It's a new month, March is behind us.A
lot happened in March. On the ranch
at home, baby calves are arriving.
Then throw in the comments of board
meetings. It doesn't leave much time.
The state legislature finished session
on the 13th. With a new road funding
bill. I went to Pierre for a committee meeting on the 9th where several
amendments were added. The next 4
days with several meetings a bill came
out that could be passed. The biggest
surprise was the emergency designation to put it in effect on April 1st.
The next week was SDACC Spring
Workshop which was a big success
with presentations by J. Michael
Blaska on Ethics, Roberts Rules, and
Running An Effective Meeting.Every
commissioner

Happy Spring!! I am really really
hoping for April showers!!
The New Officials workshop was
March 18th and 19th in Pierre. We
had a total of 52 registrants, which
included new officials and experienced
officials. There were a lot of questions asked and everyone that attended
picked up a wealth of information;
even the experienced officials. We
surprised a couple of the presenters
that thought they would have a short
presentation, but there were so many
questions we would run out of time. I
would strongly encourage the experienced officials to attend a New Officials Workshop in the future, because
even when we think we remember it
all, it is unbelievable what we don’t
remember or don’t know. Also it is
great for the New Auditors, Treasurers,
and Register of Deeds to ask experienced officials questions.
April is National County Government Month. This is a time for county
offices to get out and spread the word
to the public how the County Government works for them. Some ideas
to spread the word on how County
Government works is: have an open
house, have tours for the government
classes or any school classes, speak at
local organizations, have a contest as
to what county office does what, be
creative and think outside the box?.

I love spring! It is the start of a new.
The green grass, the flowers blooming
and the warm sunshine peeking behind
the light clouds is rejuvenating. It
reminds us of what lies ahead and the
beauty that is in each day.
One thing that I really enjoy is spring
cleaning. Getting rid of the things you
no longer need that have been building up all winter, or longer. The South
Dakota Association of County Welfare
Officials (SDACWO) is working hard
to do their spring cleaning as well. We
recently updated our Welfare Medical
Manual and are currently finalizing
our regional training agenda so we can
get to work on training everyone to
meet today’s challenges.
We currently have five regions designed to offer training sessions and
opportunities for county welfare officials. We have a lot of new faces that
have taken on the duties of Welfare
Director. We also have many who play
a dual role as Auditor and Welfare
Director and it can be quite difficult
to keep up with the constant changes
in both areas. So, we will now have a
way to ensure that everyone is up to
date in the procedures and processes
of county welfare assistance.

One last note as I end this month’s
article. I am reminded of some advice
that a loved one told me recently that
is so fitting for spring. As we talked,
she told me that we all spend too much
time worrying about the big picture
that we don’t look at the little things
that actually make the picture so beautiful. So, as you

Greetings County Employees! Winter has been good to Hanson County,
not much snow. The bad part, frost
has totaled out about 12 miles of an
oil road for us this spring. There is no
real good fix for that this time of year.
The highway dept. goes out every
morning and removes as many of the
large pieces as possible and fills the
soft spots with gravel. The Asphalt
Company will not be making Hot Mix
until May so it will be a long spring of
patching for now.
Last year we overlayed 6 miles with
a 2” mat @ $122,000 a mile. I wish
our County could afford to overlay
at least half of that 12 miles this year
but our budget won’t handle that. We
did get Senate Bill 1 passed but the
20% increase should have been 120%
increase then we could have had a
chance to repair our roads and bridges.
At the next Commissioner’s meeting
on April 7th I am going to approach
the Commissioner’s about adopting a
wheel tax. Hanson County has strug-
gled to get it
passed but that’s
what we need
to do for more
funding and to
be in the state
programs.
The NACE
Conference is
in Daytona Florida this month - April
19th - 23rd. Michael Baker from
the University of Wyoming will be
presenting on old bridges; I will be
able to get some valuable information. Sounds like there will be a lot of
good speakers and presentations at this
conference.
Like most of SD we need rain. We
have put on a burn ban because of
the dry conditions. They are calling
for moisture next week, a good inch
of rain will be nice. I have already
seen a few farmers out in their fields,
so spring planting is right around the
corner!
I hope everyone has their
budget problems fixed with the
20% increase, to improve the
roads and bridges.

