Because of your commitment and involvement,
our One-Call service is able to thrive and
provide many valuable benefits to our
members, excavators, and to our community.
2014 was an exciting year for CALL OKIE811.
Here are a few of our highlights:
•CALL OKIE811 celebrated 35 Years in
business! On a very hot day in August, we
opened our doors to more than 150 guests
to celebrate and take tours of our facility.
•CALL OKIE811 received recognition as a TOP
WORKPLACE for 2014! This is the second
year in a row and we were highlighted on
the News9 Special program “Opportunity
Oklahoma”.
•A new state-of-the-art VOIP Telephone
System was installed in the call center
for improved quality control, workforce
management, and more streamlined callhandling.
•There was a 1% increase in ticket volume
compared to the previous year. Because
of the increase in ticket volume, we hired
five new full-time CSR’s to help with the
increased workloads.
•HB-2533 was passed in an effort to address
inadequacies in Oklahoma’s pipeline
excavation damage prevention enforcement
programs. Though there is still a lot of work
to be done, this is one step Oklahoma
has completed towards better equipping
pipeline damage prevention.
As in years past, the ticket volume continues
to soar to incredible levels. During the past
year, call center operations set new records for
both inbound and outbound notifications. Our
One-Call service transmitted 6,188,198 locate
notifications to underground facility operators.
We contribute much of this increase to the
excavator’s awareness of the law and safety
benefits, but we also believe our growing
economy has played a significant role in the
growing number of tickets. Additionally, we
have seen an increase in contractors and utility
companies calling 8-1-1 before they dig. All of
these things are contributing to the growth and
success that CALL OKIE811 is experiencing.
With the committed and dedicated members
that support the damage prevention message,
we are all singing the same tune… “Know
What’s Below, Call 8-1-1 Before Your Dig”. The
Board of Directors, Operating Committee,
Damage Prevention Councils, and the
OKIE811 team are focused on safety, damage
prevention, quality of service, and providing
added value to our members. The blending
of talent, technology, and commitment to our
mission continues to play an important role in
enhancing and improving our services.
New in 2015, CALL OKIE811 will host the first
Oklahoma Excavation Safety Expo on April 2930 in Norman, OK. We expect to have over
350 industry representatives in attendance.
The Expo Golf Tournament will be held April
28 at Jimmie Austin Golf Course at OU. Plan

Our History
Oklahoma One-Call System, Inc. (also known
as CALL OKIE811) is a non-profit corporation,
incorporated in the State of Oklahoma in 1979.
Initially, thirty-seven companies joined together
to fund a statewide one-call notification center
with the purpose of preventing damage to
underground facilities. There are now over
eleven hundred companies that have joined
CALL OKIE811 and that has led to over six million
outgoing tickets. Damage prevention training is
offered statewide to members and excavators in
an effort spread safe digging awareness.
Our Mission
To provide quality underground damage
prevention and communication services for
excavators, operators, and owners in the great
State of Oklahoma.
The Law
On April 22, 1981, the governor signed into
law an act known as the Oklahoma Underground
Facilities Damage Prevention Act. Oklahoma
Representatives Cal Hobson (Lexington) and John
Monks (Muskogee) sponsored the legislation.
The law became effective January 1, 1982 and
provides that “...all operators of underground
facilities shall participate in the statewide onecall notification center and shall have on file with
the notification center a notice that such operator
has underground facilities, the county or counties
where such facilities are located, and the address
and telephone number of the person or persons
from whom information about such underground
facilities may be obtained.” This law also states
that “Notice shall be given no more than ten
(10) days nor less than forty-eight (48) hours,
excluding Saturdays, Sundays and legal holidays,
prior to the commencement of the excavation or
demolition.” Changes to the law were made in
1992 and in 2003. For a copy of the law please

