 paddlers in a 12-crew in order for the team to race. 3.0.3 In the mixed category, there must be a minimum of 8 and a maximum of 12 female paddlers in the 22-crew race and a minimum of 4 and maximum of 6 female paddlers in the 12-crew race, unless otherwise stated. 3.0.4 In the open category for GRO event, there is no restriction on the gender mix of the paddlers. 3.0.5 Teams may field a male or female Steersman or Drummer regardless of the categories they participate in. 3.1 RACING CATEGORIES: 3.1.1 Inter-Generation: 3.1.2 A minimum of 2 families are to paddle in 1 boat (min. 8 participants, max. 12 participants). At least one of each in the family is inter-generation (eg. Father and child, Uncle and niece Grandparent and grandson etc.). st Children should be a minimum of 12 years old as of 1 January 2015. ParaVenture: This will be a “by invitation only” category. 3.1.3 GRO: Teams participating in this category must belong to a Grassroots Organization. Teams must include at least 1 Grassroots Leader (GRL) in the active crew list. A team is to comprise of at least 2 ethnic groups. 3.1.4 Community Sports Club (CSC): Teams participating in this category must comprise of rowers from their CSC. An endorsement stamp by the parent CC on submitted registration forms is required. Page 3 Updated as of 6 March 2015 3.1.5 TNet Club: Participants to contact Mr Goh Yock Siong at [email protected] for information about the category’s rules & regulations. 3.1.6 Active Agers: Participants to contact Ms Lim Choy Leng at [email protected] for information about the category’s rules & regulations. 3.2 RACING RULES: 3.2.1 The distance of the race is 200 metres for all categories and race types. 3.2.2 For Dragon Boat Sprints competitions, a pre-requisite of a Helmsman Certification with 2 years active coxing for coxswain is mandatory in line with Singapore Dragon Boat Association competition practice. A scanned copy of the Helmsman Certificate must be submitted together with the registration form. Registrations will not be accepted without producing the Helmsman certificate. Alternatively, standby Steersman are available on the race day and will be chargeable at SGD$50.00 per race category payable to Water-Venture. Please inform the organizer during the Team Manager’s Briefing if you need a steersman. Payments are to be made by CASH only. 3.2.3 We take reference to: “The International Dragon Boat Federation Disciplinary Code and Rules of Racing”. Online reference available at: http://www.sdba.org.sg/wp-content/uploads/2012/05/IDBF_Rules-of-Racing_2008.pdf 3.2.4 It is MANDATORY for all competitors to put on a personal floatation device (PFD) when they are dragon boating. Failure to do so will result in immediate disqualification. 3.2.5 All competitors are to report at least 1 hour prior to your race at the respective holding areas designated on race days. The reporting time for registration will be made known at the briefing on th 10 April 2015, Friday at the PA Auditorium to team captains, managers and individual competitors. 3.2.6 Competitors are to follow the instructions provided or take any instruction from the official at the location. 3.2.7 Failure to abide by the rules/regulation or the instructions from the official may result in a disqualification. 3.2.8 Paddlers are only allowed to row for the teams that they have registered for. Failure to comply with this rule will result in the paddlers being banned from all races. 3.2.9 The Organiser reserves the right to remove any participant deemed physically incapable of continuing with the race to prevent himself/herself from causing greater harm and injury to himself/herself. 3.2.10 Judges’ decisions are final. 3.2.11 A written protest must be addressed within fifteen (15) minutes after the result is officially announced together with a non-refundable protest fee of SGD$50/-. No protest will be entertained after fifteen (15) minutes of results announcement. Page 4 Updated as of 6 March 2015 3.2.12 Any conduct likely to bring the sport to disrepute such as the following will be dealt with by the Competition Jury and Race Director, The Competition Jury and Race Director may disqualify the person or persons concerned and the team from taking any further part in the competition: (i) Behaviour considered unacceptable in public (ii) Aggressive behaviour (iii) Bad manners (iv) Any action or lack of action that compromises the safety of an individual or team while in the water 3.2.13 Any Teams or any members of the team that fail to comply with any of the rules of competition above may be disqualified from the race. 3.3 DRAGON BOAT TRAINING: 3.3.1 Please contact or email to the following personnel respectively if your team wants to book a training session at our Water-Venture outlets. Engagement of Steersman can be arranged at the same time. 3.3.2 Please note that the training fees are not inclusive in the registration fees.