SDML Workers’ Compensation Fund Extends Grant Programs for 2015 Year
Many of you are aware that for the past 5 years the SDML
Workers’ Compensation Fund has offered two different
grant programs to its members. Because these grant programs promote safety to our members, the SDML WCF
Board of Trustees decided to offer both grant programs for
the 2015 year on a first come first serve basis until the grant
funds are exhausted.
This first grant is in partnership with Stryker EMS to assist
our membership in purchasing a Stryker Power-PRO™
cot or a Stryker Stair-PRO® chair. The intent is to provide a safer workplace for the voluntary EMT’s, firefighters, police officers, and all local governmental employees
that assist the ambulance services to provide emergency

Eligibility for these grants is very simple. The applicant
must be a member of the SDML WC Fund as of the date of
the grant application and in the year the grant is awarded.
Also, the member must meet several selection criteria,
including compliance with loss control safety recommendations. The complete list of selection criteria is outlined in
the application.
The SDML Workers’ Compensation Fund has always
stressed the importance of using safety equipment and following safety procedures. There are many components to a
successful safety program, beginning with leadership direction and support, which then flows to the supervisors and
employees. We look forward to more participation in these
programs and the reduction of injuries to your employees.

New Coverages for SDPAA Members
Enhanced Crime Coverage
Recognizing Members’ needs for more
crime coverage than is typically provided through Employee Dishonesty
Bonds required by statute, the SDPAA
has replaced its Employee Dishonesty
Coverage with Enhanced Crime Coverage for its Members. As opposed
to traditional individual Employee
Dishonesty Bonds, this new coverage
covers all employees and elected and
appointed officials of our local governmental entity Members and goes
beyond the types of crime covered in
Employee Dishonesty Bonds, further
protecting our Members.
The 2015 Enhanced Crime Coverage
SDPAA has purchased on behalf of
Members provides a limit $1,000,000
per occurrence with no aggregate.
The Enhanced Crime Coverage includes coverage for the following:
• Employee Dishonesty
• Forgery/Alteration (covers losses
caused by a person other than employees, and forgery or alteration of
financial instruments)
• Inside the Premises - Theft of
Money or Securities (covers losses
caused by persons other than employees when loss occurs while inside your premises, inside a banking
premises, or outside your premises
in the care and custody of a messenger)
• Outside Premises (covers loss of
money and securities resulting from
the actual destruction, disappearance
or theft while outside the premises
in the care and custody of a messenger or armored motor vehicle
company)
• Money Orders and Counterfeit Money (covers losses resulting directly
from):
o The acceptance in good faith,
in exchange for merchandise,
money, or services of any post
office or express money order
issued or purported to have been
issued by any post office, if such
money order is not paid upon
presentation
o The acceptance in good faith, in
the regular course of business, of
counterfeit paper currency of the
USA or Canada
• Computer Fraud and Funds Transfer
Fraud (covers loss of, or loss from
damage to):
o Money, securities and other
property resulting directly from
computer fraud
o Money and securities contained
in a transfer account on deposit at
a financial institution resulting directly from funds transfer fraud.
There are a variety of South Dakota
statutes requiring Fidelity/Employee
Dishonesty Bonds of various amounts
for public entity employees, based
upon the position the employee holds.
The Enhanced Crime Coverage SDPAA is offering is “blanket” coverage
meaning that if a Member chooses to
purchase it, it covers all employees
and elected and appointed officials
of the local government entity. The
SDML successfully worked with the
2015 Legislature for passage of a
statute allowing the purchase of the
blanket coverage to satisfy statutory
bond requirements of local government
entities.
SDPAA Members who take advantage
of the Enhanced Crime Coverage will
see reductions in costs while increasing and broadening crime coverage. Depending on the number of
employees of the entity, the cost of the
Enhanced Crime Coverage is as little
as $25 per year for SDPAA’s smaller
Members and tops at $780 for the largest Member. These costs are considerably lower than those Members have
been paying for statutory coverage
while providing a significantly higher
limit of coverage and broader coverage.