Our Operations
Oklahoma One-Call currently has a total
of sixty-eight staff supporting 1,183 member
companies. Last year, they handled over 805,000
incoming locate requests. Here is a breakdown of
the staffing structure:
• 14 staff handle the corporate business
• 54 staff handle call center operations
• 28 staff work in the OKC corporate office
• 11 staff that work in the Claremore office, and
• 29 staff work as telecommuting staff from
offices in their homes.
The call center operates 24 hours a day, 7 days
a week and is the communication link between
excavators and member companies across all
seventy-seven counties.
In a single year, the call center handles
over 800,000 inbound calls and web tickets
that results in over 6,100,000 outbound locate

operators. Each Call Center Customer Service
Representative (CSR) must complete an intense
training program that lasts several months. All
CSRs are responsible for creating high quality
locate requests. This ensures accurate and
detailed information is sent to the locators of
each member company. CSRs work with a widerange of callers from experienced and veteran
contractors to first-time callers that know little
about the CALL OKIE811 process.
CSRs perform a variety of functions to support
our excavation request locates by phone, web
ticket, or fax. Of the locate requests we receive,
59.5% come through our website as web tickets,
39.6% come in via phone or voice, and 0.8%
come in through fax.
Damage Prevention
Education Services
&
Public
Damage prevention is a shared responsibility
and CALL OKIE811 is proud to be an industry
leader. CALL OKIE811 provides Public Education
and Damage Prevention classes and events
across the state. In order to manage the needs
and demands, we created six regional councils
that are defined by the state’s tourism regions.
Member companies are encouraged to join the
damage prevention efforts of these regional
councils. Our goal is to increase awareness of
the law and safe excavating practices.
The CALL OKIE811 Damage Prevention team
travels the state hosting damage prevention
trainings and events. These events range from:
County Employee Safety Meetings, school safety
days, industry in-house training events, and local
events. CALL OKIE811 members make up the
councils and assist with events like farm shows,

home & garden shows, and other special events
to interact with the public to provide awareness
and educational materials.
In addition to the regional Damage
Prevention Councils, the Damage Prevention
Managers maintain professional affiliations and
provide consulting services to individuals and
organizations that enrich the damage prevention
efforts. A complete list of our affiliations can be
presented upon request, but just to list a few:
Oklahoma Safety Council, Oklahoma Home
Builder’s Association, Municipal Electrical
Systems of Oklahoma, Oklahoma Rural Water
Association, and many more.
CALL OKIE811 also utilizes a variety of
marketing and communication tools in order
to help with public awareness. Okie D. Gopher
is the friendly face of CALL OKIE811. In 1979, a
simply sketched critter, nicknamed OKIE, became
the identifying force for a new organization
dedicated to stopping accidental damage of
underground cables and lines. Okie’s image is
posted everywhere we can put it - items such
as key rings, pencils, note pads, hats, shirts, etc.
The message is simple, call Okie at 811 before
you dig.
Oklahoma Excavation
Safety Expo
Beginning in 2015, the Damage Prevention
team at CALL OKIE811 is teaming with volunteer
committee members in an effort to plan and
host the first Oklahoma Excavation Safety Expo.
We have established a website to promote
the expo and encourage participation at www.
okexcavationexpo.com.
The intent and goal of the expo is to bring
together CALL OKIE811 staff, underground
facility owners and operators, and contractors
that perform excavation work in Oklahoma. This
expo is an important step to providing
excavators with the knowledge required to have
a safe and damage free work site. CALL OKIE811
members are dedicated to ensuring the safety of
their lines by promoting safe digging practices

in Oklahoma. We encourage anyone in the
excavation or construction industry to register
and attend this expo!
Fees collected from sponsorships will directly
offset the cost of the conference for attendees.
Contractors and excavators can attend for
only $50. That price includes admission, food,
networking opportunities, and much more!
CALL OKIE811 Membership Services
There is great value in being a member of
Oklahoma’s One-Call. The service team at CALL
OKIE811 takes great pride in protecting Oklahoma
citizens, excavators, and member companies’
underground facilities that run throughout our
state. We support statewide dig/locate requests
24 hours a day, 7 days a week. We remain
the industry leader in service, technology, and
promoting the damage prevention message.
Our call center Operation adheres to strict
standards in order to ensure quality and
timeliness of all locate requests. When a locate
request is processed, we average less than three

that have services in the proposed excavation
site. Additionally, we work to ensure the scope
of work being done at the excavation site can
be done in a ten day window. This is so that
our member companies are not covering great
distances on a single ticket.
We instill the value of teamwork and have
some of the best employees you can find in
Oklahoma. As a non-profit organization, we
don’t have the luxury of over-staffing. Our staff
does their part to stay flexible and dependable
in order to meet the needs of excavators and our
member companies.