With constantly evolving technology, the exposures of data breaches
become more and more relevant and

public entities are not an exception
to this exposure. In the 2014 Verizon
report, a report that is done annually in
partnership with the US Secret Service
and other law enforcement agencies
worldwide, the public sector accounted
for almost 75% of the 64,437 security
incidents that were reported.
While cyber liability is complex,
continually evolving, and not wellunderstood, a cyber breach can be a
very expensive event for a business,
corporation, or public entity. Among
expenses incurred due to a cyber
breach are those associated with mandatory notification to all parties whose
data has been breached, provision of
credit monitoring services for those
parties, replacement and restoration of
electronic data, and public relations expense. In 2014, the average cost to an
organization which suffered a cyber
breach was $200 for each stolen or
lost record.
On behalf of our Members, SDPAA
has decided to stay one step ahead of
this exposure and has added coverage
for Cyber Liability, both 1st and 3rd
party coverages. On January 1, 2015
the SDPAA began providing Members
with limited Cyber Liability Coverage
at no cost for 2015.
To better understand the coverage, we
provide the following brief summary
of this coverage:
• Information Security and Privacy
Liability – Pays on behalf of the
Member damages and claims expenses excess of the retention which
the Member shall become legally
obligated to pay because of a cyber
liability.
• Privacy Notification Costs – Pays
for the necessary costs to comply
with breach notification and credit
monitoring of parties whose data
was breached.
• Regulatory Defense and Penalties –
Pays claim expenses and penalties
which the Member shall become
legally obligated to pay due to cyber
liability.
• Website Media Content Liability –
Pays for damages and claim expenses resulting from acts committed in
the course of covered media activities as defined in the policy.
• Cyber Extortion – Indemnifies for
costs incurred as a result of extortion
threat.
The Cyber Liability coverage SDPAA
purchased on behalf of its Members
through Great American Insurance
Company has a $250,000 Cyber Annual Aggregate Limit per Member.
Deductibles are $10,000 per Member
with payroll figures of $5,000,000 or
less and $25,000
for Members with
payroll figures
of more than
$5,000,000.
Should a Member
suffer a cyber
liability incident,
the Member need
only to report
the incident to

Signed Releases and Verifiable
Documentation
SDCL 28-13-32.7 thru 28-13-32.9
plays a large role in determining if a
person is eligible for county medical
assistance. Signed releases and verifiable documentation are tools used to
accurately determine a client’s ability
to pay or purchase insurance. It is important to calculate the ability to pay
form with accurate information and
not information based solely on verbal
acknowledgement.
Signed releases allow a county to
access and verify information, in the
event the information provided by
the client isn’t sufficient. It gives the
county an extra tool to assist in the determination process. There are several
types of releases. The three releases

used most often are:
1.Medical release - A Medical release can provide access to medical records to help determine if a
hospitalization was scheduled or
emergency. A medical release can
provide information on payments
made to hospital facilities and/or
pharmacies.
2.General release - A general release
can be used to request information
regarding wages or expenses such as
utilities, rent, car payment, etc.
3.Social Security release - A release
from the Social Security Office
can assist in gathering information
regarding a pending disability claim,
retroactive Medicaid, monthly benefits, lump sum payments.
Documentation confirms the accuracy
of information provided during an in-
terview or deposition. This verification
is crucial in supporting either denial or
approval of a medical claim. Documentation gathered should include:
• Income information - items such as
most recent tax return, past 60 days
wages, child support payments, disability, retirement, unemployment
or any type of income provided to
the home (See SDCL 28-13-32.7 for
complete listing).
• Household resources as listed under
SDCL 28-13-32.8.
• Qualified household expenses as
listed under 28-13-32.9 (2) including monthly living expenses items
such as actual rent or mortgage,
utilities, car payments for one vehicle, child care expenses for work,
auto and life insurance, installment
payments for medical bills and
recurring medical care expenses.

Becky Mathiesen, Lincoln County Register of Deeds
Years as an elected official: I became the Register of Deeds in 2011. I
started working in the office in 2004 as
a Deputy.
Three people (living or deceased) I’d
invite to dinner: My Mom and Dad
and my Grandma Matson.
A dream I have is to: Retire out in the
Black Hills and then winter in Arizona. Tom and I would be able to ride
horses year round.
You’d be surprised to learn that I:
I have really good luck. I’ve won
money, I’ve won 2 guns at wildlife
banquets, and I’ve also won a free
trip to Hawaii. One time I found
$1,649.00 in cash after a baseball
game in Harrisburg. The money was
wrapped up in a handkerchief and
the only identifying information was
an envelope with first names written
on it. I was able to find the rightful
owners and returned the money. The
money belonged to an elderly couple
visiting from Arizona. They were very
grateful and it made me feel good that
I could help them out.
The most adventurous thing I’ve
ever done is: Rode horses in the badlands of South Dakota. We rode for
three days on private property in the
badlands. Our rides ranged from 12 to
17 miles a day. It was the most beautiful place I’ve ever ridden a horse.
Some of the terrain was “rough” to say
the least. We rode down some embankments that I didn’t think a horse
could maneuver. I learned to just trust
my horse and hang on.
My favorite way to relax is: Ride my
horse or sit by the fire pit at home with
a “cold one”.
I’m most proud of: My family.
We’re just like any other family with
our ups and downs but we love and
support each other. My husband, Tom,
is my biggest supporter. Our son, Jason, has grown up to be a very caring
and loving son, husband and person.
Our daughter-in-law, Elaina, has been
a blessing to our family.
Every morning I read: My phone
messages and emails.
My favorite meal is: This is a hard
one because I love food. I would
have to say fresh broiled scallops with
angel hair pasta in a tomato sauce and
steamed vegetables served with a glass
of Pinot Noir.
My pet peeve is: People who complain without trying to change the
situation or don’t want to get involved.
Like people who complain about our
government but don’t bother to take
the time and go vote.

it. If you can’t change it, change your

My motto is: No worries. Be Happy.
The greatest lesson I learned was:
To be fair and honest. When I was a
little girl my dad caught me lying. He
disciplined me and told me I made a
“terrible liar”. I still remember that to
this day.
I chose to run for public service
because: I grew up working in the
restaurant industry and I’ve always
enjoyed customer service. Becoming the Register of Deeds I was able
to still work in customer service but
in a different capacity. I like helping
people.
What I think will change in my
county over the next 5 years is:

With the population increasing we will

Also, there
will be advancements
in technology that we
will need
to keep up
with. People like convenience so we
will have to continue to meet those

My favorite South Dakota attraction
is and why: The Black Hills. Tom
and I spend a couple weeks out in the
hills exploring the National Forest on
our horses. I love everything about it.
The sights, sounds and smells. It feels
like home to me.
I describe myself as: An animal lover.
We have dogs, cats, horses, chickens,
cows and guineas. I love to take care
of them and just have them around.
What I could tell someone who is
thinking about running for public
office is: Becoming an elected official
has been a very rewarding experience.
It has definitely gotten me out of my
comfort zone and has helped me grow
as an individual. I have met some
wonderful people along the way and
had some great experiences.
The hardest issue I have had to deal
with as an elected official is: At
times you will have sleepless nights.
Being an elected official is a big
responsibility. You have to remember
all the good people around you that are
there to help out; whether it be your
office staff, co-workers, other elected
officials and commissioners or our
South Dakota Association of County
Officials.

Traffic Incident Responder Training
The South Dakota Department of Transportation and the
South Dakota Department of Public Safety are working
together in a nationwide initiative to train tens of thousands of traffic incident responders from the law enforcement, fire, emergency medical, communications, towing,
and highway maintenance communities. The training was
developed and is being financially supported through the
second Strategic Highway Research Program (SHRP2). I
have personally attended the course, which is an excellent
mix of presentation and hands-on participation, and feel
it is the most focused, up-to-date, and practical training
available on this subject. The attached Training Program
Brochure gives a good overview of the training.
We are using a Train-the-Trainer approach to offer the
training to the vast majority of emergency responders in
South Dakota. We hosted our first Train-the-Trainer event
in Pierre on December 18 and 19. The 12-hour course
enables those attending to present a 4-hour training to local,
front line responders, whether police, highway maintenance, emergency medical, towing, fire, communications,
or other. The course was very well received by all of the 30
law enforcement, fire, emergency medical, emergency management, towing, and DOT staff that attended. See below
some photos from that event.
Our immediate goal is to train and equip trainers throughout South Dakota, so a very substantial portion of front-line
responders in South Dakota can in turn receive training in
2015 and beyond. Our ultimate goal, of course, is to enable
effective incident response and most importantly to ensure
the safety of front-line responders.
Upcoming Train-the-Trainer Training
We are holding two more Train-the-Trainer events this
spring. No other Train-the-Trainer events are planned for
the remainder of the year.

Congressional Delegation
Delegation Concerned by Misguided ESA Listing of Northern Long-Eared Bat
U.S. Sens. John Thune (R-S.D.) and Mike Rounds (RS.D.) and Representative Kristi Noem (R-S.D.) expressed
continued concern over the U.S. Fish and Wildlife Service’s (FWS) misguided approach to addressing the decline
of the northern long-eared bat population by listing it as
threatened under the Endangered Species Act (ESA). A
fungal disease, white-nose syndrome, not habitat loss, is the
primary cause of northern long-eared bat deaths that have
resulted in a sharp decline in population throughout many
states in the bats’ range.
“I’m disappointed by the April 1st announcement because
the FWS’ approach does not focus on the real problem,
which is that northern long-eared bat deaths are due to
white-nose syndrome, not habitat loss,” said Thune. “This
is why I recently introduced legislation that would prohibit
FWS from listing the northern long-eared bat as threatened
under the ESA.”
“This is another example of federal overreach by this Administration,” said Rounds. “I applaud Sen. Thune and Rep.
Noem for being leaders on this issue and will continue to
innovative IDEAS
work with them to rectify this misguided decision.”
On October 14, 2014, Thune and Noem sent a letter to the
FWS encouraging the agency to withdraw its proposed
listing of the northern long-eared bat as endangered, and to
refocus its attention on combating white-nose syndrome.
On January 14, Thune and 12 of his Senate colleagues
called on the FWS to revise the misguided and harmful forest management restrictions accompanying the endangered
species listing released in 2014, and instead issue a regulation to allow normal forest management practices and
minimize economic impact on states. On March 4, Thune
introduced legislation to prevent the FWS from listing the
northern long-eared bat under the ESA, and on March 24,
Noem introduced companion legislation in the House of
Representatives.
The FWS has not listed a U.S. species as threatened or
endangered with disease as a primary cause of widespread
death loss for more than ten years. FWS acknowledges that
the white-nose syndrome is the primary cause of devastating northern long-eared bat deaths.

Statewide Transportation Program Fund Program Update
On December 22, 2014, a letter was sent indicating the
South Dakota Department of Transportation would again be
offering the Exchange Program where cities and counties
could exchange their federal Surface Transportation Program (STP) allocation funds for state funds for this federal
fiscal year. Under the previous program, you were allowed
to exchange your federal funds for state funds, but not
receive any of the state matching funds (which are equal
to 18.05% of the total annual allocation). On February 2,
2015, an additional letter was sent placing the 2015 funding
exchange on hold pending the resolution of legislative issues involving state highway funding. With the Governor's
signing of Senate Bill 1, those issues have been resolved.
As a result, the SDDOT and SD Transportation Commission will be moving forward with the proposal outlined in
the Governor's State of the State Address by exchanging all
annual federal STP allocations to counties and cities with
state highway funds. The details for implementation of
this new program and related issues are outlined below:
Projects in the Current 2015-2018 STIP
•.Projects currently programmed in the 2015-2018 STIP
will proceed as federal aid projects to be let and administered by the Department as currently planned, unless you
choose to proceed in a different manner by cancelling the
planned project(s). Those entities with projects currently in
the STIP will not begin receiving the annual STP funding
exchange until the programmed projects are complete.
•.If you wish to cancel your programmed federal aid
project(s) and instead take the annual STP funding exchange, you must provide the Department a resolution to
this effect prior to July 1, 2015 in order to be eligible for
this year's exchange.
